7.5 The trawl mentioned above graphically demonstrated in print the fact that many<br />

Provisional Orders within Confirmation Acts had been repealed, while the shells<br />

of those Confirmation Acts had themselves been left intact. These shells were of<br />

no practical use and hence an additional category of Order Confirmation Acts<br />

was identified and examined.<br />

All the listed Acts in the Oyster and Mussel Fisheries category had explicit expiry dates and<br />

therefore were obvious candidates for explicit repeal.<br />

7.6 A further category comprised a miscellaneous assortment of redundant Local<br />

Scottish Acts which came to the <strong>Commission</strong>’s attention simply because, for<br />

library purposes, a member of staff was checking the scope of all Scottish Local<br />

Acts enacted between 1930 and 1990, and incidentally identified possible<br />

candidates for repeal.<br />

7.1 The Acts in this group fall into three categories, the largest relating to Private<br />

Pension Funds. In most cases these named Funds for various reasons became<br />

impractical to administer and arrangements were made by statute to transfer<br />

outstanding contingent liabilities to Insurance Companies or to transfer the<br />

assets to another Fund for future administration, and then to dissolve the earlier<br />

Fund. In a few cases the Private Pension Acts being recommended for repeal<br />

were enacted to make changes in the administration of or terms of benefit<br />

awarded from the appropriate Pension Fund and are now spent.<br />

There are also three Acts relating to Municipal Aid to the Poor in Glasgow and Edinburgh.<br />

One Act had an explicit expiry date and the other two have long since been<br />

superseded by Public General legislation.<br />

7.2 There is also one Act relating to a Charity - or rather the dealings between two<br />

Charities, namely the St Andrew's Ambulance Association and the Scottish<br />

Branch of the British Red Cross. The Act in question regulates the transfer of<br />

funds from the first named to the other. The St Andrew's Ambulance Association<br />

acted as agent for the British Red Cross in Scotland before its Scottish Branch<br />
