SELECTION OF INDICATORS<br />
Indicators are not universal. Consequently, we cannot determ<strong>in</strong>e which <strong>in</strong>dicators<br />
should be selected or how many <strong>in</strong>dicators should be used to measure a given<br />
result. The response to these questions depends on:<br />

• The complexity of the result be<strong>in</strong>g measured;<br />
• The level of resources available <strong>for</strong> monitor<strong>in</strong>g impact; and,<br />
• The amount of <strong>in</strong><strong>for</strong>mation needed to make reasonably-<strong>in</strong><strong>for</strong>med decisions.<br />
We can, however, state that the quality of measurement is a major issue. Assur<strong>in</strong>g<br />
that the data collection process does not <strong>in</strong>clude <strong>in</strong>accuracies will help assure the<br />
overall quality of subsequent analyses.<br />
In microf<strong>in</strong>ance, the follow<strong>in</strong>g types of <strong>in</strong>dicators are generally used:<br />
• Economic <strong>in</strong>dicators that refer to <strong>in</strong>come, expenditure, consumption,<br />
<strong>in</strong>vestment and assets;<br />
• Social <strong>in</strong>dicators that refer to education, health, nutrition and risk reduction;<br />
and,<br />
• Socio-political <strong>in</strong>dicators that refer to empowerment and client relations to<br />
the wider environment.<br />
Levels of Measurement<br />
Levels of measurement describe the relationship between the values assigned to<br />
the attributes of a variable. Know<strong>in</strong>g the level of measurement helps determ<strong>in</strong>e how<br />
to <strong>in</strong>terpret the data from a variable. When a measure is nom<strong>in</strong>al, the numerical values<br />
are short codes <strong>for</strong> longer names. Know<strong>in</strong>g the level of measurement also<br />
determ<strong>in</strong>es what type of statistical analysis is appropriate on the values assigned. If<br />
a measure is nom<strong>in</strong>al, data values cannot be averaged and a statistical significance<br />
test cannot be per<strong>for</strong>med on the data.<br />
There are typically four levels of measurement.<br />
• Nom<strong>in</strong>al measurement: a numeric value names an attribute uniquely. No<br />
order<strong>in</strong>g of cases is implied.
