appropriate to goods supplied, this will be incorporated into new <strong>an</strong>d renewed supply<br />

contracts. Defra will also use their influence to incorporate packaging clauses in p<strong>an</strong>government<br />

contracts.<br />

• Water: Where practical defra will develop water saving projects at all defra sites such as<br />

reusing rain water <strong>for</strong> non-potable purposes.<br />

• Energy: Through defra’s agreed Carbon M<strong>an</strong>agement Programme with the Carbon Trust,<br />

defra will undertake a full review of energy m<strong>an</strong>agement of the estate <strong>an</strong>d institute a<br />

r<strong>an</strong>ge of invest to save measures to realise carbon savings into the future. This<br />

partnership is being viewed as a pilot <strong>for</strong> other Government departments.<br />

• Procurement: Defra will ensure that sustainable development principles are embedded in<br />

p<strong>an</strong>-Government call-off contracts <strong>for</strong> goods <strong>an</strong>d services – the first of which will be the<br />

P<strong>an</strong>-Government Travel Contract.<br />

On 12th June 2006, the Government set a series of sustainable operations targets 25 <strong>for</strong> the<br />

Government office estate, including a pledge to go carbon neutral by 2012 <strong>an</strong>d to reduce carbon<br />

emissions by 30 per cent by 2020. The sustainable operations targets apply to all central<br />

Government Departments <strong>an</strong>d their Executive Agencies, including buildings <strong>an</strong>d l<strong>an</strong>d m<strong>an</strong>aged.<br />

They also apply to NDPBs on a case-by-case basis at the discretion of ministers.<br />

Europe<strong>an</strong> Union <strong>an</strong>d <strong>UK</strong> Government: Legislation, Taxation & Targets<br />

Legislation, taxation <strong>an</strong>d targets have m<strong>an</strong>y issues <strong>for</strong> business <strong>an</strong>d will impact the <strong>film</strong> industry<br />

through economic instruments <strong>an</strong>d regulation. EU <strong>an</strong>d <strong>UK</strong> <strong>environmental</strong> legislation is<br />

increasing <strong>an</strong>nually. This alone will be incentive <strong>for</strong> the <strong>UK</strong>FC <strong>an</strong>d <strong>UK</strong> <strong>film</strong> industry <strong>an</strong>d to<br />

implement <strong>environmental</strong> strategies.<br />

As outlined in Chapter one, the impacts of climate ch<strong>an</strong>ge will be severe. As a result climate<br />

ch<strong>an</strong>ge is at the heart of EU <strong>an</strong>d <strong>UK</strong> legislation, <strong>an</strong>d is now becoming a core part of business<br />

strategies across the globe. With the rising <strong>UK</strong> CO2 emissions, <strong>an</strong>d EU <strong>an</strong>d <strong>UK</strong> targets additional<br />

measures, legislation <strong>an</strong>d incentives may lead to increased energy costs <strong>an</strong>d more stringent<br />

measures.<br />

EU leaders agreed a binding target to reduce greenhouse gas emissions by 20% from 1990 levels<br />

by the year 2020 at a climate ch<strong>an</strong>ge summit in Brussels during March 2007. It is thought the EU<br />

could offer to extend its 20% target <strong>for</strong> emissions cuts to 30% if other heavy polluters like the<br />

US, China <strong>an</strong>d India come on board. The EU also has a binding target <strong>for</strong> 20% of the EU’s<br />

energy to be from renewables by 2020. The current share of renewables in the <strong>UK</strong>’s total energy<br />

mix is around 2% <strong>an</strong>d <strong>for</strong> the EU as a whole around 6%.<br />

The Kyoto Protocol: The Kyoto Protocol entered into <strong>for</strong>ce on 16 February 2005 <strong>an</strong>d binds 35<br />

nations to limit or reduce their greenhouse gas emissions in a first phase until 2012. The <strong>UK</strong><br />

target is a 12.5% cut from 1990 levels by 2012. The targets cover emissions of the six main<br />

greenhouse gases (Appendix 1).<br />
