(allocated 13 million Euros <strong>to</strong> good causes in 2009).<br />

In Poland, tax revenues from gambling services are partly allocated <strong>to</strong> a specific cause. For instance,<br />

part <strong>of</strong> <strong>the</strong> tax revenues from lotteries is allocated <strong>to</strong> a fund aimed at building sports infra<strong>structure</strong><br />

and culture, sports betting companies usually pay sports associations for <strong>the</strong> permission <strong>to</strong> bet on<br />

<strong>the</strong>ir sports’ results. In general, tax revenues from gambling services contribute directly <strong>to</strong> <strong>the</strong> State<br />

c<strong>of</strong>fers. The yearly contributions <strong>to</strong> <strong>the</strong> sports and culture fund amount <strong>to</strong> an estimated €200 million<br />

whereas <strong>the</strong> contributions <strong>to</strong> sports associations from sports betting companies amount <strong>to</strong> an<br />

estimated €1 million.<br />

In Romania, <strong>the</strong> state collects <strong>the</strong> operating licence fees which go directly in<strong>to</strong> <strong>the</strong> state budget. A<br />

5% percentage is alocated as follows: 1.5% <strong>to</strong> <strong>the</strong> Cinema Public Fund and 3.5% <strong>to</strong> <strong>the</strong> National<br />

Programme for <strong>the</strong> Res<strong>to</strong>ration <strong>of</strong> His<strong>to</strong>ric Monuments.<br />

In Spain, <strong>the</strong>re are no specific provisions <strong>to</strong> allocate revenues from gaming machines in<strong>to</strong> specific<br />

causes or services <strong>of</strong> public interests with <strong>the</strong> exception <strong>of</strong> soccer pool revenues, which are<br />

transferred <strong>to</strong> sport federations, and revenues from <strong>the</strong> Catalonia regional lottery revenues, which<br />

go in<strong>to</strong> <strong>the</strong> Catalonian Social Welfare department <strong>of</strong> <strong>the</strong> regional government. In general most <strong>of</strong><br />

<strong>the</strong> taxes collected flow in<strong>to</strong> <strong>the</strong> common national or regional c<strong>of</strong>fers.<br />

Question 40: Are funds returned or re-attributed <strong>to</strong> prevention and treatment <strong>of</strong> gambling<br />

addiction?<br />

The situation varies considerably between Member States. By way <strong>of</strong> example, we give <strong>the</strong> following<br />

references:<br />

In Germany, organizations for problem and pathological gambling receives funds from <strong>the</strong> State<br />

budget and directly from <strong>the</strong> state lotteries.<br />

In Great Britain, <strong>the</strong>re is a tripartite <strong>structure</strong> comprising <strong>of</strong> <strong>the</strong> GREaT Foundation, which led by <strong>the</strong><br />

industry raises funds through voluntary donations <strong>to</strong> support research, education and treatment <strong>of</strong><br />

problem gambling, <strong>the</strong> Responsible Gambling Fund (RGF), which is <strong>the</strong> distributing body, and an<br />

independent Responsible Gambling Board.<br />

In Poland, <strong>the</strong> additional payments received from number games account for 20% <strong>of</strong> which a 3 % is<br />

allocated <strong>to</strong> <strong>the</strong> fight against addictions.<br />

In <strong>the</strong> Ne<strong>the</strong>rlands, prevention is paid by <strong>the</strong> opera<strong>to</strong>rs <strong>the</strong>mselves, and, as a rule, treatment by <strong>the</strong><br />

State budget, but not contributions coming from gambling. However, some opera<strong>to</strong>rs <strong>of</strong> AWP also<br />

contribute <strong>to</strong> treatment organisations and/or local communities on a voluntary basis.<br />
