services. For it to gain critical mass and standing in the area <strong>of</strong> IP, it has to look<br />

outwards to tap on international markets and expertise. Second, IP transactions<br />

are costly due to difficulties in valuation and the limited transparency in the<br />

market. Third, there are still gaps in the slate <strong>of</strong> capabilities required to service the<br />

needs <strong>of</strong> the local and the region’s IP ecosystem.<br />

1.4.5. In its formulation <strong>of</strong> strategies to achieve the desired outcomes <strong>of</strong> Singapore as an<br />

IP Hub, the Committee has considered these constraints and sought to propose<br />

recommendations which would help address and overcome them. The overarching<br />

strategy is to identify niche areas in the global IP landscape that Singapore can<br />

contribute meaningfully to, and exploit Singapore’s advantages to forge a strong<br />

value proposition, hence allowing us to punch above our weight and distinguish<br />

ourselves as a pre-eminent Global IP Hub in Asia.<br />
