10. STRATEGIC GOALS IN INTEGRATED BORDER MANAGEMENT<br />
10.1. General goal<br />
The goal of the <strong>Strategy</strong> is to define framework <strong>for</strong> a system which will enable<br />
establishment and long-term keeping of a <strong>border</strong> open <strong>for</strong> circulation of people and<br />
trade, but secure and close <strong>for</strong> all <strong>for</strong>ms of trans-<strong>border</strong> criminal activities and all<br />
other activities that are the threat to security and stability in the region. Integrated<br />
<strong>border</strong> <strong>management</strong> system will be in accord with the rules, standards, and<br />
recommendations of the European Union <strong>for</strong> external <strong>border</strong>s.<br />
Realization of the general goal<br />
The task of greatest priority upon adoption of the basic document of the <strong>Strategy</strong><br />
should be development of an action plan <strong>for</strong> its realization in practice, particularly<br />
development and adoption of separate strategies <strong>for</strong> implementation of the <strong>Strategy</strong><br />
in sectors of <strong>border</strong> services, and strategies of implementation of the <strong>Strategy</strong> in<br />
functional fields of priority such as training, telecommunications and in<strong>for</strong>mationtechnology<br />
systems, infrastructure and equipment.<br />
The Basic document of the <strong>Strategy</strong> <strong>for</strong> by itself cannot encompass all actions<br />
necessary to be undertaken <strong>for</strong> its practical realization, so the list of activities, as part<br />
of the realization of particular objectives, should be taken as a frame not as a final<br />
one. Operational document of the implementation plan is yet to be developed, and it<br />
will be all-inclusive, but it will also follow the fate of the <strong>Strategy</strong> itself as a living<br />
document, which means that it will also be susceptible to necessary adaptations to<br />
real circumstances.<br />
10.2. Particular objectives<br />
Particular objectives of the Integrated Boarder Management <strong>Strategy</strong> in the Republic<br />
of Serbia on national level, as part of the general strategic goal, are:<br />
Objective I – Legal and regulatory framework<br />
In the framework of this objective it is necessary to develop a detailed regulatory<br />
framework which would include laws, sub-law acts, and internal decrees of <strong>border</strong><br />
services, harmonised with models, standards, and recommendations of the EU <strong>for</strong><br />
external <strong>border</strong>s, and particularly the recommendations <strong>for</strong> Western Balkan. Special<br />
activities to be undertaken are:<br />
• Making of catalogue of valid ordinances of the Republic of Serbia.<br />
• Making of analysis of differences between valid ordinances and catalogue of<br />
recommendations <strong>for</strong> the application of the Schengen Accord.<br />
• Making of harmonization of ordinances plan (structure, priorities, and<br />
carriers).<br />
• Making of catalogue of ordinances and its adoption with greatest priority.<br />
• Contracting of inter-state agreements with neighbouring countries in relation<br />
to co-operation in the field of <strong>border</strong> jobs.<br />
• Review of the existing agreements.<br />
• Signing of the clear procedures on co-operation between <strong>border</strong> services.<br />
• Categorization of <strong>border</strong> crossings in co-operation with competent authorities<br />
of the neighbouring countries.
