ensure parity <strong>of</strong> treatment <strong>of</strong> all gambling service providers, regardless <strong>of</strong> <strong>the</strong> distribution<br />
channel used. Decisions on gaming regulation should be based on informed, accurate<br />
knowledge <strong>of</strong> gaming and its effect on business and society. Any gambling related initiatives<br />
should endeavour <strong>to</strong> use all existing evidence so as <strong>to</strong> ensure basic assumptions made are based<br />
on empirical evidence, not least with respect <strong>to</strong> responsible and problem gambling. <strong>EUROMAT</strong><br />
can provide a list <strong>of</strong> evidence-based studies which are <strong>of</strong> relevance <strong>to</strong> <strong>the</strong> matters <strong>to</strong> be<br />
addressed in <strong>the</strong> Green Paper. Indeed we would be <strong>of</strong> <strong>the</strong> view that <strong>the</strong> Commission should<br />
commission a study on all matters addressed in <strong>the</strong> Green Paper as <strong>the</strong> most recent Commission<br />
study in this regard dates <strong>to</strong> 2005 (SICL).<br />
5. Gaming regulation should balance <strong>the</strong> interests <strong>of</strong> all stakeholders including consumers,<br />
industry, administration and <strong>the</strong> vulnerable. <strong>EUROMAT</strong> has developed a statement <strong>of</strong> principles<br />
which we believe should govern <strong>the</strong> regulation <strong>of</strong> remote gambling which is set out at <strong>the</strong> foot<br />
<strong>of</strong> this letter for your consideration.<br />
6. We support <strong>the</strong> freedom <strong>of</strong> Member States <strong>to</strong> regulate online gambling in different ways and<br />
<strong>the</strong>ir right <strong>to</strong> determine <strong>the</strong> number <strong>of</strong> opera<strong>to</strong>rs, types <strong>of</strong> games on <strong>of</strong>fer and volumes <strong>of</strong> it.<br />
Fur<strong>the</strong>rmore, we support <strong>the</strong> introduction by Member States <strong>of</strong> a licensing model that would<br />
make possible for any European gambling provider meeting <strong>the</strong> conditions imposed by a<br />
Member State <strong>to</strong> apply for a licence. In particular, we believe that <strong>the</strong> “licence + system” as<br />
established in Belgium would be <strong>the</strong> ideal one.<br />
7. Whilst we make <strong>the</strong>se comments on behalf <strong>of</strong> <strong>EUROMAT</strong>, many <strong>of</strong> <strong>the</strong> questions in <strong>the</strong><br />
consultation paper refer <strong>to</strong> matters which are properly answered by <strong>the</strong> appropriate national<br />
member associations <strong>of</strong> <strong>EUROMAT</strong> and we have <strong>the</strong>refore made reference <strong>to</strong> national<br />
association <strong>response</strong>s where we believe this is appropriate.<br />

2. <strong>EUROMAT</strong> position on <strong>the</strong> regulation <strong>of</strong> remote gambling<br />
For <strong>the</strong> purposes <strong>of</strong> clarity, we provide herewith <strong>the</strong> <strong>EUROMAT</strong> position on <strong>the</strong> regulation <strong>of</strong> remote<br />
gambling in full:<br />
Considering:<br />
1. The gambling industry provides its services through different methods, broadly described as<br />
land-based and remote.<br />
2. Remote gambling is <strong>the</strong> most recent method through which already existing gambling services<br />
are distributed.<br />
3. Member States have a responsibility <strong>to</strong> ensure that:<br />
