EXECUTIVE SUMMARY<br />
The services <strong>an</strong>d resources which a sound environment provides are being severely affected by<br />
hum<strong>an</strong> activities, ultimately affecting both quality of life <strong>an</strong>d the longevity of business.<br />
The <strong>film</strong> industry is not immune to this…<br />
Climate Ch<strong>an</strong>ge<br />
• The climate is ch<strong>an</strong>ging; the earth is warming up due to increased concentrations of<br />
greenhouse gases from burning fossil fuels (coal, oil, gas), de<strong>for</strong>estation, gases from<br />
l<strong>an</strong>dfill sites <strong>an</strong>d meth<strong>an</strong>e (CH4) produced by cattle.<br />
• A report from the Intergovernmental P<strong>an</strong>el on Climate Ch<strong>an</strong>ge (IPCC) predicts that<br />
climate ch<strong>an</strong>ge will bring severe consequences, including increased risk of inl<strong>an</strong>d flash<br />
floods, more frequent coastal flooding, increased erosion (due to storminess <strong>an</strong>d sea-level<br />
rise), higher sea-levels, rising temperatures, extreme weather events such as heat-waves,<br />
floods <strong>an</strong>d droughts.<br />
Climate ch<strong>an</strong>ge is the greatest <strong>an</strong>d widest r<strong>an</strong>ging market failure ever seen…<br />
• Climate ch<strong>an</strong>ge impacts spread from directly impacted areas <strong>an</strong>d sectors to other areas<br />
<strong>an</strong>d sectors through extensive <strong>an</strong>d complex linkages (IPCC, 2007); everyone will suffer<br />
the consequences.<br />
Climate ch<strong>an</strong>ge is with us, <strong>an</strong>d will have <strong>an</strong> impact on m<strong>an</strong>y major aspects of<br />
working life...<br />
• Flooding, sea level rise, extreme weather events, water availability <strong>an</strong>d the relocation of<br />
urb<strong>an</strong> populations <strong>for</strong> example, will have a severe impact on the whole of the <strong>film</strong><br />
industry, from l<strong>an</strong>d availability <strong>an</strong>d loss of locations <strong>for</strong> <strong>film</strong>ing, resource scarcity,<br />
restrictions on the freedom of movement, increased hostilities from the flurry of<br />
<strong>environmental</strong> refugees, damage to business <strong>an</strong>d rising insur<strong>an</strong>ce premiums.<br />
• As the cost of flood defences escalate there is a risk that <strong>film</strong> tax incentives may be<br />
redirected to compensate <strong>for</strong> the ever exp<strong>an</strong>ding flood defence budget <strong>an</strong>d depleting<br />
public purse.<br />
The Depletion of Natural Resources<br />
• Natural resources are naturally occurring subst<strong>an</strong>ces.<br />
• Hum<strong>an</strong>s are using 20% more natural resources each year th<strong>an</strong> c<strong>an</strong> be regenerated.<br />
Pressures on the availability <strong>an</strong>d use of natural resources are increasing.<br />
Natural resources are rapidly being exhausted…<br />
• As resources diminish, the <strong>film</strong> industry will experience increasing costs of fuel <strong>an</strong>d<br />
goods, increasing costs to dispose of waste, stringent legislation, scarcity of goods <strong>an</strong>d<br />
