2.3. Pumped storage as the battery for v-RES<br />

Pumped storage power plants provide important balanc<strong>in</strong>g and ancillary services,<br />

facilitat<strong>in</strong>g the <strong>in</strong>tegration of v-RES. Accord<strong>in</strong>g to the results of the EURELECTRIC<br />

questionnaire on pumped storage hydropower plants <strong>in</strong> <strong>Europe</strong> (see Annex 1), if all<br />

plants with obta<strong>in</strong>ed construction licence and all projects at an early plann<strong>in</strong>g stage<br />

were realised, the total <strong>in</strong>stalled pumped storage capacity <strong>in</strong> EURELECTRIC <strong>Europe</strong><br />

would rise to over 30 GW. 16 Russia has an additional 7 GW of pumped storage capacity<br />

potential (both licensed projects and those <strong>in</strong> early plann<strong>in</strong>g).<br />

Although large pumped storage capacities have already been <strong>in</strong>stalled, significant<br />

pumped storage potential <strong>in</strong> <strong>Europe</strong> rema<strong>in</strong>s. Figure 7 gives an overview of exist<strong>in</strong>g<br />

pumped storage capacities, licensed projects and projects at an early plann<strong>in</strong>g stage.<br />

Not only are countries with experience <strong>in</strong> pumped storage technologies plann<strong>in</strong>g to<br />

build new plants, but so are countries such as Cyprus, Estonia or Hungary that have no<br />

pumped storage plant <strong>in</strong> operation today and no or relatively small hydropower<br />

generation. For France, the data delivered <strong>in</strong> the French NREAP 17 have been used. Data<br />

for Romania, Italy and Sweden are miss<strong>in</strong>g. For Norway, only one project that is <strong>in</strong><br />

early plann<strong>in</strong>g stage is shown, although prelim<strong>in</strong>ary technical feasibility studies on<br />

pumped storage potential <strong>in</strong> Norway <strong>in</strong>dicate that additional pumped storage capacity<br />

of up to 20 GW could be <strong>in</strong>stalled by us<strong>in</strong>g exist<strong>in</strong>g reservoirs.<br />

The follow<strong>in</strong>g sections describe the contribution of exist<strong>in</strong>g, licensed and planned<br />

pumped storage power plants to the storage of excess electricity. Licensed pumpstorage<br />

means here <strong>in</strong> advanced plann<strong>in</strong>g stage, eventually commissioned or under<br />

construction, whereas planned means ‘<strong>in</strong> an early plann<strong>in</strong>g stage. Without this battery<br />

function, electricity exceed<strong>in</strong>g <strong>in</strong>stantaneous demand could not be fed <strong>in</strong>to the system<br />

and generation would be lost.<br />
