Six months have passed since <strong>the</strong> Campaign received<br />
official confirmation from <strong>the</strong> European Commission<br />
that a 2-year funding period had been agreed for <strong>the</strong><br />
continuation of <strong>the</strong> Campaign. During <strong>the</strong>se 6 months all<br />
Campaign partners have started to play <strong>the</strong>ir part in <strong>the</strong> overall delivery<br />
of Campaign activities. The four central pages of this newsletter (which form<br />
a four page pull-out section) provide an overview of <strong>the</strong> activities that are<br />
planned <strong>and</strong> also introduce you to <strong>the</strong> Campaign’s new structure. Brief details<br />
of <strong>the</strong> ten networks that now constitute <strong>the</strong> Campaign’s Steering Committee<br />
are also provided.<br />
Since <strong>the</strong> beginning of this year, <strong>the</strong> Campaign’s Steering Committee has met<br />
on 2 separate occasions to develop <strong>the</strong> Campaign’s overall work programme.<br />
The development of <strong>the</strong> overall European Sustainable City Award concept has<br />
been agreed <strong>and</strong> <strong>the</strong> Campaign’s partners are presently developing <strong>the</strong><br />
questionnaire for <strong>the</strong> next edition of <strong>the</strong> award, this should be made public in<br />
September/October this year. Also, <strong>the</strong> Campaign’s first Integrated Working<br />
Session on <strong>the</strong> subject of evaluation was held at <strong>the</strong> end of March, it was led<br />
by ICLEI <strong>and</strong> a report on <strong>the</strong> discussions <strong>and</strong> recommendations will be<br />
prepared in <strong>the</strong> near future. Once this has been finalised it will be added to<br />
<strong>the</strong> Campaign’s webpage.<br />
There is no doubt that a major focus during this year for all organisations that<br />
work within <strong>the</strong> <strong>sustainable</strong> development arena is <strong>the</strong> World Summit on<br />
Sustainable Development (WSSD) that will take place in Johannesburg in late<br />
August/early September. Apart from <strong>the</strong> various activities of individual<br />
municipalities <strong>and</strong> networks that will be held during <strong>the</strong> WSSD, <strong>the</strong><br />
Campaign is planning to have a presence during <strong>the</strong> Summit. The City of<br />
Hannover, on behalf of <strong>the</strong> Campaign is in discussion with <strong>the</strong> European<br />
Commission regarding <strong>the</strong> publication of a Campaign report as a contribution<br />
to <strong>the</strong> WSSD. This report will serve to show <strong>the</strong> rest of <strong>the</strong> world what <strong>the</strong><br />
Campaign <strong>and</strong> European local authorities have achived in Europe during <strong>the</strong><br />
last eight years as well as providing ideas for <strong>the</strong> future. Fur<strong>the</strong>r information<br />
on <strong>the</strong> Campaign’s input to Johannesburg will be made available on <strong>the</strong><br />
Campaign’s webpage as <strong>and</strong> when it is developed.<br />
One of <strong>the</strong> main events during <strong>the</strong> Johannesburg Summit that will be of<br />
interest <strong>and</strong> particular relevance to municipalities is <strong>the</strong> Local Government<br />
Session (LGS) that will run from 27-30 August. Details of <strong>the</strong> LGS are<br />
provided on page 2 of this newsletter.<br />
The Campaign is <strong>the</strong>refore looking forward to an exciting summer period with<br />
high ambitions <strong>and</strong> expectations. In order to keep track on all <strong>the</strong> different<br />
events please keep an eye on <strong>the</strong> Campaign’s website where information will<br />
be posted as <strong>and</strong> when available.<br />

Preparations for <strong>the</strong> World Summit on<br />
Sustainable Development (WSSD) –<br />

In 2002, <strong>the</strong> UN World Summit on<br />
Sustainable Development (WSSD)<br />
will mark <strong>the</strong> 10th anniversary of <strong>the</strong><br />
UN Conference on Environment <strong>and</strong><br />
Development (Rio Earth Summit).<br />
The United Nations has undertaken a<br />
global process to evaluate progress<br />
on Agenda 21 <strong>and</strong> to determine<br />
strategies for <strong>sustainable</strong> development<br />
for <strong>the</strong> next ten years. It has called on all<br />
Major Groups, including Local<br />
Authorities, to fully engage in <strong>the</strong> UN<br />
process <strong>and</strong> to conduct parallel reviews.<br />
ICLEI is facilitating <strong>the</strong> Local Government Preparatory<br />
Process for <strong>the</strong> WSSD with <strong>the</strong> endorsement of <strong>the</strong><br />
Secretariat for <strong>the</strong> UN Secretariat for <strong>the</strong> World Summit,<br />
<strong>the</strong> International Union of Local Authorities (IULA), World<br />
Federation of United Cities (FMCU-UTO), <strong>and</strong> <strong>the</strong><br />
Organization of Islamic Capitals <strong>and</strong> Cities.<br />
Local Governments’ Contributions<br />
Since <strong>the</strong> Rio Earth Summit, response to Agenda 21 has<br />
been varied, <strong>and</strong>, many believe, inadequate. Many<br />
national efforts have been thwarted by <strong>the</strong> complexity of<br />
integrated planning required to realise <strong>sustainable</strong><br />
development.<br />
However, if one looks to <strong>the</strong> experiences of local<br />
governments, one observes a more positive vision - a<br />
vision that demonstrates <strong>the</strong> potential for local<br />
governments to respond to national <strong>and</strong> international<br />
requirements for <strong>sustainable</strong> development. Local Agendas<br />
21 have proliferated with more than 6500 having been<br />
undertaken world-wide.<br />
Local Government Parallel Process<br />
The world-wide local government review process leading<br />
up to <strong>the</strong> WSSD will assess opportunities <strong>and</strong> recommend<br />
strategies for accelerated action for <strong>sustainable</strong><br />
development at <strong>the</strong> local level.<br />
This process includes:<br />
• a world-wide survey on Local Agenda 21 (LA21) jointly<br />
with <strong>the</strong> UN Secretariat for <strong>the</strong> World Summit <strong>and</strong> with<br />
<strong>the</strong> collaboration of UNDP/Capacity 21; (see<br />

• extensive regional consultations with local government<br />
leaders <strong>and</strong> technical experts;<br />
• an International Experts Meeting;<br />
• a Best Strategies Case Studies report;<br />
• an official Local Government Dialogue Paper;(see<br />

• an International Preparatory Committee Meeting;<br />
• a Special Session for Local Government at <strong>the</strong> World<br />
Summit; (see www.iclei.org)<br />
• a Local Government Delegation to participate in <strong>the</strong><br />
2002 World Summit <strong>and</strong> related events (see below for<br />

This review process aims to fur<strong>the</strong>r develop local<br />
government’s commitment to <strong>sustainable</strong> development<br />
<strong>and</strong> also to increase <strong>the</strong> capacity for local leaders to serve<br />
as champions of <strong>sustainable</strong> development.<br />

JOHANNESBURG 2002<br />
Opportunity For Local Government in Europe<br />
The WSSD offers a unique opportunity for<br />
local government in Europe to promote its<br />
sustainability efforts so that <strong>the</strong>y are<br />
better understood <strong>and</strong> supported by<br />
local citizens, stakeholders <strong>and</strong> press.<br />
Representatives of local governments<br />
<strong>and</strong> <strong>the</strong>ir associations are encouraged<br />
to use <strong>the</strong> momentum of Johannesburg<br />
to undertake an own assessment of<br />
achievements <strong>and</strong> to inform <strong>the</strong>ir<br />
citizens of future commitments towards<br />
local sustainability <strong>and</strong> to engage in a<br />
dialogue for <strong>the</strong> future with all spheres of<br />
government.<br />
The Local Government Session at <strong>the</strong> WSSD, will<br />
take place from 27 - 30 August at :<br />

S<strong>and</strong>ton 2146, Johannesburg<br />
ICLEI, in cooperation with o<strong>the</strong>r International Local<br />
Government Associations such as IULA <strong>and</strong> UTO as well<br />
as United Nations agencies, is currently leading <strong>the</strong><br />
preparations for <strong>the</strong> Local Government Session (LGS).<br />
The LGS is intended to allow Local Government to express<br />
its position <strong>and</strong> expectations vis-à-vis <strong>the</strong> outcome of <strong>the</strong><br />
Summit, <strong>and</strong> to provide a forum for interaction with<br />
national delegations <strong>and</strong> observer delegations.<br />
In addition, <strong>the</strong> LGS shall evaluate concrete, strategic<br />
opportunities for <strong>the</strong> implementation of Agenda 21 <strong>and</strong> <strong>the</strong><br />
Rio Conventions through local-level action during <strong>the</strong> next<br />
decade, <strong>and</strong> to secure international community support for<br />
specific strategies <strong>and</strong> mechanisms to realise <strong>the</strong>se local<br />
opportunities.<br />
An important aspect of <strong>the</strong> LGS will be <strong>the</strong> launch of<br />
„Local Action 21“: <strong>the</strong> strategy for a new decade of Local<br />
Agenda 21.<br />
The LGS will take place in <strong>the</strong> Summit Zone 1, a high<br />
security area. Access is <strong>the</strong>refore limited to accredited<br />
participants <strong>and</strong> delegates to <strong>the</strong> Johannesburg Summit.<br />
Since <strong>the</strong> number of participants who can take part in <strong>the</strong><br />
LGS is limited, priority will be given to Local Government<br />
representatives such as Mayors, chief executives, elected<br />
officials <strong>and</strong> senior officers of local authorities, as well as<br />
representatives of national local government associations.<br />

CAMPAIGN PARTICIPANTS<br />
The Göteborg model for green purchasing<br />
Göteborg Stadt has published a brochure entitled<br />
‘Göteborg model for green purchasing’ outlining <strong>the</strong> green<br />
purchasing strategy which resulted in an impressive<br />
improvement in <strong>the</strong>ir environment. This was achieved by<br />
adopting strict purchasing criteria <strong>and</strong> by introducing<br />
environmental auditing as part of every purchasing<br />
decision. As a result, suppliers were asked to submit an<br />
environmental declaration with <strong>the</strong>ir tenders, to describe in<br />
depth <strong>the</strong>ir companies’ environmental policy <strong>and</strong> <strong>the</strong>ir<br />
environmental management system so as to make an<br />
annual report. This enabled <strong>the</strong> local authority to assess its<br />
suppliers’ environmental performance.<br />
Fur<strong>the</strong>rmore, clear political guidelines <strong>and</strong> good<br />
communication have contributed to <strong>the</strong> involvement of a<br />
great number of stakeholders in <strong>the</strong> program <strong>and</strong> to its<br />
success. The benefits of <strong>the</strong> program are impressive <strong>and</strong><br />
include cheaper delivery cost <strong>and</strong> increased environment<br />

The Royal Awards Barcelona for Urban Innovation<br />
First Edition November 2002: Urban Innovation in waste<br />
management<br />
Barcelona City Council in collaboration with <strong>the</strong> Royal<br />
Awards Foundation has launched <strong>the</strong> Royal Awards<br />
Barcelona for Urban Innovation with <strong>the</strong> support of <strong>the</strong><br />
European Environmental Agency.<br />
The first edition of <strong>the</strong> Awards will take place in November<br />
2002 <strong>and</strong> will focus on Urban Innovation in Waste<br />
Management. The objective of <strong>the</strong> Awards is to<br />
disseminate innovative practices that integrate<br />
environmental, technological <strong>and</strong> participatory vectors<br />
throughout Europe.<br />
The deadline for submissions is 25 th October 2002, <strong>and</strong> <strong>the</strong><br />
Award Ceremony will take place in November 2002.<br />

The implementation of Local Agenda 21 in Spanish<br />
regions<br />
To date, close to 500 Spanish <strong>cities</strong> <strong>and</strong> <strong>towns</strong> have<br />
committed <strong>the</strong>mselves to follow <strong>the</strong> principles of Local<br />
Agenda 21 by signing <strong>the</strong> Aalborg Charter. Among <strong>the</strong>m,<br />
three <strong>cities</strong> have recently published <strong>the</strong>ir achievements,<br />
namely Calvià, Valladolid <strong>and</strong> Zaragoza.<br />

Calvià is a highly visited tourist destination, <strong>the</strong><br />
consequences of which were problematic for <strong>the</strong><br />
environment <strong>and</strong> led Calvià to develop an innovative plan<br />
of action including new policies in tourism as well as local<br />
development which has resulted in great improvements.<br />
The municipality of Zaragoza as well as Valladolid have<br />
both defined a number of general objectives in <strong>the</strong>ir LA21,<br />
including: Urbanism <strong>and</strong> Mobility, Pollution <strong>and</strong> Natural<br />
Resources, Energy, Security <strong>and</strong> Social aspects. They have<br />
fur<strong>the</strong>rmore both described <strong>the</strong> process of developing<br />
<strong>sustainable</strong> activities <strong>and</strong> using indicators within <strong>the</strong>ir<br />
municipality, which could be of great interest to o<strong>the</strong>rs.<br />

Follow-up on Dogme 2000 – The Danish Environmental<br />
management system for municipalities<br />
In <strong>the</strong> last issue, we introduced <strong>the</strong> project “Dogme 2000<br />
for municipalities <strong>and</strong> <strong>the</strong> environment”, which joins five<br />
Danish Municipalities in a commitment to an innovative<br />
environmental management system. Since <strong>the</strong>n, <strong>the</strong><br />
municipalities of Copenhagen <strong>and</strong> Albertslund have been<br />
undergoing an external audit. Also <strong>the</strong> municipality of<br />
Ballerup will soon finish <strong>the</strong>ir audit. The audit is carried out<br />
by Norske Veritas Danmark A/S.<br />
The first year results from Copenhagen are positive,<br />
showing marked progress in involving <strong>the</strong> business<br />
community in <strong>the</strong> environmental management system. The<br />
municipality also has well-developed systems for <strong>the</strong><br />
measuring <strong>and</strong> monitoring of human impact on <strong>the</strong><br />
environment, fulfilled with <strong>the</strong> annual publication of Green<br />
Accounts. However, <strong>the</strong>re is still a clear need for more<br />
work to be done in terms of <strong>the</strong> full implementation of<br />
Agenda 21 principles. This is being remedied with <strong>the</strong><br />
development of a strong, local Agenda 21 plan <strong>and</strong> <strong>the</strong><br />
establishment of Agenda 21 centres. Progress is also seen<br />
in <strong>the</strong> ambitious aim of environmental certification of <strong>the</strong><br />
municipalities’ own administration, with <strong>the</strong> Copenhagen<br />
EPA to be certified in July 2002 <strong>and</strong> o<strong>the</strong>r departments’<br />
certification to continue in <strong>the</strong> following years.<br />
Albertslund’s second audit shows a real acceleration in<br />
compliance with dogma 1. It is also quite advanced in its<br />
Agenda 21 work, with a well-developed Agenda 21 plan<br />

clear goals for resource use <strong>and</strong> environmental<br />
impacts, <strong>and</strong> “order in <strong>the</strong>ir own house” targets<br />
implemented. However, <strong>the</strong> municipality needs to work on<br />
involving <strong>the</strong> local residents in <strong>the</strong> preparation of Agenda<br />
21 <strong>and</strong> also move forward with <strong>the</strong> certification of <strong>the</strong><br />
municipalities’ own institutions.<br />
The results of <strong>the</strong> audit have shown that both <strong>the</strong> Dogme<br />
principles <strong>and</strong> <strong>the</strong> actual audit are promising tools for<br />
identifying <strong>the</strong> environmental strengths <strong>and</strong> weakness of<br />
each municipality, in a dynamic system of ongoing<br />
improvement. This is <strong>sustainable</strong> development at a local<br />
level, making a real difference.<br />
The underlying principles or “dogma” of <strong>the</strong> project are:<br />
Dogma 1: Human Impacts must be monitored <strong>and</strong><br />

Dogma 2: An Agenda 21 plan must be developed to<br />
improve <strong>the</strong> local environment<br />

Local Initiative - Rubbish Revives Edinburgh’s<br />
Environment!<br />
Non-profit making organisations in Edinburgh are<br />
benefiting annually from £400,000 thanks to funding from<br />
a hole in <strong>the</strong> ground!<br />
The finance, supplied from <strong>the</strong> L<strong>and</strong>fill Tax credits of Waste<br />
Recycling Group plc (WRG), is available to support<br />
environmental projects in <strong>the</strong> area via <strong>the</strong> Edinburgh<br />
Environment Partnership (EEP) Grants Scheme Ltd. The key<br />
focus of <strong>the</strong> grants scheme is to minimise waste so as to<br />
reduce <strong>the</strong> environmental <strong>and</strong> financial impact of l<strong>and</strong>fill.<br />
The L<strong>and</strong>fill Tax regulations seek to increase <strong>the</strong> cost of<br />
l<strong>and</strong>fill <strong>and</strong> <strong>the</strong>refore encourage more <strong>sustainable</strong> waste<br />
management practices. The L<strong>and</strong>fill Tax Credit Scheme<br />
diverts 20% of this tax to non-profit organisations to<br />
implement a range of environmental projects.<br />
To date, 37 projects (£365,862) have been funded. One of<br />
<strong>the</strong>se organisations is <strong>the</strong> Edinburgh Cyrenians who were<br />
awarded £12,000 to contribute to <strong>the</strong> operation of a food<br />
redistribution project involving homeless people. “Funding<br />
from <strong>the</strong> EEP Grants Scheme has helped <strong>the</strong> Fareshare<br />
project to divert 6 tonnes per week of fresh healthy food<br />
with a retail value of £15,000 to homelessness centres <strong>and</strong><br />
hostels in Edinburgh,” said Des Ryan of The Edinburgh<br />
Cyrenians.<br />
Over 65% of funding is focussed towards pilot recycling<br />
<strong>and</strong> waste minimisation projects. O<strong>the</strong>r categories eligible<br />
for grants include schemes, which create a nature or play<br />
area, investigate or restore a contaminated site or restore a<br />
historical building.<br />
“This newly secured funding from WRG will help us to fast<br />
track local community group’s access to grants for <strong>the</strong> full<br />
range of environmental projects possible under <strong>the</strong> L<strong>and</strong>fill<br />
Tax regulations”, said Councillor Maureen Child, Chair of<br />
<strong>the</strong> EEP Grants Scheme.<br />
According to Con Kerwin, Managing Director of WRG’s<br />
Scotl<strong>and</strong> division, <strong>the</strong> initiative provides <strong>the</strong> opportunity to<br />
support local communities, to put <strong>the</strong>ir needs <strong>and</strong> <strong>the</strong><br />
needs of <strong>the</strong> environment at <strong>the</strong> top of <strong>the</strong> agenda, leading<br />
to a greener future for all.<br />

Chepstow LIFE Sustainable Transport Project<br />
Concern over <strong>the</strong> problems associated with excessive car<br />
use has grown significantly over <strong>the</strong> last 10 years in <strong>the</strong> UK.<br />
The Chepstow LIFE project, a partnership between<br />
Monmouthshire County Council, Cardiff University <strong>and</strong><br />
<strong>the</strong> EU’s LIFE programme, aims to identify <strong>the</strong> barriers to<br />
achieving a shift from car use to more <strong>sustainable</strong> modes of<br />
transport <strong>and</strong> to change public attitudes <strong>and</strong> travel<br />
behaviour in <strong>the</strong> town of Chepstow.<br />
Phase 1 of this four-year project has been to establish<br />
baseline travel patterns <strong>and</strong> attitudes through consultation<br />
<strong>and</strong> community participation including face to face<br />
household, employer <strong>and</strong> retail questionnaires <strong>and</strong> a series<br />
of public workshops.<br />
Phase 2 has been to produce <strong>and</strong> implement a Green<br />
Travel Plan for <strong>the</strong> town. Projects have included <strong>the</strong><br />
establishment of a Walking Bus scheme at a primary<br />
school, a successful seminar for local businesses, a<br />
comprehensive traffic calming scheme, <strong>the</strong> re-routing <strong>and</strong><br />
introduction of a flat fare for a local bus route <strong>and</strong> much<br />
more.<br />
The final phase to take place in <strong>the</strong> second half of 2002<br />
will be to carry out post-test assessments to evaluate how<br />
successful <strong>the</strong> implementation of <strong>the</strong> Green Travel Plan has<br />
been at making people change to <strong>sustainable</strong> transport.<br />
A high profile identity for <strong>the</strong> project has been essential,<br />
<strong>and</strong> publicity has included a series of newsletters to<br />
households, local workshops, press releases <strong>and</strong> a<br />
dedicated website for <strong>the</strong> project: www.chepstowlife.com<br />
It is hoped that <strong>the</strong> holistic approach, based on public<br />
participation, local action <strong>and</strong> working in partnership, will<br />
go some way towards achieving an integrated transport<br />
system <strong>and</strong> modal shift in Chepstow. It should also<br />
provide experience from which o<strong>the</strong>r local authorities<br />

Visiting a Green Shop in Kolding, Denmark<br />
The city of Kolding has launched a project called ”Making<br />
Kolding a Little Greener” which aims to improve <strong>the</strong><br />
environmental impact of local shops. There are presently<br />
111 shops engaged in <strong>the</strong> project, 42 of which have been<br />
part of <strong>the</strong> project over one year.<br />
Once a shop commits to <strong>the</strong> project <strong>the</strong> shop owner is<br />
assisted by a consultant from <strong>the</strong> Centre of Urban Ecology<br />
in identifying <strong>the</strong> best ways for <strong>the</strong>m to improve <strong>the</strong><br />
environmental impact of <strong>the</strong>ir shop. This may involve <strong>the</strong><br />
use of energy, water, environmentally friendly cleaning<br />
liquids, waste disposal, <strong>and</strong> recyclable tubes <strong>and</strong> light<br />
bulbs etc.<br />
Once a strategy has been developed <strong>and</strong> results have been<br />
achieved <strong>the</strong> shop will receive a special sticker, to be<br />
displayed in <strong>the</strong> front window, which indicates <strong>the</strong>y are<br />
taking part in <strong>the</strong> project <strong>and</strong> have reached certain<br />
achievements in reducing <strong>the</strong> environmental impact of <strong>the</strong><br />

Montenegro <strong>and</strong> Local Agenda 21<br />
Montenegro has recently become very active in <strong>the</strong> field of<br />
<strong>sustainable</strong> development <strong>and</strong> in implementing local<br />
actions in order to protect <strong>the</strong>ir environment. As such,<br />
Kotor Municipality <strong>and</strong> <strong>the</strong> Association of Young Ecologists<br />
of Montenegro published a book entitled “Montenegro <strong>and</strong><br />
Local Agenda 21” in order to raise awareness of <strong>the</strong>se<br />
issues within Montenegro.<br />
The overall aim of this book is to encourage <strong>and</strong> support<br />
<strong>the</strong> local authorities in <strong>the</strong>ir actions for <strong>the</strong> protection of <strong>the</strong><br />
environment <strong>and</strong> Local Agenda 21 strategies. Also, by<br />
outlining modern trends <strong>and</strong> methodologies, <strong>the</strong> authors<br />
aim to help solve current environmental problems of local<br />
communities, <strong>and</strong> to emphasize <strong>the</strong> significance of<br />
cooperation <strong>and</strong> partnership of all of <strong>the</strong> sectors on <strong>the</strong><br />

Sustainable Devleopment in Shkodra, Albania<br />
In <strong>the</strong> framework of <strong>sustainable</strong> development, <strong>the</strong><br />
Municipality of Shkodra in cooperation with <strong>the</strong> Centre for<br />
Habitat Development <strong>and</strong> with <strong>the</strong> support of <strong>the</strong> Albanian<br />
Foundation of Civil Society, organised an Urban Forum in<br />
early February 2002 entitled: “Public discussion on<br />
Strategic Development of Shkodra Municipality”.<br />
The Forum launched a public debate on <strong>the</strong> issues that<br />
concern civil society in Shkodra, related to urban, social<br />
<strong>and</strong> economic problems. As such participants came from<br />
different sectors including <strong>the</strong> University “Luigj Gurakuqi”<br />
of Shkodra, <strong>the</strong> Historical Museum, <strong>the</strong> Chamber of<br />
Commerce <strong>and</strong> Industry, <strong>the</strong> Regional Environment<br />
Agency, <strong>and</strong> NGOs.<br />
After a short general presentation by Shkodra Municipality<br />
of its role <strong>and</strong> responsibilities, <strong>the</strong> discussion focused on<br />
identifying <strong>the</strong> main problems to <strong>sustainable</strong> economic<br />
development within Shkodra <strong>and</strong> <strong>the</strong> instruments needed<br />
to improve <strong>the</strong> situation. The Forum concluded with <strong>the</strong><br />
presentation of a Strategic Plan for Urban Development of<br />
Shkodra Region, consisting of a list of priorities <strong>and</strong> <strong>the</strong><br />
establishment of a vision for <strong>the</strong> future of Shkodra.<br />

ACRR - European Campaign for Sustainable<br />
Consumption in Cities<br />
The project Sustainable Consumption in Cities, supported<br />
by DG Environment, aims at encouraging <strong>cities</strong> <strong>and</strong><br />
regions to move towards <strong>sustainable</strong> consumption through<br />
increased waste prevention <strong>and</strong> recycling. Sustainable<br />
consumption is about consuming differently <strong>and</strong><br />
efficiently.<br />
Indeed, waste represents a loss of valuable resources.<br />
Reducing waste throughout products’ lifecycle <strong>and</strong><br />
improving product efficiency can contribute to <strong>the</strong><br />
conservation of resources. Local <strong>and</strong> regional authorities<br />
have a particular role to play through encouraging citizens<br />
to consume differently <strong>and</strong> efficiently <strong>and</strong> to<br />
participate in recycling schemes.The project aims at<br />
raising awareness on:<br />
- <strong>the</strong> relations between current ways of life <strong>and</strong> <strong>the</strong><br />
consumption of natural resources,<br />
- <strong>the</strong> economic, social <strong>and</strong> environmental benefits<br />
<strong>and</strong> drawbacks of waste prevention <strong>and</strong> recycling,<br />
- <strong>the</strong> opportunities for <strong>sustainable</strong> consumption e.g.<br />
ecodesign, ecolabels etc<br />
The activities carried out will consist of:<br />

Climate Alliance - Climate Star 2002 - The European<br />
Award for local climate protection activities<br />
Climate Alliance invites all European <strong>cities</strong> <strong>and</strong><br />
municipalities to participate in <strong>the</strong> award “Climate Star<br />
2002”. The goal is to document experience <strong>and</strong> success at<br />
<strong>the</strong> municipal level <strong>and</strong> to illustrate <strong>the</strong> various local<br />
benefits of active climate protection efforts.<br />
It is within <strong>the</strong> municipalities, where people live <strong>and</strong> work,<br />
that <strong>the</strong> majority of energy is consumed <strong>and</strong> as such is <strong>the</strong><br />
prime factor in greenhouse gas emissions. It is <strong>the</strong>refore at<br />
municipal level that awareness can be raised <strong>and</strong> people<br />
motivated to make <strong>the</strong>ir own contributions to protecting<br />
<strong>the</strong> world’s climate. Cities <strong>and</strong> municipalities fur<strong>the</strong>rmore<br />
have a broad range of powers <strong>and</strong> options for intervention<br />
as well as <strong>the</strong> opportunity to cooperate with <strong>the</strong> private<br />
sector. At <strong>the</strong> local level it is very clear that climate<br />
protection serves not only global goals but also yields local<br />
benefits such as job creation, pollution <strong>and</strong> noise<br />
abatement as well as incentives for innovation.<br />
The award ceremony will take place on 28 November in<br />
St. Pölten, Austria, where representatives of <strong>the</strong> winning<br />
municipalities will receive <strong>the</strong> Climate Star for <strong>the</strong> first<br />
time.<br />

EUROCITIES – Access<br />
January 2002 saw <strong>the</strong> formal launch of Access-Euro<strong>cities</strong><br />
for a New Mobility Culture. The former Car Free Cities<br />
network <strong>and</strong> <strong>the</strong> Transport Committee of Euro<strong>cities</strong> merged<br />
into Access, which is seen as an ideal forum for over 70<br />
local authorities to identify <strong>and</strong> develop practical solutions<br />
to achieve <strong>sustainable</strong> mobility <strong>and</strong> accessibility.<br />
The overall aim of Access is to improve <strong>the</strong> quality of life<br />
of citizens by disseminating a new mobility culture<br />
throughout Europe. In order to achieve this aim, Access<br />

EUROCITIES - PEGASUS<br />
In order to ensure <strong>sustainable</strong> development of our <strong>cities</strong> at<br />
<strong>the</strong> urban level, integrated <strong>and</strong> holistic approaches to<br />
policy making <strong>and</strong> implementation must be promoted. The<br />
achievement of <strong>sustainable</strong> development requires a<br />
paradigm shift in <strong>the</strong> way that governance is carried out<br />
<strong>and</strong> in <strong>the</strong> way that decisions are taken <strong>and</strong> made.<br />
The main objective of <strong>the</strong> Pegasus project is to assess <strong>the</strong><br />
potential applicability of <strong>the</strong> Dutch ‘Spatial Development<br />
<strong>and</strong> Environment’ (ROM) approach to o<strong>the</strong>r areas across<br />
Europe. The Dutch approach which has been piloted<br />
through a Dutch national project, begins with <strong>the</strong><br />
development of an overall strategy, followed by <strong>the</strong><br />
establishment of a series of objectives <strong>and</strong> targets, a set of<br />
indicators <strong>and</strong> finally, measures or projects, which<br />
contribute to <strong>the</strong>se objectives <strong>and</strong> targets. Fur<strong>the</strong>rmore, <strong>the</strong><br />
involvement of all relevant actors (from <strong>the</strong> local to <strong>the</strong><br />
national level) <strong>and</strong> partners is central to <strong>the</strong> process.<br />
The PEGASUS project will look at:<br />
• <strong>the</strong> links between economic, social <strong>and</strong><br />
environmental policy objectives <strong>and</strong> <strong>the</strong> need to<br />
ensure a proper balance between <strong>the</strong> policy areas.<br />
• how to ensure efficient <strong>and</strong> successful<br />
cooperation between different actors within <strong>the</strong><br />
government chain <strong>and</strong> third parties<br />
• <strong>the</strong> relationship between <strong>the</strong> administrative city<br />
<strong>and</strong> surrounding metropolitan area<br />
• <strong>the</strong> need to identify trends <strong>and</strong> connected<br />
challenges before <strong>the</strong>y emerge.<br />

EUROCITIES is primarily funded through funding from DG<br />

UTO – Declaration from Local Authorities for <strong>the</strong><br />
Johannesburg Summit<br />
Ten years have passed since <strong>the</strong> Earth Summit in Rio,<br />
where it was recommended “that by 1996, most local<br />
authorities in each country should have undertaken a<br />
consultative process with <strong>the</strong>ir populations <strong>and</strong> achieved a<br />
consensus on a local Agenda 21 for <strong>the</strong> community”.<br />
On <strong>the</strong> eve of <strong>the</strong> Johannesburg Summit, it has been shown<br />
in <strong>the</strong> ICLEI local agenda 21 survey that <strong>the</strong>re are 6,416<br />
local governments in 113 countries involved in LA21<br />
activities. Regionally, <strong>the</strong> greatest participation is in<br />
Europe where 5,292 municipalities from 36 countries have<br />
committed <strong>the</strong>mselves to <strong>the</strong> process.<br />
Johannesburg will provide <strong>the</strong> opportunity to review <strong>the</strong><br />
objectives agreed at Rio. It will provide local government<br />
with <strong>the</strong> opportunity to show <strong>the</strong>ir important role in <strong>the</strong><br />
delivery of <strong>sustainable</strong> development at <strong>the</strong> local level, as<br />
well as stressing <strong>the</strong> need to be given <strong>the</strong> appropriate<br />
institutional <strong>and</strong> financial means.<br />
At Johannesburg, local authorities will have <strong>the</strong><br />
opportunity to make <strong>the</strong>ir voices heard, asserting <strong>the</strong>ir key<br />
role in <strong>the</strong> delivery of <strong>sustainable</strong> development <strong>and</strong> local<br />
action. The United Towns Organisation, toge<strong>the</strong>r with <strong>the</strong><br />
International Union of Local Authorities (IULA) <strong>and</strong> ICLEI<br />
are preparing a ‘Declaration of Local Authorities’ as part of<br />
<strong>the</strong> Johannesburg preparations. The development of <strong>the</strong><br />
‘Declaration’ will take account of amendments that are<br />
being proposed by <strong>cities</strong> <strong>and</strong> <strong>towns</strong> during a variety of<br />
events leading up to Johannesburg. The ‘Declaration’ can<br />

WHO- Cycling <strong>and</strong> health in <strong>cities</strong><br />
In <strong>the</strong> European Union, 80% of all personal journeys are<br />
made by car, <strong>and</strong> 50% of <strong>the</strong>se trips are shorter than 5Km<br />
in length. Cycling offers a practical, quick, healthy, <strong>and</strong><br />
low cost alternative to make many of <strong>the</strong> trips currently<br />
made by car. In recent years <strong>the</strong> bike has again become a<br />
realistic mode of transport in a number of European <strong>cities</strong>,<br />
thanks to <strong>the</strong> development of integrated policies <strong>and</strong><br />

THE EUROPEAN SUSTAINABLE CITIES AND TOWNS CAMPAIGN 2002-2003<br />
INTRODUCTION<br />
The European Sustainable Cities & Towns Campaign is<br />
entering a new phase, in which a new structure has been<br />
developed <strong>and</strong> a series of new actions will be taking place.<br />
This article provides details of <strong>the</strong> planned activities <strong>and</strong><br />
describes <strong>the</strong> structural changes that have occurred over recent<br />
months.<br />
The overall broad objective of <strong>the</strong> Campaign remains <strong>the</strong><br />
promotion of development towards sustainability through<br />
Local Agenda 21 or similar integrated planning processes <strong>and</strong><br />
<strong>the</strong> streng<strong>the</strong>ning of partnerships among all actors in <strong>the</strong> local<br />
community as well as inter-authority co-operation. This has<br />
been <strong>the</strong> Campaign’s broad purpose since its creation <strong>and</strong> this<br />
will be fur<strong>the</strong>r developed <strong>and</strong> supported during <strong>the</strong> course of<br />
<strong>the</strong> next 2 years.<br />
Achievements to date<br />
Since its launch at <strong>the</strong> end of <strong>the</strong> first European Conference on<br />
Sustainable Cities & Towns in Aalborg in 1994, <strong>the</strong> number of<br />
participants to <strong>the</strong> Campaign (i.e. signatories to <strong>the</strong> Aalborg<br />
Charter) has increased to its present number of just over 1500<br />
from 38 countries. As such, <strong>the</strong> Campaign has developed into<br />
<strong>the</strong> biggest European initiative for local <strong>sustainable</strong><br />
development <strong>and</strong> Local Agenda 21.<br />
This has been achieved through a variety of activities such as<br />
<strong>the</strong> development of sustainability guidance materials,<br />
exchange of experience, dissemination of good practice,<br />
hosting of international conferences (Aalborg, Lisbon,<br />
Hannover) <strong>and</strong> <strong>the</strong> organisation of awards. The Campaign has<br />
also played its part in influencing <strong>the</strong> development of<br />
<strong>sustainable</strong> development policy at European Union, Member<br />
State (i.e. national governments), regional <strong>and</strong> local levels.<br />
These wide-ranging activities have been possible through <strong>the</strong><br />
promotion <strong>and</strong> development of increased co-operation<br />
between networks of Local Authorities in Europe <strong>and</strong><br />
elsewhere working on <strong>sustainable</strong> urban development issues.<br />
Equally important has been <strong>the</strong> political <strong>and</strong> financial support<br />
from a number of bodies, particularly <strong>the</strong> European<br />
Commission (DG Environment) <strong>and</strong> <strong>the</strong> <strong>cities</strong> of Aalborg <strong>and</strong><br />
Hannover, without which <strong>the</strong> Campaign activities could not<br />

THE NEW STRUCTURE OF THE CAMPAIGN<br />
During <strong>the</strong> Campaign period 1994-2000, <strong>the</strong> basic Campaign<br />
structure revolved around a co-ordination committee (CoCom)<br />
consisting of 5 local authority networks (ICLEI, CEMR,<br />
EUROCITIES, UTO, <strong>and</strong> WHO – Healthy <strong>cities</strong>), plus <strong>the</strong> <strong>cities</strong><br />
of Aalborg <strong>and</strong> Hannover. DG Environment <strong>and</strong> <strong>the</strong> EU Expert<br />
Group on <strong>the</strong> Urban Environment, both with observer status,<br />
also participated in <strong>the</strong> CoCom.<br />
During <strong>the</strong> past 18 months, <strong>the</strong> Campaign has undertaken a<br />
review of its structure. A mapping exercise of local authority<br />
networks was undertaken <strong>and</strong> a dialogue process initiated with<br />
a number of additional local authority networks <strong>and</strong> o<strong>the</strong>r<br />
organisations with an interest in <strong>sustainable</strong> development at<br />

<strong>the</strong> local level. As a consequence of this, a new Campaign<br />
structure has been developed.<br />
This new structure is based on a Steering Committee<br />
comprising of 10 networks of local authorities <strong>and</strong> a Political<br />
Board comprising of local political representatives nominated<br />
by <strong>the</strong> 10 networks. The Campaign’s co-funders also sit on<br />
both <strong>the</strong> Steering Committee <strong>and</strong> <strong>the</strong> Political Board, as does<br />
<strong>the</strong> EU Expert Group on <strong>the</strong> Urban Environment (observer<br />

The 10 networks that sit on <strong>the</strong> Steering Committee are <strong>the</strong><br />
original five CoCom members, plus <strong>the</strong> Association of Cities<br />
<strong>and</strong> Regions for Recycling (ACRR), Climate Alliance, Energie-<br />
Cités, Medcités, <strong>and</strong> <strong>the</strong> Union of <strong>the</strong> Baltic Cities (UBC). The<br />
Steering Committee is <strong>the</strong> principal body for <strong>the</strong> achievement<br />
of <strong>the</strong> Campaign’s objectives, being responsible for <strong>the</strong> overall<br />
management <strong>and</strong> development of <strong>the</strong> Campaign. A brief<br />
introduction to all 10 networks within <strong>the</strong> Campaign’s Steering<br />
Committee is provided on <strong>the</strong> following pages.<br />
The Political Board is presently being developed <strong>and</strong> details of<br />
<strong>the</strong> board <strong>and</strong> its remit will be made available in <strong>the</strong> near<br />
future.<br />
The organisation of <strong>the</strong> Steering Committee <strong>and</strong> Political<br />
Board, as well as <strong>the</strong> overall co-ordination of <strong>the</strong> Campaign is<br />
facilitated through a Campaign Office based in Brussels.<br />
ACTIVITIES OF THE CAMPAIGN – 2002-03<br />
Within <strong>the</strong> framework described above, a proposal for<br />
Campaign activities for <strong>the</strong> period 2001-2003 was developed<br />
last year. This proposal was submitted by EUROCITIES on<br />
behalf of all Campaign partners to <strong>the</strong> European Commission<br />
(DG Environment) within <strong>the</strong> framework of <strong>the</strong> Community<br />
Framework for Co-operation to promote Sustainable Urban<br />
Development. The proposal was supported with co-funding<br />
from L<strong>and</strong>eshauptstadt Hannover, Germany; Ajuntament y<br />
Diputació de Barcelona, Spain; Malmö Stad, Sweden <strong>and</strong><br />
Coordinamento Italiano Agende 21 Locali, Italy.<br />
The project proposal was successful. The content of that<br />
proposal will now form <strong>the</strong> basis for <strong>the</strong> Campaign’s<br />
forthcoming 2-year work programme, which can be split into 4<br />
broad categories:<br />
Co-operation <strong>and</strong> Co-ordination Activities<br />
A series of meetings of <strong>the</strong> Campaign’s Steering Committee <strong>and</strong><br />
Political Board will be held during <strong>the</strong> course of <strong>the</strong> next 2<br />
years as a means to promote co-operation <strong>and</strong> ensure coordination<br />
of activities. The Campaign office will be<br />
responsible for <strong>the</strong> organisation of <strong>the</strong>se meetings.<br />
Co-operation <strong>and</strong> co-ordination will also be achieved through<br />
a variety of information <strong>and</strong> dissemination mechanisms, such<br />
as <strong>the</strong> publication of <strong>the</strong> Campaign newsletter, <strong>the</strong> continual<br />
development of <strong>the</strong> Campaign webpage <strong>and</strong> <strong>the</strong> monthly<br />
emailing service. All such activities are undertaken through <strong>the</strong><br />
Campaign Office.<br />
Thematic Working Sessions on Urban Sustainable<br />
Development<br />
Each of <strong>the</strong> Campaign partners has a wealth of experience <strong>and</strong><br />
information at <strong>the</strong>ir disposal. To maximise this available<br />
knowledge, a series of six Thematic Working Sessions will be<br />
held during <strong>the</strong> period 2001-03. Each session will focus on<br />
cross cutting issues reflecting many of <strong>the</strong> key policy<br />
developments at <strong>the</strong> European level <strong>and</strong> in particular some of<br />
<strong>the</strong> key topics of <strong>the</strong> 6 th Environmental Programme. Each of <strong>the</strong><br />
sessions will be led by one or two of <strong>the</strong> Campaign networks<br />
<strong>and</strong> are based around <strong>the</strong> following topics:<br />

The working sessions are seen as strategic meetings on <strong>the</strong><br />
respective topics, involving <strong>the</strong> Campaign Networks <strong>and</strong> a few<br />
invited guests/speakers. The ultimate output from <strong>the</strong> Working<br />
Sessions will be <strong>the</strong> development of policy recommendations,<br />
which will be sent to <strong>the</strong> EU institutions. At <strong>the</strong> same time <strong>the</strong>y<br />
will be made available to Campaign participants via <strong>the</strong><br />
Campaign webpage <strong>and</strong> reported in <strong>the</strong> newsletter.<br />
Open Platform for Urban Sustainability (OPUS)<br />
The Campaign intends to provide a mechanism for <strong>the</strong><br />
development of a dialogue platform on urban sustainability.<br />
OPUS will help facilitate dialogue <strong>and</strong> increased co-operation<br />
between all relevant actors at <strong>the</strong> local <strong>and</strong> regional level. The<br />
conclusion from this horizontal debate among local<br />
stakeholders will be brought to <strong>the</strong> attention of <strong>the</strong> EU<br />
institutions. The aim is to place <strong>the</strong> local <strong>and</strong> regional<br />
perspective at <strong>the</strong> heart of EU thinking on urban sustainability.<br />
This part of <strong>the</strong> Campaign’s work programme will be led by <strong>the</strong><br />
EUROCITIES <strong>and</strong> CEMR networks, who will develop it in cooperation<br />
with all Campaign partners. The meeting of <strong>the</strong><br />
Platform is proposed on an annual basis.<br />
European Sustainable City Award<br />
The Campaign has organised a European Sustainable City<br />
Award on three previous occasions. It is <strong>the</strong> intention to<br />
organise <strong>the</strong> next award during <strong>the</strong> course of 2002 with its<br />
presentation in 2003. It is hoped to launch <strong>the</strong> award in<br />
September/October 2002. The award will be designed to<br />
recognise <strong>the</strong> significant progress made by local authorities in<br />
<strong>the</strong>ir <strong>sustainable</strong> development work, to raise awareness <strong>and</strong><br />
mobilise support for sustainability, to highlight good examples<br />
<strong>and</strong> encourage exchange of experiences <strong>and</strong> networking. The<br />
award will be open to all local authorities from across Europe.<br />
PARTICIPATE AND GET INVOLVED<br />
The Campaign is <strong>the</strong>re to help Local Authorities in <strong>the</strong>ir work<br />
on <strong>sustainable</strong> development. This is achieved by providing<br />

• best practice on how o<strong>the</strong>r <strong>cities</strong> have done in <strong>the</strong> past<br />
• access to unlimited contact details all over Europe<br />

Campaign as a whole as well as all <strong>the</strong> Networks<br />
individually<br />
• a forum for debate <strong>and</strong> development of ideas.<br />
As such all participants are invited to actively participate in <strong>the</strong><br />
Campaign. To take a leadership role through organising <strong>and</strong><br />
participating in conferences <strong>and</strong> workshops, to contribute to<br />
<strong>the</strong> <strong>campaign</strong> newsletter, to submit <strong>the</strong>ir project proposals <strong>and</strong><br />

The Association of Cities <strong>and</strong> Regions for<br />
recycling ( ACRR ) is an International<br />
network ga<strong>the</strong>ring about 80 Cities, regions<br />
<strong>and</strong> NGO’s in 20 European countries. Its<br />
various activities aim at developing <strong>the</strong><br />
environmental, economic, <strong>and</strong> social<br />
efficiency of municipal waste management<br />
by <strong>the</strong> exchange of information <strong>and</strong> by<br />
partnership. The major objective of this network is to<br />
encourage <strong>cities</strong> <strong>and</strong> <strong>towns</strong> in working toward sustainability<br />
consumption by increasing <strong>the</strong>ir involvement in waste<br />
prevention <strong>and</strong> recycling. Waste prevention <strong>and</strong> recycling<br />
entail actions at every stage of <strong>the</strong> production <strong>and</strong><br />
consumption chain for influencing consumption patterns <strong>and</strong><br />
diminish <strong>the</strong> waste associated with <strong>the</strong> production. Promoting<br />
an efficient waste management is a complicated task to reach,<br />
<strong>and</strong> is <strong>the</strong>refore best achieved on a small scale, where local<br />
<strong>and</strong> regional authorities have a major role to play. They should<br />
implement or anticipate new regulations, optimise waste<br />
management, find <strong>the</strong> best technical solutions <strong>and</strong> reinforce<br />
environmental communication.<br />
In order to help those local authorities, ACRR organises<br />
seminars <strong>and</strong> conferences where <strong>the</strong> members <strong>and</strong> nonmembers<br />
can exchange practical information <strong>and</strong> experiences,<br />
publishes newsletters <strong>and</strong> different studies about legal or<br />
economic instruments, voluntary agreements, treatment<br />
techniques, communication <strong>campaign</strong>s related to municipal<br />

Climate Alliance - Klima-Buendnis - Alianza de Clima e.V.<br />
The Climate Alliance is an association of<br />
European <strong>cities</strong> <strong>and</strong> municipalities that have<br />
entered into a partnership with indigenous<br />
rainforest peoples. The aim of <strong>the</strong> Climate<br />
Alliance is to preserve <strong>the</strong> global climate.<br />
This involves reducing greenhouse gas<br />
emissions to a <strong>sustainable</strong> level in <strong>the</strong><br />
industrialized countries of <strong>the</strong> north, <strong>and</strong> conserving <strong>the</strong><br />
rainforests in <strong>the</strong> south of <strong>the</strong> planet. The Climate Alliance is a<br />
part of efforts towards <strong>sustainable</strong> development <strong>and</strong> North-<br />
South equity, embracing an idea of sustainability, which<br />
combines environmental concerns, ecological <strong>and</strong> economical<br />
issues with <strong>the</strong> questions of social justice <strong>and</strong> human rights.<br />
Since its foundation in 1990, about 1000 European <strong>cities</strong>,<br />
municipalities <strong>and</strong> district authorities have joined <strong>the</strong> Climate<br />
Alliance. Regional governments <strong>and</strong> non-governmental<br />
organizations collaborate as associated members. The<br />
indigenous partners are represented by <strong>the</strong> Coordinating Body<br />
for <strong>the</strong> Indigenous Peoples’ Organizations of <strong>the</strong> Amazon Basin<br />
(COICA) which is committed to conserving tropical rainforests<br />
<strong>and</strong> <strong>the</strong>ir biological diversity.<br />
By joining, <strong>the</strong> member municipalities have committed<br />
<strong>the</strong>mselves to certain goals, activity areas <strong>and</strong> measures. These<br />
voluntary commitments are set out in <strong>the</strong> Climate Alliance<br />
Manifesto (1990) <strong>and</strong> Climate Alliance Declaration (2000). The<br />
<strong>cities</strong> <strong>and</strong> municipalities elaborate comprehensive climate<br />
protection strategies <strong>and</strong> take a broad range of measures for<br />
<strong>the</strong>ir implementation, notably in <strong>the</strong> energy <strong>and</strong> transport<br />
sectors. They contribute to tropical forest conservation by<br />
eliminating in local authority procurement tropical timber from<br />
destructive logging, <strong>and</strong> <strong>the</strong>y provide political <strong>and</strong> financial<br />
support for <strong>the</strong> indigenous partners.<br />
The Climate Alliance is coordinated by its European Secretariat<br />
in Frankfurt am Main, Germany, with <strong>the</strong> support of national<br />
offices <strong>and</strong> contact points. Their tasks include disseminating<br />
good practice, supporting members by providing advice <strong>and</strong><br />
initiating joint projects, elaborating guidelines <strong>and</strong> proposals<br />
for action, <strong>and</strong> evaluating local authority measures <strong>and</strong><br />

Energie-cités<br />
Created in 1990 <strong>and</strong> formally constituted as an<br />
association in 1994, Energie-Cités includes as<br />
members about one hundred municipalities <strong>and</strong><br />
inter-municipal structures, local energy<br />
management agencies, municipal companies <strong>and</strong><br />
groups of municipalities. A Board composed of 11<br />
municipalities runs <strong>the</strong> association which is<br />
chaired by <strong>the</strong> city of Odense (DK).<br />
A wider use of renewable energy is difficult to implement <strong>and</strong><br />
it requires <strong>the</strong> involvement of a large number of stakeholders.<br />
However, Energie-cités has chosen to take up this challenge. Its<br />
objective is to promote efficient energy use taking into account<br />
social, economical <strong>and</strong> environmental issues, <strong>and</strong><br />
diversification of sources that will lead to reduced greenhouse<br />
effects <strong>and</strong> improved quality of life in general.<br />
In order to achieve its goal, this association provides expert<br />
advice on <strong>the</strong> promotion of <strong>sustainable</strong> local energy policies,<br />

EUROCITIES<br />

Launched in 1990, <strong>the</strong> International<br />
Council for Local Environmental<br />
Initiatives is <strong>the</strong> international<br />
environment agency for local<br />
government. It comprises more than 390 <strong>cities</strong>, <strong>towns</strong>,<br />
countries <strong>and</strong> <strong>the</strong>ir associations world-wide, which are all<br />
involved in regional projects <strong>and</strong> international <strong>campaign</strong>s. Its<br />
mission is to achieve improvements in global environments<br />
<strong>and</strong> <strong>sustainable</strong> development conditions by making local<br />
authorities work toge<strong>the</strong>r <strong>and</strong> develop cumulative actions.<br />
In order to achieve <strong>the</strong>se goals, ICLEI provides information,<br />
gives guidance, strategic advice, political assistance <strong>and</strong><br />
consultancy services supported by its experts members. It also<br />
represents local authorities before national <strong>and</strong> international<br />
institutions. Its work program in Europe mainly deals with <strong>the</strong><br />
implementation of actions in sectors as LA21, Climate<br />

Each local government holds a position on <strong>the</strong> ICLEI council,<br />

Med<strong>cities</strong><br />
Med<strong>cities</strong> is a network of<br />
Mediterranean coastal <strong>cities</strong><br />
created in Barcelona in<br />
November 1991 at <strong>the</strong> initiative<br />
of <strong>the</strong> Mediterranean Technical Assistance Programme<br />
(METAP). The principal aim of this network is <strong>the</strong> promotion of<br />
<strong>sustainable</strong> urban development as a general policy for <strong>the</strong><br />
Mediterranean Region. Med<strong>cities</strong> pursues a general objective<br />
because almost all Mediterranean <strong>cities</strong> suffer from similar<br />
environmental deterioration resulting in similar problems.<br />
The European Sustainable Cities & Towns Campaign
The goal of Med<strong>cities</strong> is to reinforce <strong>the</strong> awareness of<br />
interdependence <strong>and</strong> common responsibility regarding <strong>the</strong><br />
policies of urban environmental conservation in <strong>the</strong><br />
Mediterranean basin, to streng<strong>the</strong>n <strong>the</strong> role <strong>and</strong> <strong>the</strong> means of<br />
municipalities in <strong>the</strong> implementation of local conservation<br />
policies <strong>and</strong> to involve citizens <strong>and</strong> consumers in decision<br />
processes. Quite simply, Med<strong>cities</strong> encourages <strong>cities</strong> to find<br />
<strong>the</strong> equilibrium between economic growth, social justice <strong>and</strong><br />
ecological issues.<br />
The network’s normal working procedure is based on<br />
environmental audits <strong>and</strong> medium-term environmental plans.<br />
It also organises training through seminars, visits by technicians<br />
<strong>and</strong> exhibitions. The association publishes a newsletter, which<br />
provides information on activities <strong>and</strong> strategies adopted by<br />
<strong>cities</strong> as well as on specific actions taken by <strong>the</strong> network itself.<br />

in <strong>the</strong> Baltic Regions. The members<br />
of this association are <strong>cities</strong> located<br />
in <strong>the</strong> sub-regions <strong>and</strong> states<br />
adjacent to <strong>the</strong> Baltic Sea <strong>and</strong><br />
<strong>cities</strong>, which are traditionally,<br />
economically <strong>and</strong> culturally connected with <strong>the</strong> Region. UBC<br />
aims to promote <strong>and</strong> streng<strong>the</strong>n co-operation <strong>and</strong> exchange of<br />
experience among <strong>the</strong> <strong>cities</strong> in <strong>the</strong> Baltic Sea Region in order<br />
to build a cohesive strategy that could contribute to <strong>the</strong><br />
<strong>sustainable</strong> development of <strong>the</strong> Baltic Region in general.<br />
Recognising <strong>the</strong> importance for European stability of ever<br />
closer links between <strong>the</strong> Baltic Region <strong>and</strong> <strong>the</strong> EU, <strong>the</strong> UBC<br />
acts on behalf of <strong>the</strong> <strong>cities</strong> <strong>and</strong> local authorities in common<br />
matters towards regional, national, European <strong>and</strong> international<br />
bodies.<br />
The Union has based its operational activities on nine working<br />
Commissions on Business Cooperation, Culture, Environment,<br />
Education, Health <strong>and</strong> Social Affairs, Sport, Tourism,<br />
Transportation <strong>and</strong> Urban Planning.<br />
A key aspect of <strong>the</strong> work of <strong>the</strong> Environment Commission<br />
(located in Turku, Final<strong>and</strong>) is <strong>the</strong> 2-year UBC Agenda 21<br />
Action Programme, developed by <strong>the</strong> Agenda 21 working<br />
group. The program contains several projects, workshops <strong>and</strong><br />
training etc. as well as <strong>the</strong> publication of a bulletin dealing with<br />
specific matters <strong>and</strong> creating alliances. The consequences of<br />
all this is a better communication between actors <strong>and</strong> <strong>the</strong><br />
achievement of <strong>sustainable</strong> actions.<br />

The World Federation of United Cities (FMCU-UTO)<br />
The World Federation of United Cities, formerly named <strong>the</strong><br />
United Towns Organisations (UTO), is an international<br />
organisation ga<strong>the</strong>ring over 1500 local <strong>and</strong> regional<br />
authorities. As <strong>the</strong> independent voice of local authorities has<br />
become inevitable on <strong>the</strong> <strong>the</strong>me of urban development,<br />
FMCU-UTO makes sure that <strong>the</strong> <strong>towns</strong> <strong>and</strong> <strong>the</strong>ir associations<br />
are recognised as partners by international institutions <strong>and</strong> that<br />
a direct co-operation between local authorities at international<br />
level is accepted. It contributes to <strong>sustainable</strong> urban<br />
development through decentralised co-operation <strong>and</strong><br />
exchanges of experiences.<br />
In order to achieve such goals, FMCU-UTO has developed<br />
three main activities. It represents local authorities at <strong>the</strong><br />
international level <strong>and</strong> ensures <strong>the</strong> recognition of <strong>the</strong> role of<br />
local authorities in <strong>the</strong> implementation of environmental<br />
policies thanks to its consultative status with <strong>the</strong> Council of<br />
Europe, UNESCO <strong>and</strong> <strong>the</strong> United Nations Economic <strong>and</strong><br />
Social Council. It organises seminars, conferences <strong>and</strong> working<br />
groups to foster discussion on environmental, urban<br />
management <strong>and</strong> social problems. Moreover, it implements<br />
<strong>and</strong> collaborates in many projects with a <strong>sustainable</strong><br />
development focus.<br />
Within <strong>the</strong> FMCU-UTO, <strong>the</strong> power to take decisions is in <strong>the</strong><br />
h<strong>and</strong>s of its member local <strong>and</strong> regional authorities. The<br />
National Committees organise <strong>the</strong> activities of <strong>the</strong> member<br />
<strong>towns</strong> in <strong>the</strong>ir countries <strong>and</strong> represent FMCU-UTO before <strong>the</strong><br />
public authorities in <strong>the</strong>ir country. The United Towns<br />
Development Agency (UTDA), created in 1989, is responsible<br />
for implementing <strong>the</strong> decentralised co-operation projects<br />

World Health Organisation (WHO) – Healthy Cities<br />
The WHO Healthy Cities<br />
Project was launched in<br />
Europe in 1987 by <strong>the</strong><br />
European Office of <strong>the</strong><br />
World Health Organization.<br />
Today in Europe <strong>the</strong>re are 46<br />
<strong>cities</strong> designated as WHO<br />
Healthy Cities, <strong>and</strong><br />
approximately 1300 <strong>cities</strong><br />
engaged in national or subnational<br />
(regional/provincial) networks of healthy <strong>cities</strong> in 30<br />
countries of Europe. The WHO European Healthy Cities<br />
network aims to engage local governments across <strong>the</strong><br />
European Region in health <strong>and</strong> <strong>sustainable</strong> development,<br />
through a process of political commitment, institutional<br />
changes <strong>and</strong> innovative actions for health, equity <strong>and</strong><br />
<strong>sustainable</strong> development.<br />
The WHO Healthy Cities network is supported <strong>and</strong> managed<br />
by <strong>the</strong> Healthy Cities <strong>and</strong> Urban Governance programme of<br />
European Office of <strong>the</strong> World Health Organization (WHO<br />
EURO), <strong>the</strong> specialized agency of <strong>the</strong> United Nations system<br />
for health. Communication <strong>and</strong> engagement with <strong>cities</strong> takes<br />
place in a number of ways including regular business meetings;<br />

The action focus of Healthy Cities is twofold: promoting<br />
political commitment <strong>and</strong> comprehensive approaches to<br />
change, with particular emphasis on <strong>the</strong> social dimension of<br />
sustainability, equity <strong>and</strong> <strong>the</strong> social determinants of health,<br />
environmental health, urban transport <strong>and</strong> urban planning. It<br />
supports <strong>cities</strong> develop <strong>and</strong> implement broad partnership<br />

The European Sustainable Cities & Towns Campaign
However <strong>the</strong> potential of cycling still remains largely<br />
untapped, <strong>and</strong> even <strong>cities</strong> that have been successful in<br />
promoting cycling continually have to confront deterrents.<br />
The WHO Centre for Urban Health has recently completed<br />
a 2-year pilot project with 8 European <strong>cities</strong> to promote<br />
cycling as part of a <strong>sustainable</strong>, energy efficient transport<br />
policy. In T<strong>and</strong>em (promotion of energy efficient personal<br />
transport in a network of European Cities) used health<br />
arguments to help bring cycling <strong>and</strong> walking into <strong>the</strong><br />
mainstream of city transport policy <strong>and</strong> practice. The aim<br />
was to support local governments to overcome barriers,<br />
<strong>and</strong> to increase levels of cycling through <strong>the</strong> use of<br />
twinning <strong>and</strong> exchange of experience. The results <strong>and</strong> key<br />
lessons learned are summarised in a brochure “cycling <strong>and</strong><br />
health in <strong>cities</strong>”.<br />
The project was partially funded by <strong>the</strong> European<br />
Commission (DGTREN, Energy <strong>and</strong> Transport), under its<br />
SAVE II programme to promote energy efficiency. The<br />

THE EXPERT GROUP ON THE URBAN ENVIRONMENT<br />
Towards a Local Sustainability Profile – European<br />
Common Indicators (ECIs)<br />
Since its start in May 1999, <strong>the</strong> ECI initiative has spread<br />
Europe-wide, involving as many as 439 local authorities<br />
(corresponding to 81 signatories). The first pilot data<br />
submission phase has just been completed, involving 31%<br />
of signatories, mainly from Nor<strong>the</strong>rn <strong>and</strong> Sou<strong>the</strong>rn Europe.<br />
Those that have submitted data range from <strong>the</strong><br />
Municipality of Vilanova i la Geltrù (Spain, 52.389<br />
inhabitants) to <strong>the</strong> Province of Torino (Italy, including 315<br />
Municipalities, representing 2.214.282 inhabitants).<br />
The submitted data will provide <strong>the</strong> basis for an Interim<br />
Report on <strong>the</strong> ECIs. It will be published on <strong>the</strong> Campaign<br />
website (www.sustainhable-<strong>cities</strong>.org/indicators) once <strong>the</strong><br />
consultation round with respondents has been completed.<br />
Ideas for <strong>the</strong> improvement of <strong>the</strong> Initiative, in terms of<br />
methodology refinement <strong>and</strong> integration with existing<br />
systems have emerged through <strong>the</strong> data analysis.<br />
Methodological improvements will be discussed with<br />
respondents in a dedicated Workshop in Brussels (11 or 12<br />
June, tbc). Refined methodologies will <strong>the</strong>n be published<br />
<strong>and</strong> posted on <strong>the</strong> Campaign website for use by all<br />
signatories in <strong>the</strong> next data submission round.<br />
The policy relevance, applicability <strong>and</strong> methods of data<br />
collection will also be discussed during <strong>the</strong> Pastille Final<br />
Conference (London 12 th -13 th September), where <strong>the</strong> Pilot<br />
Action on <strong>the</strong> Ecological Footprint will also be presented<br />
(See p. XX for more details).<br />
Fur<strong>the</strong>r dissemination throughout Europe of <strong>the</strong> ECIs will<br />
continue in conjunction with <strong>the</strong> Campaign, ICLEI <strong>and</strong><br />
Euro<strong>cities</strong> <strong>and</strong> through regional networks. Existing <strong>and</strong><br />
potential synergies will be fur<strong>the</strong>r fostered with o<strong>the</strong>r wellestablished<br />
systems to fully integrate ECIs in National<br />
bbbnn<br />
Reporting Systems. ECIs have already been included into<br />
some local <strong>and</strong> national reporting systems, effectively<br />
opening a path toward a “European Common System” of<br />
indicators for local sustainability.<br />
The continued development of <strong>the</strong> ECI’s may enhance <strong>the</strong>ir<br />
strategic role in relation to <strong>the</strong> Urban Environment<br />
Thematic Strategy; possibly acting as potential tool to<br />
monitor <strong>and</strong> steer <strong>the</strong> development of <strong>the</strong> Strategy.<br />
In <strong>the</strong> light of such encouraging developments,<br />
participating municipalities of <strong>the</strong> Sustainable Cities <strong>and</strong><br />
Towns Campaign are invited to join <strong>the</strong> ECI initiative. And<br />
to send <strong>the</strong>ir data <strong>and</strong> reports (by <strong>the</strong> end of October) for<br />
inclusion in <strong>the</strong> Final Recommendations to be submitted to<br />
<strong>the</strong> European Commission at <strong>the</strong> end of <strong>the</strong> Support<br />
Services Testing Phase. Relevant experiences will also be<br />
reported at <strong>the</strong> above-mentioned Joint Pastille/ECI<br />

The Final Report of <strong>the</strong> Working Group on Integrated<br />
Implementation of Environmental Legislation is now<br />
available<br />
The working group on Integrated Implementation of<br />
Environmental Legislation was established in January 2001<br />
to explore <strong>the</strong> fur<strong>the</strong>r steps that <strong>the</strong> European Commission<br />
could take to encourage more integrated approaches to <strong>the</strong><br />
implementation of environmental legislation in urban<br />
areas.<br />
The context for this work relates to <strong>the</strong> role of legislation as<br />
<strong>the</strong> main instrument for environmental policy. The effective<br />
implementation of environmental legislation is especially<br />
important in securing fur<strong>the</strong>r improvements to <strong>the</strong> urban<br />
environment. Integrated approaches to <strong>the</strong> management of<br />
urban areas are increasingly seen as necessary for<br />
improving legislative compliance <strong>and</strong>, consequently <strong>the</strong><br />
quality of <strong>the</strong> urban environment.<br />
Against this background, <strong>the</strong> working group has been<br />
investigating a number of ways of encouraging urban areas<br />
to implement EU environmental legislation in a more<br />
integrated manner, <strong>and</strong> <strong>the</strong> final report is now available. It<br />
includes recommendations to <strong>the</strong> Commission in helping<br />
national, regional <strong>and</strong> local authorities to secure more<br />
integrated implementation of environmental legislation at<br />
local <strong>and</strong> urban level.<br />

DG ENVIRONMENT<br />
Conference on Environmental Governance<br />
The European Commission (DG Environment) will organise<br />
a conference on environmental governance in Murcia,<br />
Spain (28/29 June 2002). This conference is <strong>the</strong> first in a<br />
series of decentralised events, which <strong>the</strong> Commission plans<br />
to organise with each successive EU presidency.<br />
The Murcia Conference will explore <strong>the</strong> merits of different<br />
models of participation. The structure will take <strong>the</strong> form of<br />
two plenary sessions <strong>and</strong> three working groups. Each<br />
workshop will feature best practice presentations <strong>and</strong> will<br />
draw up recommendations on how to increase <strong>the</strong> quantity<br />
<strong>and</strong> quality of stakeholder participation in environmental<br />
decision-making at <strong>the</strong> European level.<br />
Building Coalitions – The ability to build coalitions<br />
between local stakeholders - by increasing <strong>the</strong>ir<br />
participation - is crucial in developing <strong>sustainable</strong> urban<br />
policy. Moreover, increasing <strong>the</strong> participation of local <strong>and</strong><br />
regional government at <strong>the</strong> European level enables greater<br />
implementation of EU law, improved environmental<br />
management, <strong>and</strong> a fairer distribution of <strong>the</strong> costs of<br />
environmental management.<br />

Business <strong>and</strong> Industry – Business representatives<br />
will be invited to become leading advocates on issues<br />
connected with <strong>sustainable</strong> development. This workshop<br />
will examine how to involve businesses in <strong>the</strong> policy<br />
development process, <strong>the</strong>reby enabling <strong>the</strong>m to contribute<br />
effectively to <strong>sustainable</strong> development.<br />
Empowering Civil Society – Civil society, has little formal<br />
power compared to government <strong>and</strong> business, <strong>and</strong> yet civil<br />
society is crucial in a <strong>campaign</strong> for sustainability. This<br />
workshop will explore ways to improve working links<br />
between NGO’s, business, <strong>and</strong> regulatory institutions. It<br />
will also look at how NGO’s can make environmental<br />
issues more relevant <strong>and</strong> meaningful for <strong>the</strong> public at large.<br />
This conference will provide an opportunity for NGO’s,<br />
local/regional government, <strong>and</strong> business, to discuss <strong>the</strong><br />
future scope of environmental policy within <strong>the</strong> context of<br />
<strong>the</strong> wider governance debate. Moreover <strong>the</strong> Commission<br />
hopes to establish a regular dialogue between DG<br />
Environment <strong>and</strong> o<strong>the</strong>r stakeholders on environmental<br />

The European Mobility Week<br />
Following <strong>the</strong> success of <strong>the</strong> European Car Free Day (“In<br />
town without my car!”) event, a new initiative supported<br />
by <strong>the</strong> European Commission’s DG Environment, called<br />
“The European Mobility Week,” was launched in Brussels<br />
on 19 April 2002. It was launched by European<br />
Commissioner for Environment M. Wallström <strong>and</strong> o<strong>the</strong>r<br />
stakeholders during <strong>the</strong> closing session of Green Week.<br />
The European Mobility Week will take place from <strong>the</strong> 16 th<br />
to 22 nd of September 2002. The overall aim is to make<br />
European citizens aware of <strong>the</strong> damage that current<br />
mobility trends inflict on <strong>the</strong>ir local environment <strong>and</strong> of <strong>the</strong><br />
possible alternatives to single car use. As such it strives to<br />
restrict motorised traffic in certain areas, to encourage <strong>the</strong><br />
use of <strong>sustainable</strong> modes of transport <strong>and</strong> to raise<br />
awareness for <strong>the</strong> environmental impacts of citizens’<br />
modal choice.<br />
Local authorities are invited to participate in <strong>the</strong> European<br />
Mobility Week. However in order to participate a number<br />
of conditions have been defined at European level. These<br />
are <strong>the</strong> following:<br />

This publication seeks to highlight how important mobility<br />

development, safety, health <strong>and</strong> well being of children. As<br />

of child mobility from <strong>the</strong> point of view of a parent,<br />

THE NETHERLANDS<br />
Local Strategies for Sustainable Development (LSDO)<br />
Like many counties in <strong>the</strong> world, <strong>the</strong> government of The<br />
Ne<strong>the</strong>rl<strong>and</strong>s is in <strong>the</strong> process of preparing a National<br />
Strategy for Sustainable Development (NSDO) before <strong>the</strong><br />
RIO+10 Conference in Johannesburg.<br />
For a successful implementation of that national strategy,<br />
several NGO’s have now proposed <strong>the</strong> preparation of<br />
Local Strategies for Sustainable Development (LSDO) in<br />
every municipality. These strategies could build upon LA<br />
21 <strong>and</strong> o<strong>the</strong>r sustainability projects. The new strategies<br />
should show a strong engagement, cover all departments of<br />
<strong>the</strong> municipality <strong>and</strong> should focus on global issues like<br />
poverty, climate change, <strong>and</strong> global footprints.<br />

Local Campaigns with Global Footprint<br />
Eight Dutch <strong>cities</strong> <strong>and</strong> <strong>towns</strong> have been actively<br />
participating in a pilot project from 1999-2001 involving<br />
<strong>the</strong> Global Ecological Footprint. The <strong>cities</strong> involved were:<br />
Bergen op Zoom, Den Haag, ‘s-Hertogenbosch,<br />
Leidschendam, Nieuwegein, Pijnacker, Wimbritseradiel<br />
<strong>and</strong> Zoetermeer.<br />
During <strong>the</strong> first year of <strong>the</strong> project <strong>the</strong> footprint of each of<br />
<strong>the</strong> eight participating municipalities as well as two o<strong>the</strong>r<br />
municipalities (Boxtel <strong>and</strong> Amsterdam), were calculated<br />
<strong>and</strong> comparisons were made between all ten <strong>cities</strong>.<br />
During <strong>the</strong> second year <strong>the</strong> project team focused mainly on<br />
preparing <strong>the</strong> material necessary to launch a project<br />
Campaign. The working material included a special<br />
<strong>campaign</strong> site (www.voetenbank.nl), various articles, an<br />
exhibition st<strong>and</strong>, a video, posters, folders etc.<br />
The year 2001 saw <strong>the</strong> actual launch of <strong>the</strong> Campaign,<br />
when six of <strong>the</strong> participating municipalities organised local<br />
<strong>campaign</strong>s within <strong>the</strong>ir <strong>cities</strong>. As a result it has become<br />
clear that <strong>the</strong> developed model could be used to promote<br />
o<strong>the</strong>r Environmental <strong>campaign</strong>s such as <strong>the</strong> reduction of<br />
waste <strong>and</strong> traffic etc.<br />

Sustainability<br />
A Conference on Regional Cycles: Regional Economy<br />
towards Sustainability is being been organised by ICLEI on<br />
behalf of <strong>the</strong> German Federal Ministry of Education <strong>and</strong><br />
Research in Leipzig, Germany from 31 October to 2<br />
November 2002.<br />
Regional economy as an instrument for <strong>sustainable</strong><br />
development has raised a lot of interest among researchers<br />
<strong>and</strong> policy makers in recent years. The issues to be raised<br />
at this conference are <strong>the</strong>refore how economic activities<br />
can best be implemented at regional level, where regional<br />
cycles make sense, <strong>and</strong> how can European Regions learn<br />

C A M P A I G N<br />
PASTILLE Conference in London<br />
In September 2002 <strong>the</strong> PASTILLE research consortium <strong>and</strong><br />
<strong>the</strong> European Common Indicators Project will host a joint<br />
conference in London on <strong>the</strong> topic of Local Sustainability<br />
Indicators.<br />
The conference will mark <strong>the</strong> completion of <strong>the</strong> Pastille<br />
project - 30 months of action research on <strong>the</strong> use of local<br />
sustainability indicators carried out by teams in Austria,<br />
France, Switzerl<strong>and</strong> <strong>and</strong> <strong>the</strong> U.K. By means of a series of<br />
case studies, <strong>the</strong> project teams analysed <strong>the</strong> way in which<br />
sustainability indicators are developed <strong>and</strong> examined <strong>the</strong>ir<br />
ability to bring about effective change in policy making.<br />
Key findings <strong>and</strong> recommendations will be compiled into a<br />
Practitioner’s Guide to be launched at <strong>the</strong> conference.<br />
The event will also present findings from <strong>the</strong> pilot stage of<br />

Car-Sharing project MOSES: new brochure published<br />
The European MOSES project (MObility SErvices for urban<br />
Sustainability), co-funded by <strong>the</strong> EU’s Research programme<br />
(FP5), has published a project brochure introducing <strong>the</strong><br />
project <strong>and</strong> <strong>the</strong> different activities amongst <strong>the</strong> participating<br />
partners (Bremen, Genoa, London-Southwark, London-<br />
Sutton, Palermo, Stockholm, Turin, Wallonia, UITP).<br />

It demonstrates how Car-Sharing functions <strong>and</strong> how it can<br />
help, as a supplement to public transport, taxis, car rental,<br />
walking <strong>and</strong> cycling, to solve mobility problems. All<br />
participating <strong>cities</strong> will develop fur<strong>the</strong>r or start up Car-<br />
Sharing schemes with interesting <strong>and</strong> challenging different<br />
features. MOSES has set itself <strong>the</strong> ambitious target of<br />
achieving 12,000 Car-Sharing users by <strong>the</strong> end of <strong>the</strong><br />

Transport Development Areas (TDAs) - using l<strong>and</strong> use<br />
planning to promote regeneration around public<br />
transport nodes<br />
L<strong>and</strong> use planning is widely seen as a key mechanism for<br />
delivering a more <strong>sustainable</strong> <strong>and</strong> integrated transport<br />
system. Siân Hughes introduces newly published guidance<br />
from RICS (Royal Institution of Chartered Surveyors) that<br />
provides a framework for achieving a more <strong>sustainable</strong><br />
urban model by integrating l<strong>and</strong> use planning <strong>and</strong> transport<br />
policy.<br />
In July 2000, RICS launched Transport Development Areas<br />
(TDAs) – a UK based study into achieving higher density<br />
development around transport nodes. This research, cofunded<br />
by <strong>the</strong> UK’s Department of Environment Transport<br />
<strong>and</strong> <strong>the</strong> Regions, demonstrates, through a number of case<br />
studies, <strong>the</strong> benefits that can be gained from providing<br />
higher-density, high-quality, mixed-use development<br />
around transport nodes.<br />
Using existing policy <strong>and</strong> legislation, planners are<br />
encouraged under <strong>the</strong> TDA concept to grant permission for<br />
higher density developments around significant transport<br />
hubs. In exchange for this permission, <strong>the</strong> developer may<br />
help to fund improvements to local transport facilities.<br />
TDAs have <strong>the</strong> potential to promote regeneration <strong>and</strong>,<br />
because of increased densities of development, maximize<br />
<strong>the</strong> use of brownfield sites. Consumers, commuters <strong>and</strong><br />
o<strong>the</strong>rs are placed within reach of a range of services <strong>and</strong><br />
opportunities <strong>and</strong> are offered a choice of transport modes.<br />
The research shows how high density developments of this<br />
nature can be achieved without detriment to <strong>the</strong> urban<br />
environment.<br />
The TDA project continues to attract wide support from a<br />
range of groups. These include Railtrack, <strong>the</strong> Local<br />
Government Association, <strong>the</strong> Greater London Authority,<br />
Scottish Enterprise <strong>and</strong> <strong>the</strong> Institution of Highways <strong>and</strong><br />
Transportation. Interest in <strong>the</strong> TDA concept is also<br />
reflected by <strong>the</strong> recognition of <strong>the</strong> model in <strong>the</strong> national<br />
planning policy framework (PPG13) <strong>and</strong> its inclusion in <strong>the</strong><br />
draft Spatial Development Strategy for London.<br />

SUTRA – Sustainable Urban Transportation<br />
SUTRA is funded by <strong>the</strong> Research programme (FP5) of <strong>the</strong><br />
European Commission under <strong>the</strong> key action: City of<br />
Tomorrow <strong>and</strong> involves case studies from Buenos Aires,<br />
Gdansk, Genoa, Geneva, Lisbon, Tel Aviv <strong>and</strong><br />
Thessaloniki.<br />
It aims to develop a consistent <strong>and</strong> comprehensive<br />
approach <strong>and</strong> planning methodology for <strong>the</strong> analysis of<br />
urban transportation problems, that will help to design<br />
strategies for <strong>sustainable</strong> <strong>cities</strong> through <strong>the</strong> integration of<br />
socio-economic, environmental <strong>and</strong> technological<br />
concepts. This will include <strong>the</strong> development, integration,<br />
<strong>and</strong> demonstration of tools <strong>and</strong> methodologies to improve<br />
forecasting, assessment <strong>and</strong> give support to policy level<br />
decision making. SUTRA combines an indicator based<br />

with a range of linked simulation models<br />
covering energy, transportation, <strong>and</strong> environmental/human<br />
health impacts.<br />
The project defines a set of common as well as city specific<br />
development scenarios in terms of demographic,<br />
economic, technological <strong>and</strong> l<strong>and</strong> use changes, <strong>and</strong><br />
evaluates <strong>the</strong>m through simulation modelling. The<br />
technical results are aggregated to policy level indicators<br />
<strong>and</strong> are compared across <strong>cities</strong> <strong>and</strong> scenarios in a multicriteria<br />
ranking <strong>and</strong> benchmarking exercise to identify<br />
efficient strategies for <strong>sustainable</strong> urban mobility.<br />

Concerted Action on Offshore Wind Energy in Europe<br />
(CA-OWEE)<br />
After several decades of <strong>the</strong>oretical developments, desk<br />
studies, experiments <strong>and</strong> prototypes, <strong>the</strong> first large-scale<br />
commercial offshore windfarms are now being built, such<br />
as <strong>the</strong> 160MW windfarm at Horns Rev off <strong>the</strong> west coast of<br />
Denmark. It is expected that by <strong>the</strong> end of this decade,<br />
many such wind-parks will have been built throughout<br />
Europe with a total capacity of thous<strong>and</strong>s of megawatts,<br />
comparable to that of several coal-fuelled power plants<br />
<strong>and</strong> enough to supply millions of homes.<br />
The project Concerted Action on Offshore Wind Energy in<br />
Europe (CA-OWEE), was funded by <strong>the</strong> European<br />
Commission to stimulate <strong>the</strong> development of offshore<br />
wind-energy into an important energy source. Now that <strong>the</strong><br />
technology is viable, <strong>the</strong> most important challenges lie in<br />
<strong>the</strong> reduction of costs, <strong>the</strong> building up of experience <strong>and</strong><br />
confidence in <strong>the</strong> construction <strong>and</strong> maintenance of large<br />
wind-parks, <strong>the</strong> connection of <strong>the</strong>se parks to existing<br />
electricity networks <strong>and</strong> <strong>the</strong> consequences for <strong>the</strong><br />
l<strong>and</strong>scape <strong>and</strong> birds. To support such developments,<br />
knowledge from <strong>the</strong> many previous studies from across<br />
Europe has been ga<strong>the</strong>red <strong>and</strong> evaluated on <strong>the</strong> many<br />
aspects of offshore wind energy, including: offshore<br />
technology, electrical integration, economics,<br />
environmental impacts <strong>and</strong> political aspects.<br />

European Network for <strong>the</strong> Assessment of Air Quality by<br />
<strong>the</strong> Use of Bioindicator Plants (EuroBionet)<br />
EuroBionet is a network of local governments <strong>and</strong> research<br />
institutes from 12 <strong>cities</strong> <strong>and</strong> regions in 8 member states of<br />
<strong>the</strong> European Union. The three-year project (1999-2002) is<br />
funded by DG Environment’s LIFE programme <strong>and</strong><br />
coordinated by <strong>the</strong> University of Hohenheim, Germany.<br />

The aim of EuroBionet is to both raise <strong>the</strong> environmental<br />
awareness of <strong>the</strong> urban population <strong>and</strong> evaluate urban air<br />
quality through <strong>the</strong> use of bioindicator plants. Five different<br />
bioindicator species have been exposed, under highly<br />
st<strong>and</strong>ardised conditions to ambient air at more than 100<br />
sites between Scotl<strong>and</strong> <strong>and</strong> Greece. The plants are being<br />
used to assess <strong>the</strong> air quality of various places <strong>and</strong> with <strong>the</strong><br />
aid of a professional communication concept <strong>the</strong> plants are<br />
being used for publicity <strong>campaign</strong>s <strong>and</strong> environmental<br />
education by local authorities <strong>and</strong> schools. Information<br />
pavilions (Green Boxes) have been installed in <strong>the</strong> central<br />
parts of <strong>cities</strong> providing information to <strong>the</strong> public. For<br />

Earth Summit 2002: A New Deal<br />
The Earth Summit 2002 is considered to be <strong>the</strong> biggest<br />
opportunity to reinvigorate <strong>the</strong> <strong>sustainable</strong> development<br />
agenda known as Agenda 21 throughout <strong>the</strong> world. By<br />
ga<strong>the</strong>ring contributions from all relevant sectors (health,<br />
