In Romania, <strong>the</strong> Moni<strong>to</strong>ring and Reporting Opera<strong>to</strong>rs have <strong>the</strong> obligation <strong>to</strong> issue a certificate<br />

stating that <strong>the</strong> gaming programme, <strong>the</strong> <strong>the</strong>oretical prize payout percentage (RTP), and <strong>the</strong> random<br />

number genera<strong>to</strong>r used by <strong>the</strong> online gambling organiser are internationally certified by<br />

bodies/labora<strong>to</strong>ries that are renowned in <strong>the</strong> field and meet <strong>the</strong> requirements stipulated in <strong>the</strong> new<br />

law for this certificate. If <strong>the</strong> Moni<strong>to</strong>ring and Reporting Opera<strong>to</strong>r does not issue this certificate<br />

within <strong>the</strong> stipulated period, <strong>the</strong> gambling organiser can contact <strong>the</strong> Commission directly. The<br />

control and certification for land-based gaming equipment is conducted by <strong>the</strong> Romanian Bureau <strong>of</strong><br />

Legal Metrology.<br />

Question 29: What, in your opinion, are <strong>the</strong> best practices <strong>to</strong> prevent various types <strong>of</strong> fraud (by<br />

opera<strong>to</strong>rs against players, players against opera<strong>to</strong>rs and players against players) and <strong>to</strong> assist<br />

complaint procedures?<br />

In our view, <strong>the</strong> best model <strong>to</strong> prevent fraud and assist complaint procedures in <strong>the</strong> remote<br />

gambling environment would be a licensing system at national level with proper enforcement.<br />

Question 30: As regards sports betting and outcome fixing - what national regulations are<br />

imposed on on-line gambling opera<strong>to</strong>rs and persons involved in sport events/games <strong>to</strong> address<br />

<strong>the</strong>se issues, in particular <strong>to</strong> prevent 'conflicts <strong>of</strong> interest'? Are you aware <strong>of</strong> any available data or<br />

studies relating <strong>to</strong> <strong>the</strong> magnitude <strong>of</strong> this problem?<br />

Question 31: In your view what issues should be addressed as a priority?<br />

We refer <strong>to</strong> <strong>EUROMAT</strong>'s statement <strong>of</strong> principles and believe that a consistent regula<strong>to</strong>ry regime for<br />

remote gambling in each Member State with effective enforcement and taxation should be<br />

introduced without delay. It is essential <strong>to</strong> achieve a level playing field across <strong>the</strong> gambling industry.<br />

Question 32: What risks are <strong>the</strong>re that a (on-line) sports betting opera<strong>to</strong>r, which has entered in<strong>to</strong><br />

a sponsorship agreement with a sports club or an association, will seek <strong>to</strong> influence <strong>the</strong> outcome<br />

<strong>of</strong> a sports event directly or indirectly for pr<strong>of</strong>itable gain?<br />

Question 33: What cases have demonstrated how on-line gambling could be used for money<br />
