• Ministry of Foreign Affairs of Serbia and Montenegro comprises<br />

diplomatic-consular legations which are, among other things, authorised to<br />

issue visas to <strong>for</strong>eign subjects who intend to stay on the territory of the SCG<br />

or transit through the territory of SCG. This Ministry is also authorised to hold<br />

negotiations and contract agreements with neighbouring countries on state<br />

<strong>border</strong>s, and to conclude and implement bilateral agreements on marking,<br />

renewal, or maintenance of <strong>border</strong> lines and <strong>border</strong> markings at determined<br />

state <strong>border</strong> points.<br />

• Ministry of Human and Minorities Rights of Serbia and Montenegro is<br />

authorised to per<strong>for</strong>m duties related to realization and follow-up of the<br />

Constitutional Charter of the State Union of Serbia and Montenegro, the<br />

Charter of Human and Minorities Rights and Civic Liberties, international<br />

contracts and laws, guaranteed rights and freedoms of man and citizen, and<br />

rights of national minorities; it follows the realization of the rights of refugees<br />

as regulated by international multilateral and bilateral agreements; it per<strong>for</strong>ms<br />

duties related to extradition and provides international legal help; it<br />

coordinates activities connected to contracting and following of international<br />

agreements in the field of readmission, and other duties as regulated by law.<br />

• Ministry of Health per<strong>for</strong>ms duties in state administration with sanitary<br />

inspectors in compliance with currently lawful and legal regulations. In future<br />

by adopting the appropriate lawful regulations, the Ministry of Health will be<br />

responsible only in emergency cases of controlling infectious diseases and<br />

the procedures <strong>for</strong> controlling the contagions. When the prevention of<br />

spreading of disease in country and towards neighbouring countries is<br />

needed, it’s necessary to have clear, efficient and easy implemented plan and<br />

procedures <strong>for</strong> those cases. Especially important co-operation between<br />

<strong>border</strong> services and this Ministry will be in combating the drugs.<br />

• Ministry of Capital Investment within which are several sectors that are<br />

supporting the <strong>integrated</strong> <strong>border</strong> <strong>management</strong> and that are competent in this<br />

area, first of all in the position of <strong>for</strong>eign shippers while transporting the goods<br />

and passengers through the territory of the Republic of Serbia, on the<br />

waterways where the international and inter-state navigable regime are in<br />

effect. Parts of the Sector <strong>for</strong> the river traffic and navigation security are<br />

organisational units of the Port Authority which are also competent in<br />

controlling the international traffic on international waterways. Likewise, the<br />

Sector <strong>for</strong> the road traffic and the Sector <strong>for</strong> the air traffic are playing an<br />

important part in control of trans-<strong>border</strong> traffic, <strong>for</strong> it controls, through its<br />

inspection bodies, traffic of passengers and goods over the <strong>border</strong> crossings<br />

at the blue <strong>border</strong>.<br />

To regulate the traffic between two states the bilateral agreements are<br />

needed. If there is no Agreement, then the competent Ministry <strong>for</strong> the traffic,<br />

in this case Ministry of Capital Investment starts the procedure <strong>for</strong> its signing<br />

(its own initiative or initiative of the other part interested in regulating the cross<br />

<strong>border</strong> traffic). The Ministry of Capital Investment co-ordinates other<br />

competent state authorities on drafting agreements on regulating cross <strong>border</strong><br />

traffic (<strong>for</strong> all types of the traffic), prepares Draft agreements and Proposed<br />

guidelines <strong>for</strong> negotiations, as well as other materials necessary to start<br />

negotiations with other country in order to sign bilateral agreements on<br />

regulating cross <strong>border</strong> traffic.<br />

The Ministry of Capital Investment also per<strong>for</strong>ms duties of state administration<br />

that refer to determination of conditions <strong>for</strong> the construction of structures and
