towards <strong>the</strong>ir colleagues of <strong>the</strong> o<strong>the</strong>r ethnic group because of <strong>the</strong> feared negative reaction by <strong>the</strong>ir own<br />

community. It seems to me <strong>the</strong>y had several options <strong>in</strong> answer<strong>in</strong>g this question: 1. say<strong>in</strong>g that <strong>the</strong>y still hate<br />

“<strong>the</strong>m”, whe<strong>the</strong>r this is <strong>the</strong> truth or a lie it would be <strong>the</strong> safest answer. 2. say<strong>in</strong>g that <strong>the</strong>y have positive<br />

attitudes towards “<strong>the</strong> o<strong>the</strong>r”, this would be <strong>the</strong> least safe answer. Or 3. not answer<strong>in</strong>g <strong>the</strong> question, which is<br />

what generally happened. So, it is at least curious <strong>the</strong>y did not all go for answer 1.<br />

Also, most of <strong>the</strong> o<strong>the</strong>r locals I <strong>in</strong>terviewed who had contacts <strong>with</strong> members of <strong>the</strong> o<strong>the</strong>r ethnic group over<br />

longer periods of time reported that <strong>the</strong>ir relations and views of <strong>the</strong> o<strong>the</strong>r ethnicity improved dur<strong>in</strong>g this<br />

process. This is ano<strong>the</strong>r argument that leads me to conclude that it is at least plausible that <strong>in</strong>ter-ethnic trade<br />

can improve <strong>in</strong>dividual relations over a longer period of time. There seems to be no reason to believe so far<br />

that susta<strong>in</strong>ed <strong>in</strong>ter-ethnic contact through trade leads to worse <strong>in</strong>dividual relations. In short, on a community<br />

level <strong>in</strong>ter-ethnic trade can demonstrate peaceful relations and build trust which is believed to have a positive<br />

impact on <strong>in</strong>ter-ethnic relations if susta<strong>in</strong>ed over a longer period of time. On an <strong>in</strong>dividual level, it is<br />

plausible to believe trade could also improve <strong>the</strong> attitudes of traders <strong>the</strong>mselves. In both cases it seems<br />

unlikely that <strong>the</strong>re are negative effects of this legal or grey trade.<br />

Inter-ethnic trade is heavily <strong>in</strong>fluenced by <strong>the</strong> “rules of <strong>the</strong> <strong>in</strong>ter-ethnic game” - <strong>the</strong> <strong>in</strong>ter-community rules<br />

forbidd<strong>in</strong>g contact <strong>with</strong> “<strong>the</strong> o<strong>the</strong>r” - which limits it to someth<strong>in</strong>g best not done out <strong>in</strong> <strong>the</strong> open. At <strong>the</strong> same<br />

time <strong>in</strong>ter-ethnic trade has been able to stretch <strong>the</strong>se rules. Generally it is accepted now if people engage <strong>in</strong><br />

<strong>in</strong>ter-ethnic contact to make money. As long as it is not too visible traders do not have to fear punishment by<br />

<strong>the</strong>ir own community. It is likely that this loosen<strong>in</strong>g of <strong>the</strong> rules has not much to do <strong>with</strong> trade itself, as one<br />

trader put it: it's only because time passed s<strong>in</strong>ce <strong>the</strong> war. Without trade however, <strong>the</strong>re would still be barely<br />

any contact. If trade dies, so will contact die. It is possible that, as traders are to some extend <strong>the</strong> pioneers of<br />

re-established <strong>in</strong>ter-ethnic contact (<strong>the</strong>re are also some o<strong>the</strong>rs, such as people work<strong>in</strong>g at NGOs, but this<br />

happens on a much smaller scale <strong>in</strong> <strong>Mitrovica</strong>), <strong>the</strong>ir contact could be an example to <strong>the</strong> rest of <strong>the</strong><br />

population who because of this will slowly grow more accustomed to people hav<strong>in</strong>g contact <strong>with</strong> “<strong>the</strong> o<strong>the</strong>r”.<br />

This, <strong>in</strong> turn, could lead to a greater relaxation of <strong>the</strong> “rules of <strong>the</strong> <strong>in</strong>ter-ethnic game”. Which would be a<br />

very positive development as <strong>the</strong>se rules obviously have a very negative impact on <strong>in</strong>ter-ethnic relations.<br />

It must also be noted that trade relationships seem to be more robust than any of <strong>the</strong> o<strong>the</strong>r <strong>in</strong>ter-ethnic<br />

relations. Many people reported that dur<strong>in</strong>g <strong>the</strong> massive riots of 2004 much jo<strong>in</strong>ed projects were destroyed,<br />

and <strong>the</strong> same th<strong>in</strong>g happened <strong>with</strong> <strong>Kosovo</strong>'s declaration of <strong>in</strong>dependence when many Serbs quit <strong>the</strong>ir jobs at<br />

<strong>in</strong>ternational or multi-ethnic organisations. Dur<strong>in</strong>g and after <strong>the</strong>se events, which put a huge stra<strong>in</strong> on <strong>in</strong>terethnic<br />

relations, trade relations rema<strong>in</strong>ed <strong>in</strong>tact. This shows that <strong>the</strong>se trade relations are quite strong and<br />

ei<strong>the</strong>r through mutual trust or <strong>in</strong>terest can <strong>with</strong>stand a national crisis.<br />

Ano<strong>the</strong>r f<strong>in</strong>d was that different groups: local traders, locals work<strong>in</strong>g at NGO's or IGO's or <strong>in</strong>ternationals had<br />
