The UK is relatively expensive <strong>for</strong> transport<br />
due to the high cost base and the need<br />
to transport offshore. Route lengths are<br />
at least 100km to 400km. This compares<br />
with some US examples where storage<br />
can be adjacent to the site or sold to an<br />
existing EOR pipe <strong>network</strong>. The Yorkshire<br />
and Humber area is however, in UK terms,<br />
attractive <strong>for</strong> the distances required,<br />
especially given the large volumes.<br />
We stress that the revenue to recover this<br />
cost is much greater. A £100 today, with<br />
the same inflation and investment value<br />
as above, is the same present value as<br />
receiving £828 in 25 years. The bulk of<br />
revenue occurs much later than the capital<br />
expenditure, so the effect of its benefit in<br />
present value is also lessened. To illustrate<br />
this <strong>for</strong> the case of 2% inflation and 2%<br />
discount the cost per tonne expressed in<br />
terms of capital and operating cost may be<br />
£1/tonne, but expressed in terms of revenue<br />
timing maybe £5/tonne.<br />
A number of other issues affect revenue<br />
requirements and without a commercial<br />
structure <strong>for</strong> the <strong>network</strong> it is premature<br />
to advise the minimum revenue to recover<br />
the transport costs, but is certainly greater<br />
than the above due to the time difference<br />
between expenditure and revenue. Similarly<br />
a full economic analysis requires the wider<br />
economic benefits to be calculated over<br />
time. The costs in this study can be used<br />
as input costs to those financial and<br />
economic evaluations.<br />

9.6 RESULTS<br />
Simple analysis of the cost comparison of<br />
high, central and low scenarios of onshore<br />
and offshore CCS is given below.<br />
The capital expenditure, expressed in 2008<br />
terms and shown by cumulative amounts<br />
up to the date given is shown in the table<br />
overleaf.
