Trigger Reductions and Revenues<br />

The budget identifies spend<strong>in</strong>g reductions and extension of revenue <strong>in</strong>creases<br />

(listed below) that will go <strong>in</strong>to effect <strong>in</strong> the event that the federal government fails to<br />

provide the $6.9 billion of additional fund<strong>in</strong>g proposed <strong>in</strong> the budget. The cash ga<strong>in</strong> or<br />

sav<strong>in</strong>gs from these trigger solutions will ensure the state has the ability to repay any<br />

external borrow<strong>in</strong>g.<br />

Reductions ($4.6 billion General Fund)<br />

These reductions impact spend<strong>in</strong>g that is with<strong>in</strong> the state’s control and are allowable<br />

under exist<strong>in</strong>g federal law.<br />

Elim<strong>in</strong>ate the Califor<strong>ni</strong>a Work Opportu<strong>ni</strong>ty and Responsibility to Kids (CalWORKs)<br />

Program ($1.044 billion).<br />

Fund exist<strong>in</strong>g mental health services with Proposition 63 funds ($847 million).<br />

Reduce Medi-Cal eligibility to the mi<strong>ni</strong>mum allowed under current federal law and<br />

elim<strong>in</strong>ate most remai<strong>ni</strong>ng optional benefits ($532 million).<br />

Reduce state employee salaries by an additional 5 percent ($508 million).<br />

Elim<strong>in</strong>ate the IHHS Program ($495 million).<br />

Redirect additional county sav<strong>in</strong>gs ($325 million).<br />

Elim<strong>in</strong>ate non-court required <strong>in</strong>mate rehabilitation programs, implement banked<br />

parole for low-risk serious and violent offenders, expand crimes where convicted<br />

felons will serve time <strong>in</strong> local jails, and <strong>in</strong>crease the number of parolees each agent<br />

will supervise ($280 million).<br />

Elim<strong>in</strong>ate the Healthy Families Program ($126 million).<br />

Elim<strong>in</strong>ate fund<strong>in</strong>g for enrollment growth at the U<strong>ni</strong>versity of Califor<strong>ni</strong>a and the<br />

Califor<strong>ni</strong>a State U<strong>ni</strong>versity ($111.9 million).<br />

Elim<strong>in</strong>ate various health services programs funded by Proposition 99 ($115 million).<br />

Make an unallocated reduction to trial courts ($<strong>10</strong>0 million).<br />

Freeze the level of the awards and <strong>in</strong>come eligibility for Cal Grants ($79 million).<br />

Elim<strong>in</strong>ate fund<strong>in</strong>g for the Transitional Hous<strong>in</strong>g Placement for Foster Youth-Plus<br />

Program ($36 million).<br />
