ENVIRONMENT REPORT TO WORKS AND FACILITIES COMMITTEE MEETING HELD ON TUESDAY 14 NOVEMBER 2006 Page 35 W06/117 BENGELLO FOREST 05.9452/2 SYNOPSIS This report discusses the ecological significance of the tracts of Council managed land between Moruya North Head and the village of Broulee, both east and west of George Bass Drive. Additionally, the report outlines some of the options available to Council for the future management of this unique area. BACKGROUND The Bengello Forest area is significant from geological, cultural, aesthetic and ecological perspectives. The area has exceptionally high biological diversity and supports a range of threatened flora and fauna as well as forming a key corridor facilitating migration and dispersal to the north and west. The nearby freshwater wetlands Williga and Waldrons Swamps together with Malabar Lagoon and Mogo State Forest complement the areas biodiversity values. This report refers to ~230Ha of land (parts of Lot 70-DP 831111, Lot 8 DP 258299 and Lot 7008 DP 1020750 – see map). The Bengello area is the largest of only two main clusters of the Endangered Bangalay Sand Forest community in the Shire (the other being the Pedro/Congo area). Reflected by its present status, [listed under the Threatened Species Conservation (TSC) Act and presently being considered for listing under the Federal Environment Protection and Biodiversity Conservation (EPBC) Act], this community is likely to become extinct in nature unless key threatening processes impacting its health and extent are controlled or cease to operate (Final Determination - Scientific Committee 2005). These processes include land clearing, degradation and disturbance associated with heavy recreational use, frequent burning, rubbish dumping and weed invasion. A number of key user groups such as the racing community, professional and recreational fishers, naturalist and conservation groups and those involved with passive forms of recreation, eg cycling, walking and dog walking have a keen interest in the area. As the primary land managers of the Bengello Forest area, Council has a responsibility to apply appropriate management, protect the ecological function of the area and ensure the viability of this tract is maintained and eventually improved. ISSUES The Bengello Forest area is presently being impacted by a number of processes – these threats are generally associated with proximal development and recreational use such as: • Arson activity – the area is frequently subject to unprescribed burns particularly around Broulee. • Clearing - present pruning activity north of the Airport runway for air safety purposes has an impact for approximately 900m. • Recreational use – significant degradation and disturbance associated with recreational use is obvious along the tracks through the Bengello Forest area. • Rubbish dumping –area is a dumping ground and the refuse littered along the tracks includes domestic, industrial/commercial waste and cars. • Weed invasion - due to the great number of access tracks cutting through the endangered community, there is an increasing potential for further spread of weeds.
