Council of European Municipalities & Regions (CEMR)<br />

Created in 1951, <strong>the</strong> Council of<br />

European Municipalities <strong>and</strong> Regions is a<br />

European federation of 42 national<br />

associations ga<strong>the</strong>ring over 100 000<br />

municipalities, <strong>cities</strong> <strong>and</strong> regions. CEMR<br />

aims to fur<strong>the</strong>r <strong>the</strong> principle of local<br />

democracy <strong>and</strong> highlight <strong>the</strong> essential<br />

role of local <strong>and</strong> regional authorities in<br />

<strong>the</strong> development of <strong>the</strong> European Union.<br />

CEMR is very active at both national <strong>and</strong> European level. Its<br />

main activities includes: <strong>the</strong> dissemination of useful<br />

information from community institutions to local <strong>and</strong> regional<br />

authorities, <strong>the</strong> organisation of seminars, training sessions <strong>and</strong><br />

Committee Working Group which provides a forum where<br />

members (local <strong>and</strong> regional elected representatives <strong>and</strong><br />

experts) discuss views <strong>and</strong> prepare positions on current<br />

community policies. CEMR also encourages interregional <strong>and</strong><br />

intermunicipal co-operation <strong>and</strong> manages exchange of<br />

experiences. Fur<strong>the</strong>rmore, it helps make its members’ voices<br />

heard by representative institutions <strong>and</strong> bodies.<br />

The General Assembly, <strong>the</strong> Policy Committee <strong>and</strong> <strong>the</strong><br />

Executive Bureau set out CEMR’s policy, represent local<br />

authorities in official European institutions <strong>and</strong> decide on what<br />

activities to undertake.<br />

Energie-cités<br />

Created in 1990 <strong>and</strong> formally constituted as an<br />

association in 1994, Energie-Cités includes as<br />

members about one hundred municipalities <strong>and</strong><br />

inter-municipal structures, local energy<br />

management agencies, municipal companies <strong>and</strong><br />

groups of municipalities. A Board composed of 11<br />

municipalities runs <strong>the</strong> association which is<br />

chaired by <strong>the</strong> city of Odense (DK).<br />

A wider use of renewable energy is difficult to implement <strong>and</strong><br />

it requires <strong>the</strong> involvement of a large number of stakeholders.<br />

However, Energie-cités has chosen to take up this challenge. Its<br />

objective is to promote efficient energy use taking into account<br />

social, economical <strong>and</strong> environmental issues, <strong>and</strong><br />

diversification of sources that will lead to reduced greenhouse<br />

effects <strong>and</strong> improved quality of life in general.<br />

In order to achieve its goal, this association provides expert<br />

advice on <strong>the</strong> promotion of <strong>sustainable</strong> local energy policies,<br />

ga<strong>the</strong>rs <strong>and</strong> disseminates specific information <strong>and</strong> disseminates<br />

<strong>the</strong>m. It is involved in many European projects featuring an<br />

energy, an environmental or an urban dimension <strong>and</strong><br />

streng<strong>the</strong>ns <strong>the</strong> synergies between national energy agencies,<br />

local authorities <strong>and</strong> <strong>the</strong> EU institutions. Energie-cités also<br />

organises <strong>the</strong>matic working groups <strong>and</strong> international seminars<br />

where exchange of experience is possible.<br />

EUROCITIES<br />

EUROCITIES is an association of Metropolitan<br />

<strong>cities</strong> which wants to ensure that urban affairs<br />

are placed high on <strong>the</strong> European Union’ s<br />

policy agenda because <strong>the</strong> decisions taken at<br />

<strong>the</strong> European level have an impact on <strong>cities</strong><br />

<strong>and</strong> <strong>the</strong>ir citizens. EUROCITIES’s goals are to<br />

improve <strong>the</strong> quality of life of people living in<br />

<strong>cities</strong> by representing <strong>the</strong> views of major <strong>cities</strong> in <strong>the</strong> European<br />

institutions, by increasing transfer of knowledge, experiences<br />

<strong>and</strong> best practices among all <strong>cities</strong> across Europe <strong>and</strong> by<br />

promoting transnational co-operation projects towards an<br />

urban sustainability.<br />

EUROCITIES has four main activities that help to achieve its<br />

goals. First, <strong>the</strong> organisation lobbies <strong>the</strong> EU institutions,<br />

second, it co-ordinates a broad range of projects, third, it issues<br />

timely publications <strong>and</strong> last, it holds conferences, seminars <strong>and</strong><br />

workshops <strong>and</strong> project meetings.<br />

EUROCITIES has 5 <strong>the</strong>matic Committees: Culture, East-West,<br />

Environment, Economic Development <strong>and</strong> Urban<br />

Regeneration, Social Affairs <strong>and</strong> 2 sub-networks: Access <strong>and</strong><br />

Tele<strong>cities</strong>. The Environment Committee promotes an exchange<br />

of experience on issues related to air quality, prevention of<br />

waste, waste management planning, energy management <strong>and</strong><br />

environmental management <strong>and</strong> auditing. Besides those<br />

<strong>the</strong>matic Committees, EUROCITIES has an Executive<br />

Committee, composed of 12 members, which defines <strong>the</strong><br />

strategic direction of <strong>the</strong> network, <strong>and</strong> adds new elements to<br />

EUROCITIES’ political agenda.<br />

International Council for Local Environmental Initiatives<br />

(ICLEI)<br />

Launched in 1990, <strong>the</strong> International<br />

Council for Local Environmental<br />

Initiatives is <strong>the</strong> international<br />

environment agency for local<br />

government. It comprises more than 390 <strong>cities</strong>, <strong>towns</strong>,<br />

countries <strong>and</strong> <strong>the</strong>ir associations world-wide, which are all<br />

involved in regional projects <strong>and</strong> international <strong>campaign</strong>s. Its<br />

mission is to achieve improvements in global environments<br />

<strong>and</strong> <strong>sustainable</strong> development conditions by making local<br />

authorities work toge<strong>the</strong>r <strong>and</strong> develop cumulative actions.<br />

In order to achieve <strong>the</strong>se goals, ICLEI provides information,<br />

gives guidance, strategic advice, political assistance <strong>and</strong><br />

consultancy services supported by its experts members. It also<br />

represents local authorities before national <strong>and</strong> international<br />

institutions. Its work program in Europe mainly deals with <strong>the</strong><br />

implementation of actions in sectors as LA21, Climate<br />

Protection <strong>and</strong> Environmental Management Program.<br />

Each local government holds a position on <strong>the</strong> ICLEI council,<br />

<strong>the</strong> Members of <strong>the</strong> Council are responsible for <strong>the</strong><br />

establishment of <strong>the</strong> priorities <strong>and</strong> direction of ICLEI through<br />

<strong>the</strong> adoption of its Strategic Plan. The Council elects an<br />

international Executive Committee of local government<br />

representatives, which oversees <strong>the</strong> implementation of <strong>the</strong> Plan<br />

<strong>and</strong> ICLEI’s operations.<br />

Med<strong>cities</strong><br />

Med<strong>cities</strong> is a network of<br />

Mediterranean coastal <strong>cities</strong><br />

created in Barcelona in<br />

November 1991 at <strong>the</strong> initiative<br />

of <strong>the</strong> Mediterranean Technical Assistance Programme<br />

(METAP). The principal aim of this network is <strong>the</strong> promotion of<br />

<strong>sustainable</strong> urban development as a general policy for <strong>the</strong><br />

Mediterranean Region. Med<strong>cities</strong> pursues a general objective<br />

because almost all Mediterranean <strong>cities</strong> suffer from similar<br />

environmental deterioration resulting in similar problems.<br />
