<strong>National</strong> Strategy Plan (for Rural Development) and the <strong>National</strong> Fisheries <strong>Strategic</strong><br />

Plan. 5<br />

This <strong>National</strong> <strong>Strategic</strong> <strong>Reference</strong> <strong>Framework</strong> consists of a number of Chapters.<br />

Chapter 1 serves as an introduction to the strategic framework of Malta. Chapter 2<br />

presents a diagnosis of Malta’s territorial and socio-economic context. It consists of an<br />

overview of Malta’s territorial characteristics, an analysis of most recent economic<br />

performance, and a review of the sectors considered critical for Malta’s convergence. The<br />

scope of Chapter 2 is to provide the contextual scenario in which to ascertain Malta’s<br />

position vis-à-vis the European Union 25 benchmarks. The latter position is presented in<br />

Chapter 4. Chapter 3 provides a detailed overview of the national strengths, weaknesses,<br />

opportunities and threats (SWOT) analysis. This analysis is the outcome of an intensive<br />

public dialogue process undertaken to assess the country’s needs, challenges and strategic<br />

objectives.<br />

Following the delineation of this socio-economic context and Malta’s position in the EU<br />

wide context, Chapter 5 enlists the principal needs and challenges Malta is facing up to<br />

the 2013 period. In relation to these needs and challenges, Chapter 5 presents the NSRF<br />

strategic objectives and provides a description of each objective. Chapter 6 highlights<br />

how the NSRF strategic objectives relate to the governing visions of the country mainly<br />

those emerging from the Pre-Budget Document ‘A Better Quality of Life’ (2006) and<br />

Malta’s <strong>National</strong> Reform Programme.<br />
