situation developed <strong>in</strong> favour of <strong>the</strong> Albanians <strong>in</strong> <strong>Kosovo</strong>. Most of Belgrade's efforts are focussed on <strong>the</strong><br />

north of <strong>Kosovo</strong>. “All Belgrade politicians view <strong>the</strong> north <strong>in</strong> general, and <strong>Mitrovica</strong> <strong>in</strong> particular, as <strong>the</strong> l<strong>in</strong>e<br />

to be held aga<strong>in</strong>st fur<strong>the</strong>r Albanian encroachment” (ICG, 2005).<br />

Belgrade's has two ma<strong>in</strong> <strong>in</strong>terests regard<strong>in</strong>g <strong>Kosovo</strong>, which can be opposed to each o<strong>the</strong>r <strong>in</strong> some cases.<br />

First, to keep <strong>Kosovo</strong> as a part of Serbia and second, <strong>the</strong> needs of <strong>the</strong> Serbian population <strong>in</strong> <strong>Kosovo</strong><br />

(ICG, 2002). Regard<strong>in</strong>g Belgrade's first <strong>in</strong>terest – to keep <strong>Kosovo</strong> as a part of Serbia - Belgrade's policy is to<br />

stimulate <strong>the</strong> conflict <strong>in</strong> <strong>Kosovo</strong> to prove that <strong>Kosovo</strong> is not safe for Serbs. Their argument is that if <strong>Kosovo</strong><br />

is not safe this means that <strong>Kosovo</strong> cannot be <strong>in</strong>dependent because it fails to protect m<strong>in</strong>ority rights. In <strong>the</strong><br />

scenario of an unavoidable <strong>in</strong>dependent <strong>Kosovo</strong> <strong>the</strong>ir argument would change to that <strong>the</strong> north of <strong>Kosovo</strong><br />

(start<strong>in</strong>g at <strong>the</strong> river Ibar) needs to partition and rejo<strong>in</strong> Serbia <strong>in</strong> order to defend <strong>the</strong> security and rights of <strong>the</strong><br />

majority Serbian population <strong>the</strong>re. “If <strong>the</strong> Serb hard-l<strong>in</strong>ers can demonstrate that KFOR and UNMIK are<br />

<strong>in</strong>capable of creat<strong>in</strong>g a secure environment for non-Albanians and function<strong>in</strong>g <strong>in</strong>stitutions <strong>in</strong> strife ridden<br />

areas, <strong>the</strong>n Belgrade can push its case more forcefully”. “The purpose of this consolation is to prepare<br />

<strong>Kosovo</strong> for eventual partition” (ICG, 2002). This goal can have negative effects on <strong>the</strong> second <strong>in</strong>terest of<br />

Belgrade – <strong>the</strong> needs of <strong>the</strong> Serbian population <strong>in</strong> <strong>Kosovo</strong> – as stimulat<strong>in</strong>g <strong>the</strong> conflict and oppos<strong>in</strong>g<br />

advancement does not make live any easier for most Serbs. The proposed division has caused tensions<br />

between Serbs of <strong>the</strong> enclaves (south of <strong>the</strong> Ibar) and Serbs of <strong>the</strong> north s<strong>in</strong>ce late 1999 (ICG, 2002). As a<br />

partition of <strong>Kosovo</strong> would leave Serbs south of <strong>the</strong> Ibar even more defenceless aga<strong>in</strong>st <strong>the</strong> Albanians <strong>the</strong>y<br />

fear and make <strong>the</strong>m an even smaller m<strong>in</strong>ority (field notes).<br />

That Belgrade chooses <strong>the</strong> <strong>in</strong>terest to keep <strong>Kosovo</strong> as a part of Serbia over <strong>the</strong> needs of <strong>the</strong> <strong>Kosovo</strong> Serbs<br />

can be expla<strong>in</strong>ed <strong>with</strong> political reasons. For example, <strong>the</strong> 100.000-150.000 Serbs left <strong>in</strong> <strong>Kosovo</strong> are hardly<br />

relevant as voters. Besides political reasons for Belgrade's opposition to <strong>in</strong>tegration <strong>in</strong> <strong>Kosovo</strong>, ethnic beliefs<br />

and crim<strong>in</strong>al <strong>in</strong>terests also play a part. “...primary reason for <strong>the</strong> difficulties <strong>in</strong> <strong>Mitrovica</strong> lies <strong>with</strong> hard-l<strong>in</strong>e<br />

elements among <strong>the</strong> Serbs, both <strong>in</strong> <strong>Mitrovica</strong> and <strong>in</strong> Belgrade, who are unwill<strong>in</strong>g to submit to UNMIK rule,<br />

or to accept <strong>in</strong>tegration of <strong>the</strong> nor<strong>the</strong>rn part of <strong>the</strong> city <strong>in</strong>to <strong>Kosovo</strong> society and political <strong>in</strong>stitutions. Their<br />

reasons are partly political, partly ethnic, and partly crim<strong>in</strong>al “ (ICG, 2002). An example of <strong>the</strong> crim<strong>in</strong>al<br />

reasons for Belgrade's policy is that a lot of money that is "<strong>in</strong>vested" <strong>in</strong> <strong>Kosovo</strong> <strong>in</strong> fact disappears <strong>in</strong> <strong>the</strong><br />

pockets of politicians and o<strong>the</strong>r people <strong>in</strong> power. What exactly happens <strong>with</strong> <strong>the</strong> money is unclear but<br />

corruption scandals are very common (ICG, 2009).<br />

Ano<strong>the</strong>r example of <strong>the</strong> <strong>in</strong>fluence of crim<strong>in</strong>al <strong>in</strong>terests on policies are certa<strong>in</strong> tax-laws. In <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of<br />

2005 Belgrade wanted to create new laws for collect<strong>in</strong>g VAT on goods go<strong>in</strong>g to <strong>Kosovo</strong>, but <strong>the</strong> SNC fear<strong>in</strong>g<br />

a loss of profit on smuggl<strong>in</strong>g activities protested by call<strong>in</strong>g <strong>the</strong> new laws unpatriotic. They got what <strong>the</strong>y<br />

wanted, as VAT cont<strong>in</strong>ued to be waived for any Belgrade registered bus<strong>in</strong>esses when import<strong>in</strong>g goods from<br />

Serbia <strong>in</strong>to <strong>Kosovo</strong>. This is a double w<strong>in</strong> because it prevents <strong>Kosovo</strong> Albanians from import<strong>in</strong>g <strong>with</strong>out<br />
