looking at the role carbon offsetting might play in the commitment <strong>for</strong> the Government office<br />

estate to go carbon neutral by 2012. There are a number of Carbon Offsetting comp<strong>an</strong>ies who<br />

operate bad practices, there<strong>for</strong>e the <strong>UK</strong> Government is in the process of developing a Code of<br />

Best Practice <strong>for</strong> the provision of carbon offsetting to <strong>UK</strong> customers (in operation) from autumn<br />

2007. The Code is set to ensure consumer confidence in this emerging market <strong>an</strong>d continued<br />

growth of that market through that confidence.<br />

Low Carbon Tr<strong>an</strong>sport Innovation Strategy (LCTIS): The LCTIS sets out <strong>an</strong> overall<br />

framework through which the Government aims to encourage innovation <strong>an</strong>d technology<br />

development in lower carbon tr<strong>an</strong>sport technologies.<br />

London’s Low Emission Zone (LEZ) 32 : The LEZ comes into <strong>for</strong>ce on 4th February 2008 <strong>an</strong>d<br />

will operate 24 hours a day, 7 days a week, every day of the year. The aim of the LEZ is to<br />

improve air quality in London by deterring the most polluting vehicles from being driven in the<br />

LEZ.<br />

Vehicles must meet specified Europe<strong>an</strong> Emission St<strong>an</strong>dards. Trucks (including specialist<br />

vehicles over 12 tonnes), will need to meet st<strong>an</strong>dards from 4 th February 2008, commercial<br />

vehicles, motor homes <strong>an</strong>d other specialist vehicles over 3.5 tonnes from 7 July 2008.<br />

From October 2010, v<strong>an</strong>s over 1.2 tonnes will also be affected. Vehicles affected will be older<br />

diesel-engined lorries, buses, coaches, large v<strong>an</strong>s, minibuses <strong>an</strong>d other heavy vehicles (e.g. motor<br />

carav<strong>an</strong>s <strong>an</strong>d motorised horse boxes).<br />

Vehicles that meet the required emissions st<strong>an</strong>dards <strong>for</strong> the LEZ c<strong>an</strong> be driven within the Zone<br />

without paying a daily charge; vehicles that do not meet the specified emissions st<strong>an</strong>dards c<strong>an</strong> be<br />

used within the Zone but operators will be subject to a subst<strong>an</strong>tial daily charge. If the daily charge<br />

is not paid operators will be liable <strong>for</strong> a penalty charge; the daily charge is currently set at £200<br />

<strong>for</strong> lorries, buses <strong>an</strong>d coaches, <strong>an</strong>d £100 <strong>for</strong> large v<strong>an</strong>s <strong>an</strong>d minibuses. Failure to pay will incur a<br />

£1,000 fine. Alternatively, vehicles that do not meet the specified emissions st<strong>an</strong>dards c<strong>an</strong> be<br />

modified to improve its emissions.<br />

The LEZ covers most of Greater London following the Greater London Authority boundary<br />

(Figure 8). All roads, including certain motorways within the LEZ boundary are included within<br />

the Zone. The M25 motorway is not included in the LEZ. Studios such as 3 Mills Studios <strong>an</strong>d<br />

Ealing, <strong>for</strong> example, are within the LEZ; <strong>an</strong>y trucks, buses <strong>an</strong>d commercial vehicles used on<br />

location which do not meet the specified st<strong>an</strong>dards will be subject to a daily charge <strong>an</strong>d fine of the<br />

charge is not paid.<br />
