Key elements of the Energy White Paper are to:-<br />

• Establish <strong>an</strong> international framework to tackle climate ch<strong>an</strong>ge;<br />

• Provide legally binding carbon targets <strong>for</strong> the whole <strong>UK</strong> economy, progressively<br />

reducing emissions;<br />

• Encourage more energy saving through better in<strong>for</strong>mation, incentives <strong>an</strong>d regulation, in<br />

order to take steps to reduce emissions <strong>an</strong>d our energy dependence; <strong>an</strong>d,<br />

• Provide more support <strong>for</strong> low carbon technologies.<br />

The <strong>UK</strong> Government hope that the measures outlined in the Energy White Paper will deliver:-<br />

• Annual savings of between 23 <strong>an</strong>d 33 million tonnes of carbon (MtC) in 2020;<br />

• Progress towards the 2020 target r<strong>an</strong>ge of a 26-32% reduction in carbon emissions on<br />

1990 levels set out in the draft Climate Ch<strong>an</strong>ge Bill;<br />

• Electricity consumption up to 15% lower in 2020;<br />

• Gas consumption up to 13% lower th<strong>an</strong> it would otherwise have been;<br />

• Improved energy efficiency of the <strong>UK</strong> economy by around 10% by 2020; <strong>an</strong>d,<br />

• An additional 4% to electricity prices <strong>an</strong>d 3% to gas prices by 2020 (however, measures<br />

to improve energy efficiency should help reduce energy bills).<br />

In addition:-<br />

• Large non-energy intensive <strong>UK</strong> public <strong>an</strong>d private sector org<strong>an</strong>isations (e.g. hotel chains,<br />

supermarkets, central Government large Local Authorities) account <strong>for</strong> around 10% of<br />

the <strong>UK</strong>’s emissions. The Energy White Paper details the Carbon Reduction Commitment,<br />

(CRC) a m<strong>an</strong>datory cap <strong>an</strong>d trade emissions scheme, to the largest non-energy intensive<br />

<strong>UK</strong> public <strong>an</strong>d private sector org<strong>an</strong>isations. The Government hope to introduce half<br />

hourly metered electricity consumption to org<strong>an</strong>isations using more th<strong>an</strong> 6,000MWh per<br />

year. The Government are currently consulting on how a m<strong>an</strong>datory cap <strong>an</strong>d trade<br />

emissions scheme c<strong>an</strong> be implemented.<br />

• The Government are also consulting on a requirement <strong>for</strong> energy suppliers to extend<br />

adv<strong>an</strong>ced <strong>an</strong>d smart metering services to all business users in Great Britain within the<br />

next 5 years (this will not apply to small business users, nor to larger businesses with half<br />

hourly meters). Adv<strong>an</strong>ced metering will provide half-hourly data, accurate <strong>an</strong>d regular<br />

consumption data to consumers, allowing closer m<strong>an</strong>agement of utility use.<br />

• All business premises will have to have <strong>an</strong> Energy Per<strong>for</strong>m<strong>an</strong>ce Certificate when they are<br />

built, sold, or rented out. Energy Per<strong>for</strong>m<strong>an</strong>ce Certificate will detail a buildings energy<br />

ratings plus steps to improve energy per<strong>for</strong>m<strong>an</strong>ce.<br />

• By 2012 the central Government office estate will be carbon neutral. The <strong>UK</strong><br />

Government will bring <strong>for</strong>ward pl<strong>an</strong>s <strong>for</strong> funding energy efficient public sector buildings,<br />

<strong>an</strong>d energy efficient procurement of new public sector cars <strong>an</strong>d energy using products.<br />

Large public sector org<strong>an</strong>isations will be required to reduce emissions by participating in<br />

the Carbon Reduction Commitment scheme. Buildings greater th<strong>an</strong> 1,000m 2 occupied by<br />

public authorities <strong>an</strong>d by institutions providing publicly funded services to large numbers<br />

of people will be required to display a Certificate showing the energy rating of the<br />

building <strong>an</strong>d the steps that c<strong>an</strong> be taken to improve its energy per<strong>for</strong>m<strong>an</strong>ce. From 2008<br />

energy efficiency st<strong>an</strong>dards <strong>for</strong> all new products <strong>an</strong>d services that the Government<br />

procures will be set.<br />
