Others only contain abstracts and refer to the author for further information. There are incomplete data on the number of full-text RTD reports and articles that are available through the information systems; the table below presents the data that were available for four information systems. Scirus leads: on subscription it gives full-text access to 1.3 million articles in scientifi c journals that refer to ‘energy’ 6 . Note the target of 75 000 full-text scientifi c and technical reports in 2004 requiring substantial effort from the US DOE TIM programme. Unknown 6 Note that in 2002 the US TIMP programme abandoned their PubSCIENCE tool that provided researchers and science-attentive citizens access via the web with bibliographic records of peer-reviewed journal literature relating to DOE-supported work. After analysing the availability of freely searchable journal citations available via the web through secondary information providers Scirus and Infotrieve, TIM concluded that these private sector products fulfi lled the needs in coverage at no cost to users.
Energy RTD Information Systems in the ERA Data on the usage of energy RTD information systems is rarely disclosed. Within the scope of the study some data could be collected; the table below presents the available information. Table 5 – Usage of energy RTD information systems Downloads # Specifi cation US DOE TIMP User transactions 260 000 Downloads of full text reports per year INT Scirus (journal) 1 000 000 Unique users per month (not focused on energy RTD) US DOE TIMP 500 000 User transactions TIM’s info systems per month 2001 ManagEnergy 15 000 Visitors per month There is imbalance in the availability of energy RTD info systems at different levels At international level, the IEA and the IEA member countries have realised several comprehensive information systems relevant for energy RTD: • The IEA ETDEWEB system • The IEA Implementing Agreements websites • The IEA information centre • The IEA/OECD’s initiatives Caddet and Greentie. ETDEWEB is clearly the information system of reference; many national websites on energy RTD link to ETDEWEB. At EU level, there is no such central energy RTD information system. CORDIS provides valuable information on EU RTD programmes and projects but is relatively diffi cult to use and does not have a clear focus; it encloses all research fi elds of the EU framework programmes and energy RTD is not distinguished. DG TREN manages several websites that give access to energy RTD results under the EIE and precursor programmes, but access is confusing, the focus is on demonstration, full text documents on the RTD are not available and the information is sometimes outdated. ManagEnergy is an interesting and professionally managed initiative, though not directed to energy RTD but to dissemination of EU policy and good practice of new energy technologies and solutions. There are several other EU websites that disclose energy RTD results but their actual status and purpose is unclear. Table 6 below presents examples of EU energy RTD information systems and energy RTD related websites. 29
