raised in the Island itself <strong>from</strong> taxation and every other<br />

such source of income ; although there is good reason to<br />

hope that dependence on the Mother Country<br />

will not<br />

last very long, and that the Revenue of <strong>Formosa</strong> will<br />

soon begin to exceed its Expenditure.<br />

I may add that, excluding the Military, Police, and<br />

official classes, the Japanese population of <strong>Formosa</strong> for<br />

three years stood as follows : In 1897 there were 16,321<br />

males and females in the Island ; in 1898 the number<br />

rose to 25,585 ; and in 1899 to 33,120 ; 22,392 of these<br />

being males, and 10,728 females. Of course, that region<br />

which includes the capital city of Taihoku has the<br />

largest number of Japanese residents, but the following<br />

analysis of those in the Tainan Prefecture alone may<br />

be interesting :<br />

Before concluding my remarks,<br />

it will not be considered<br />

out of place to refer to another matter, because I think<br />

every one will admit that successful colonizing is seen<br />

at most advantage when the people themselves willingly<br />

submit to the new authority, and when the change of<br />

circumstances has brought about a distinct improvement<br />

of the public morals. I quite admit that considerate<br />

care is needed in the application of our tests here ; for<br />

Japan faced a big complex question on coming to <strong>Formosa</strong>,<br />

and things among the large Chinese and aboriginal
