The Gaming Regula<strong>to</strong>rs European Forum (GREF) consists <strong>of</strong> representatives from gaming regula<strong>to</strong>ry<br />
organisations throughout Europe.<br />
Question 49: Are you aware <strong>of</strong> such enhanced cooperation, educational programmes or early<br />
warning systems that are aimed at streng<strong>the</strong>ning integrity in sport and/or increase awareness<br />
among o<strong>the</strong>r stakeholders?<br />

Question 50: Are any <strong>of</strong> <strong>the</strong> methods mentioned above, or any o<strong>the</strong>r technical means, applied at<br />
national level <strong>to</strong> limit access <strong>to</strong> on-line gambling services or <strong>to</strong> restrict payment services? Are you<br />
aware <strong>of</strong> any cross-border initiative(s) aimed at enforcing such methods? How do you assess <strong>the</strong>ir<br />
effectiveness in <strong>the</strong> field <strong>of</strong> online gambling?<br />
There are in some EU Member States, such as a blocking mechanism in Italy. The Polish and<br />
Romanian regula<strong>to</strong>rs, for instance, apply such methods. It is, however, difficult <strong>to</strong> assess <strong>the</strong><br />
effectiveness, because <strong>the</strong> regulations have been adopted but have not entered in<strong>to</strong> force yet and<br />
enforcement is on <strong>the</strong> whole very weak. The new online gambling regulations in Denmark also<br />
foresee blocking although how that will be enforced is not yet clear.<br />
Question 51: What are your views on <strong>the</strong> relative merits <strong>of</strong> <strong>the</strong> methods mentioned above as well<br />
as any o<strong>the</strong>r technical means <strong>to</strong> limit access <strong>to</strong> gambling services or payment services?<br />
We are <strong>of</strong> <strong>the</strong> view that website blocking and restrictions <strong>of</strong> financial transactions are only part <strong>of</strong> a<br />
wider solution <strong>to</strong> ensure <strong>the</strong> advent <strong>of</strong> a truly legal remote gambling sec<strong>to</strong>r across <strong>the</strong> EU. Anyhow<br />
a blocking mechanism is not really a save protection because it can be very easily bypassed (see for<br />
instance <strong>the</strong> <strong>response</strong> <strong>of</strong> <strong>the</strong> German Bundesrat <strong>to</strong> <strong>the</strong> Green Paper <strong>to</strong> question No 51 (Bundesrat<br />
Drucksache 176/11 (Beschluss)). We fur<strong>the</strong>r refer <strong>to</strong> our statement on remote gambling regulation<br />
in this regard.<br />
