10. As electricity generation assets, hydropower plants should operate <strong>in</strong> a<br />
competitive and unbundled market environment. Pumped storage ownership<br />
claims by TSOs are truly unjustified and go aga<strong>in</strong>st the provisions of exist<strong>in</strong>g<br />
Directives 46<br />
EURELECTRIC strongly rejects the attempt by some <strong>Europe</strong>an transmission system<br />
operators (TSOs) to claim property of pumped storage plants by referr<strong>in</strong>g to their<br />
role as service providers, as has for <strong>in</strong>stance been the case <strong>in</strong> Spa<strong>in</strong> or Italy. Any<br />
rebundl<strong>in</strong>g attempt should be rejected; there is no legal ground or justification for<br />
any such request. In addition, pumped storage hydropower plants are <strong>in</strong>tegrated<br />
<strong>in</strong>to conventional storage hydropower systems and only generation companies<br />
have the necessary knowledge and capacities to operate such systems.<br />
11. Pumped storage shall not be treated as consumption <strong>in</strong> sett<strong>in</strong>g grid fees<br />
Pumped storage’s ma<strong>in</strong> purpose is to stabilize the power system both <strong>in</strong> very short<br />
term timescale with <strong>in</strong> m<strong>in</strong>utes (ancillary services) and <strong>in</strong> a little longer time scale<br />
(several hours) to balanc<strong>in</strong>g vary<strong>in</strong>g generation or load. <strong>Hydro</strong>power contributes<br />
to the stability of the system and should hence not been seen as a consumer.<br />
