4.4.5. Singapore-qualified patent agents should also be encouraged to broaden their<br />
expertise, e.g. through funded or subsidised continuing pr<strong>of</strong>essional development.<br />
The marriage <strong>of</strong> patent agent skills with legal expertise and commercial know-how<br />
will command a higher premium in today’s complex globalised operating<br />
environment, where companies’ international business strategies are <strong>of</strong>ten<br />
inextricably tied to their IP strategy across different jurisdictions and IP regimes.<br />
Those with requisite legal qualifications can also provide legal services, including IP<br />
litigation, in addition to patent agency work. The availability <strong>of</strong> such talent and<br />
expertise will also strengthen Singapore’s push to be a more attractive centre for<br />
IP-related alternative dispute resolution (ADR). Singapore-qualified patent agents<br />
must be able to provide Asian clients with a strong value proposition. They should<br />
expand their knowledge base beyond Singapore’s patent laws, to include<br />
awareness and knowledge <strong>of</strong> the IP laws and practices <strong>of</strong> other countries, such as<br />
those <strong>of</strong> ASEAN countries. They can also differentiate themselves by going beyond<br />
conventional services like patent drafting and prosecution, to acquire skill sets in<br />
other value-added IP services such as patent landscape mapping, and patent<br />
portfolio analysis, to meet the needs <strong>of</strong> IP owners looking for “one-stop shop”<br />
services. These additional skill sets or qualifications can help provide mult<strong>ip</strong>le<br />
pathways for patent agents’ career progression and development, and enrich the<br />
talent pool in our IP ecosystem in the long run.<br />
