VETERINARY LEGAL REGULATIONS<br />

The issues of improvement and the protection of animal health and well-being, the<br />

control of the spreading of communicable diseases and measures <strong>for</strong> the prevention,<br />

detection, combating and eradication of communicable diseases in animals and<br />

diseases that can be transmitted to humans, veterinary and sanitary control and<br />

conditions <strong>for</strong> the production and trade in animals, products of animal origin and<br />

animal food are regulated by:<br />

- Law on Veterinary Medicine (Published in the “Official Gazette of the Republic of<br />

Serbia, No. 91/2005);<br />

- Law on Quality Control of Agricultural Food Products in Foreign Trade (Published<br />

in the "Official Gazette of the FRY", No. 12/95 of March 10, 1995; 28/96 and<br />

59/98)<br />

The Veterinary Administration is also implementing several international and bilateral<br />

agreements on veterinary cooperation. The following fifteen international agreements<br />

are currently in <strong>for</strong>ce: with Albania, Argentina, Belarus, Bulgaria, Libya, Uruguay,<br />

Croatia, Ukraine, Macedonia, Mongolia, Romania, the Russian Federation, Turkey,<br />

China and the European Community (from 1996).<br />

An Agreement on the Border Control in the Joint Border Station Dimitrovgrad was<br />

signed with Bulgaria on April 15, 2005.<br />

The Protocol on Harmonization of Procedures and Proceedings in Foreign Trade in<br />

Goods Subject to Mandatory Veterinarian-Sanitary Control and Phyto-sanitary<br />

Control on the Border of the State Union of Serbia and Montenegro was signed on<br />

April 29, 2003.<br />

LEGAL REGULATIONS ON THE PROTECTION OF PLANTS<br />

The scope of the authority of the Administration <strong>for</strong> the Protection of Plants and the<br />

manner of sanitary control and inspection of plants, the means <strong>for</strong> protection and<br />

nutrition of plants, the data collection and the setting up of databases are provided <strong>for</strong><br />

by the following legislation:<br />

- Law on the Protection of Plants (Published in the "Official Gazette of the FRY",<br />

No. 24 of May 15, 1998; 26/98);<br />

- Law on Seed (Published in the "Official Gazette of RS", No. 45 of May 31, 2005);<br />

- Law on Seedling (Published in the "Official Gazette of the RS" No. 18/05);<br />

- Law on Genetically Modified Organisms (Published in the "Official Gazette of the<br />

FRY", No. 21 of May 11, 2001);<br />

- Law on the Quality Control of Agricultural and Food Products in Foreign Trade<br />

(Published in the "Official Gazette of the FRY", No. 12/95 of March 10, 1995;<br />

28/96 and 59/98) and accompanying bylaws.<br />

Serbia and Montenegro is signatory to the International Convention ?n the Protection<br />

of Plants.
