In Sweden, <strong>the</strong> controlling body, Lotteriinspektionen (LI), has <strong>the</strong> authority <strong>to</strong> set standards on <strong>the</strong><br />

promotion <strong>of</strong> responsible gambling behaviour as a condition <strong>to</strong> <strong>the</strong> allocation <strong>of</strong> gaming licences. If<br />

LI identifies a problem in a certain sec<strong>to</strong>r it has <strong>the</strong> authority <strong>to</strong> develop regulation <strong>to</strong> deal with <strong>the</strong><br />

specific situation. Despite this not being <strong>the</strong> case in <strong>the</strong> past, LI has recently started <strong>to</strong> interact with<br />

<strong>the</strong> state-owned monopoly Svenska Spel AB, in <strong>the</strong> same way that it has always treated <strong>the</strong> private<br />

sec<strong>to</strong>r, i.e. applying <strong>the</strong> same scrutiny <strong>to</strong> its dealings with state- and private-opera<strong>to</strong>rs.<br />

Question 21: Is treatment for gambling addiction available at national level? If so, <strong>to</strong> what extent<br />

do on-line gambling opera<strong>to</strong>rs contribute <strong>to</strong> <strong>the</strong> funding <strong>of</strong> such preventive actions and<br />

treatment?<br />

Treatment for gambling addiction is available at national level in many <strong>EUROMAT</strong> member countries<br />

and is at times funded by <strong>the</strong> private land-based sec<strong>to</strong>r. The contribution <strong>of</strong> remote gambling<br />

service providers is however not known in all cases or inexistent due <strong>to</strong> illegal nature <strong>of</strong> <strong>the</strong> remote<br />

gambling sec<strong>to</strong>r in that country.<br />

By way <strong>of</strong> example, we refer <strong>to</strong> <strong>the</strong> following:<br />

In Austria, <strong>the</strong>re are various competing counselling and <strong>the</strong>rapy centres, groups, advisors and clinics<br />

for pathological gamblers in <strong>the</strong> nine Austrian counties, a number <strong>of</strong> which also care for persons<br />

indirectly affected by pathological gambling. They are supported by <strong>the</strong> industry and opera<strong>to</strong>rs, and<br />

some treatment centres are supported by <strong>the</strong> county governments and social services.<br />

In Bulgaria, <strong>the</strong> Bulgarian Gaming Association (BTAMOGI) has launched <strong>the</strong> nationwide program<br />

"Play Wisely", entirely funded by land-based opera<strong>to</strong>rs.<br />

In Belgium, <strong>the</strong> Belgian Gaming Commission provides links <strong>to</strong> a number <strong>of</strong> different self-help groups<br />

that are privately funded (www.gamingcommission.fgov.be/website/index.html).<br />
