DELEGATES REPORT TO WORKS AND FACILITIES COMMITTEE MEETING HELD ON TUESDAY 14 NOVEMBER 2006 Page 26 W06/115 NSW ROADS CONGRESS – DELEGATES REPORT 98.2473 Bronwyn Kelly, Director of Corporate & Technical Services Waverley City Council Development of a Parking Enforcement Strategy as a Tool to Implement a Transport Policy Waverley City Council covers only 9sqkm and takes in Bondi Beach. • 2500 parking spaces under parking meters • 2001 Council takes over parking from NSW Police • 2002 Transport Plan developed: - aim to shift people out of cars into other modes - $8M of engineering works to reduce speed and limit vehicular movement - enforcement officers increased from 4 to 38 - fines increased from $2M pa to $12M pa (over 99/00 to 05/06), now making up 25% of Council’s revenue - targets set • 2003 DCP put in place to limit the provision of off-street parking on private property to discourage car ownership • 2004 – green links program providing pathways, etc and car sharing and other projects encouraging change in behaviour Outcomes: • target set harder to bring to reality – require specific strategies to try to reach targets set • Waverley has now set new Strategic Plan with parking and traffic management being the number one issue • 1997-2005: - car ownership grew by 17% - visitation to Bondi grew by 10% (now 6M pa) - day visitors grew by 65% - Westfield Shopping Centre underwent a major upgrade – now 21.3M people pa - State Government increased the value of fines - hand held devices for parking officers greatly increased their efficiency of producing fines - illegal parking increased, as residents squeezed out of spaces in their local streets resulting in many residents being fined and bringing a backlash from the community • review undertaken: - implemented a more educative approach (eg “move on” protocol – if you move on when asked, no fine imposed) - widespread education on parking regulations stressing road safety benefits (eg illegal parking around junctions) - recognise balance needed in enforcement with enforcement to be based on safety and amenity - staff performance monitored to ensure balanced approach • over four year period: - accidents down 26% - pedestrian accidents down 54% - significant credit to engineering treatments implemented and enforcement of illegal unsafe parking
DELEGATES REPORT TO WORKS AND FACILITIES COMMITTEE MEETING HELD ON TUESDAY 14 NOVEMBER 2006 Page 27 W06/115 NSW ROADS CONGRESS – DELEGATES REPORT 98.2473 Mick Savage, Manager NSW Roads & Transport Directorate Mick provided a summary of the activities of the NSW Roads & Transport Directorate (R&TD) of the last year. • 123 Councils now members (up 14) • roads and bridges benchmarking reports now updated and available on the IPWEA website • includes 135 (89%) of Councils with validated responses to the IPWEA roads and bridges survey – 147 (97%) received with 12 requiring further work to validate • this data was used to input into the Local Government Sustainability Inquiry (Allen report) • R&TD made a detailed submission to the Inquiry • Timber Bridge Working Party active and investigating a number of areas (Note: ESCs Senior Project Engineer Russell Burke is represented on this technical working party.) • NSW Roads Congress provided • R&TD forum provided at IPWEA Annual Conference • new groups formed: - Transport Working Party - Standard Operating Procedures Working Party (Note: ESCs Mike Clement is represented on this group.) • observed and assisted NAMS.AU group • Roads & Bridges Asset Benchmarking Project to be run again based on 2005/06 information. Surveys to be sent to Councils in November seeking data by end of 2006. This information will again be collated to provide Statewide summaries of the current shortfall in funding, progress on asset management planning and other valuable information • next NSW Roads Congress proposed to be held in 18 months time in conjunction with the IPWEA Conference to allow Councillors the opportunity to participate in the Local Government Engineering and Road Safety Awards, and reduce the cost of sending staff and Councillors to separate events John Truman, President NSW IPWEA – Congress Communique Final discussion and input into the Congress Communique prior to final drafting. CONCLUSION The NSW Congress provided valuable updates on issues affecting roads and transport within NSW as well as informal discussion with other elected members and senior staff.
