also be limited by river regulation restrictions.<br />

CASE STUDY 2 - Offsett<strong>in</strong>g the black-out of 4 November 2006: hydropower’s<br />

contribution<br />

The <strong>in</strong>cident of 4 November 2006 caused electricity supply disruptions to more than 15<br />

million households. The immediate action taken by all TSOs accord<strong>in</strong>g to the UCTE 36<br />

security standards prevented this disturbance from turn<strong>in</strong>g <strong>in</strong>to a <strong>Europe</strong>-wide<br />

blackout.<br />

The cha<strong>in</strong> of events led to occurrence of this disturbance result<strong>in</strong>g <strong>in</strong> <strong>Europe</strong> be<strong>in</strong>g split<br />

<strong>in</strong>to three areas – Western <strong>Europe</strong> (Area 1), North-Eastern <strong>Europe</strong> (Area 2) and South-<br />

Eastern <strong>Europe</strong> (Area 3). The break-up <strong>in</strong>to three systems led to strong disequilibrium<br />

between those areas. Because of the large frequency excursions/fluctuations, a<br />

significant number of generation units (more than 10,000 MW <strong>in</strong> the Western area)<br />

connected to distribution networks were disconnected from the network due to their<br />

protection systems. The <strong>in</strong>vestigations identified that non-fulfilment of the N-1<br />

criterion and <strong>in</strong>sufficient <strong>in</strong>ter-TSO coord<strong>in</strong>ation were the two ma<strong>in</strong> reasons for this<br />

disturbance.<br />

In order to quickly restore balance between electricity generation and consumption,<br />

several steps were <strong>in</strong>itiated, with hydropower (run-of river, hydro with reservoirs and<br />

pumped storage power plants) play<strong>in</strong>g a major role as summarised <strong>in</strong> Figure 14.<br />
