Carbon Reduction Commitment: The Carbon Reduction Commitment (CRC) is a new<br />
scheme, <strong>an</strong>nounced in the Energy White Paper 2007, which will apply m<strong>an</strong>datory emissions<br />
trading to cut carbon emissions from large commercial <strong>an</strong>d public sector org<strong>an</strong>isations by 1.1<br />
MtC / year by 2020. The CRC will target up to 5,000 large org<strong>an</strong>isations (whose emissions are<br />
currently not included in the EU Emissions Trading Scheme (ETS) or Climate Ch<strong>an</strong>ge<br />
Agreements). This scheme will include supermarket chains, hotel chains, office-based<br />
corporations, government departments <strong>an</strong>d large local authorities <strong>for</strong> example. The CRC will<br />
cover all org<strong>an</strong>isations whose electricity consumption is greater th<strong>an</strong> 6,000MWh/yr, equivalent to<br />
<strong>an</strong> <strong>an</strong>nual electricity bill of ~£500k. During a pl<strong>an</strong>ned introductory phase (~2009), all allow<strong>an</strong>ces<br />
will be sold at a fixed price. From 2013, allow<strong>an</strong>ces will be allocated through auctions with a<br />
diminishing number of credits available over time. At the end of each year, comp<strong>an</strong>y<br />
per<strong>for</strong>m<strong>an</strong>ce will be summarised in league tables outlining the best <strong>an</strong>d worse per<strong>for</strong>mers in terms<br />
of carbon emissions <strong>an</strong>d reduction.<br />
The Government launched a 15 week “Consultation on the implementation of the Carbon<br />
Reduction Commitment” during June 2007.<br />
Draft Climate Ch<strong>an</strong>ge Bill: The draft Climate Ch<strong>an</strong>ge Bill was open <strong>for</strong> consultation during<br />
2007; the closing date <strong>for</strong> comments was 12 June 2007. The Government aim to introduce the<br />
final Bill to Parliament during autumn 2007, with a target date <strong>for</strong> Royal Assent Spring 2008.<br />
The draft Climate Ch<strong>an</strong>ge Bill provides a legal framework in which to m<strong>an</strong>age future emissions<br />
of CO2, provide greater clarity <strong>an</strong>d to invest in delivering the ch<strong>an</strong>ges needed to move to a low<br />
carbon economy.<br />
The draft Climate Ch<strong>an</strong>ge Bill will:-<br />
• Put into statute the <strong>UK</strong>'s targets to reduce CO2 emissions through domestic <strong>an</strong>d<br />
international action by 60% by 2050 <strong>an</strong>d 26-32% by 2020, against a 1990 baseline;<br />
• Make provisions <strong>for</strong> five-year carbon budgets, which will require the Government to set,<br />
in secondary legislation, binding limits on CO2 emissions during five year budget<br />
periods, beginning with the period 2008-12. Three successive carbon budgets<br />
(representing 15 years) will always be in legislation;<br />
• Allow emission reductions purchased overseas to be counted towards <strong>UK</strong> targets<br />
(consistent with the <strong>UK</strong>’s international obligations);<br />
• Recognise the potential <strong>for</strong> investing in low carbon technologies abroad as well as action<br />
within the <strong>UK</strong> to reduce the <strong>UK</strong>’s overall carbon footprint;
