Local Revenue Fund — An <strong>in</strong>crease of $175.3 million attributable to revenue <strong>in</strong>creases<br />

<strong>in</strong> the State-Local Realignment program.<br />

Cli<strong>ni</strong>cal Laboratory Inspections — An <strong>in</strong>crease of $3.4 million Cli<strong>ni</strong>cal Laboratory<br />

Improvement Fund to comply with the provisions of Chapter 201, Statutes of<br />

<strong>2009</strong>, which revises licens<strong>in</strong>g and registration requirements for private nonprofit<br />

orga<strong>ni</strong>zations to accredit cli<strong>ni</strong>cal laboratories for state compliance, and revises<br />

licens<strong>in</strong>g fees to fund state resources to provide improved oversight.<br />

ADAP — A decrease of $37.7 million ADAP Rebate Fund to avoid a shortfall and<br />

ma<strong>in</strong>ta<strong>in</strong> a prudent reserve. This reduction is fully backfilled with General Fund.<br />

Mental Health Services Act Local Assistance — A decrease of $405.9 million Mental<br />

Health Services Fund, which is a tech<strong>ni</strong>cal adjustment to reflect updated county<br />

resource plans.<br />

Corrections and Rehabilitation<br />

General Fund expenditures are proposed to decrease by $1.19 billion, or 12.7 percent,<br />

not <strong>in</strong>clud<strong>in</strong>g General Fund offsets.<br />

The sig<strong>ni</strong>ficant General Fund cost drivers are:<br />

Correctional Officer Salaries — Correctional officer salaries are 33 percent higher<br />

than the average salary for comparable positions <strong>in</strong> other jurisdictions and parole<br />

agent salaries are 25.5 percent higher, accord<strong>in</strong>g to a Department of Personnel<br />

Admi<strong>ni</strong>stration salary survey.<br />

Court-Driven Costs — Numerous state and federal court orders have dramatically<br />

<strong>in</strong>creased the cost of prison health care, parole hear<strong>in</strong>gs, Americans with Disabilities<br />

Act compliance, and juve<strong>ni</strong>le <strong>in</strong>carceration. Medical costs are the largest cost driver.<br />

Califor<strong>ni</strong>a’s average annual medical <strong>in</strong>mate cost is approximately $11,000 per<br />

<strong>in</strong>mate, as compared to approximately $5,757 for New York, which has similar<br />

<strong>in</strong>mate demographics.<br />

The sig<strong>ni</strong>ficant General Fund workload adjustments are as follows:<br />

Adult Inmate and Parolee Population — An <strong>in</strong>crease of $176.2 million related to<br />

projected changes <strong>in</strong> the <strong>in</strong>mate and parolee populations, as well as payments<br />

to local jurisdictions that temporarily house <strong>in</strong>mates on behalf of the state<br />
