which <strong>the</strong> consumer is located. Where regulation in <strong>the</strong> Member State where <strong>the</strong><br />
consumer is located restricts <strong>the</strong> provision <strong>of</strong> gambling services <strong>to</strong> <strong>the</strong> consumer, this<br />
restriction will be reflected in any bilateral agreement.<br />

at each point <strong>of</strong> <strong>the</strong> service / consumer chain from advertising <strong>of</strong> <strong>the</strong> service in any<br />
media through technical distribution / communication <strong>to</strong> payment vehicles.<br />
8. Effective regulation <strong>of</strong> remote gambling can <strong>the</strong>refore be achieved through robust regulation<br />
rendering EU harmonisation <strong>of</strong> gambling regulation unnecessary.<br />
3. Responsible gambling and <strong>the</strong> land-based sec<strong>to</strong>r<br />
There are various assumptions made throughout this Green Paper that remote gambling service<br />
providers are better equipped <strong>to</strong> enforce responsible gambling by <strong>the</strong>ir players than <strong>the</strong>ir landbased<br />
counterparts. <strong>EUROMAT</strong> strongly refutes this assumption and indeed questions <strong>the</strong> sources<br />
used by <strong>the</strong> European Commission <strong>to</strong> arrive at <strong>the</strong>se conclusions. There exists a wealth <strong>of</strong> studies<br />
which shows <strong>the</strong> ability <strong>of</strong> <strong>the</strong> land-based sec<strong>to</strong>r <strong>to</strong> control problem gambling and <strong>to</strong> promote<br />
responsible gambling. Moreover, prevalence <strong>of</strong> problem gambling is no greater in <strong>the</strong> land-based<br />
sec<strong>to</strong>r than <strong>the</strong> remote sec<strong>to</strong>r, as shown in various prevalence studies published in <strong>the</strong> recent past.<br />
We make reference <strong>to</strong> some <strong>of</strong> <strong>the</strong>se studies in our <strong>response</strong> in particular <strong>to</strong> questions 17 and 18. In<br />
fact, some <strong>of</strong> <strong>the</strong>se studies reflect that <strong>the</strong> risk is greater in <strong>the</strong> online sec<strong>to</strong>r. Fur<strong>the</strong>rmore, MEP<br />
Jürgen Creutzmann in his recent draft report has also recognized that “Internet gambling and<br />
betting involve a greater risk <strong>of</strong> addiction and dangers than traditional physical, location-based<br />
gambling”.<br />
For information, we provide herewith <strong>the</strong> <strong>EUROMAT</strong> statement on responsible gambling <strong>to</strong> which all<br />
member associations must adhere:<br />
1. The European Gaming and Amusement Industry represented by <strong>EUROMAT</strong> provides citizens<br />
with a service that society demands: regulated entertainment and gaming in public places with<br />
<strong>the</strong> appropriate controls.<br />
2. It is our aim that all those involved in <strong>the</strong> provision <strong>of</strong> <strong>the</strong>se services do so in <strong>the</strong> best possible<br />
way, respecting <strong>the</strong> legitimate interests <strong>of</strong> all parties involved – citizens, site owners, opera<strong>to</strong>rs,<br />
administrations – while contributing <strong>to</strong> <strong>the</strong> prevention <strong>of</strong> any damaging consequences <strong>of</strong> our<br />
activity for more vulnerable individuals.<br />
3. We wish and need <strong>to</strong> co-operate with those involved in <strong>the</strong> regulation <strong>of</strong> our sec<strong>to</strong>r <strong>to</strong> make<br />
“Amusement With Prizes” what it is meant <strong>to</strong> be: a safe, reasonably priced and properly<br />
regulated entertainment experience.<br />
