different op<strong>in</strong>ions on <strong>the</strong> peace <strong>in</strong>duct<strong>in</strong>g effects of trade. Most notably, traders <strong>the</strong>mselves were <strong>the</strong> most<br />

negative. They were <strong>the</strong> ones to stress that it is really only about money, no personal feel<strong>in</strong>gs were <strong>in</strong>volved<br />

and it doesn't change anyth<strong>in</strong>g. Locals who worked at local NGO's or IGO's did all believe trade would<br />

improve relations, but at <strong>the</strong> same time were often quite sceptical of <strong>the</strong> need to improve relations and <strong>the</strong><br />

extent to which this was possible. Most did not believe <strong>in</strong> <strong>in</strong>tegration and <strong>the</strong>ir <strong>in</strong>terpretation of improv<strong>in</strong>g<br />

<strong>in</strong>ter-ethnic relations was along <strong>the</strong> l<strong>in</strong>es of less violence, liv<strong>in</strong>g <strong>in</strong> peace and leav<strong>in</strong>g each o<strong>the</strong>r alone. The<br />

<strong>in</strong>ternationals who were <strong>in</strong>terviewed also all agreed that trade could improve relations but were a bit more<br />

sceptical of this than <strong>the</strong> locals. They did however hold to a more extensive version of “better relations”<br />

which <strong>in</strong> <strong>the</strong>ir eyes often <strong>in</strong>cluded re<strong>in</strong>tegration. To this it must be added that most <strong>in</strong>ternationals who work<br />

or had worked <strong>in</strong> <strong>Mitrovica</strong> believed improv<strong>in</strong>g relations between <strong>the</strong> two ethnic groups <strong>the</strong>re would be<br />

nearly impossible at <strong>the</strong> moment, stress<strong>in</strong>g that this should start <strong>in</strong> less difficult areas.<br />

These views of held by <strong>the</strong> different groups seem to make sense. Internationals did not experience <strong>the</strong> violent<br />

conflict <strong>the</strong>mselves, nor are <strong>the</strong>y <strong>in</strong>volved <strong>in</strong> <strong>the</strong> ongo<strong>in</strong>g political conflict about <strong>Kosovo</strong>'s territory, or do<br />

<strong>the</strong>y live <strong>in</strong> a community which generally sees <strong>the</strong> o<strong>the</strong>r ethnic group as <strong>the</strong> <strong>enemy</strong>. For <strong>the</strong>m it's easier to<br />

just see <strong>the</strong> ethnic animosity as someth<strong>in</strong>g comparable to racism or ethnocentrism which is also present<br />

among some <strong>in</strong>dividuals and groups <strong>in</strong> Europe or <strong>the</strong> United States. Locals, on <strong>the</strong> o<strong>the</strong>r hand, see no reason<br />

why <strong>the</strong>y would want to live <strong>with</strong> <strong>the</strong>ir (former) enemies and are <strong>the</strong>refore more sceptical of ideas like<br />

<strong>in</strong>tegration. Traders are <strong>in</strong> an even different position because <strong>the</strong>y are already on <strong>the</strong> marg<strong>in</strong>s of what is<br />

allowed under <strong>the</strong> “rules of <strong>the</strong> <strong>in</strong>ter-ethnic game” regard<strong>in</strong>g contact, and <strong>the</strong>refore have to be extra careful<br />

not to be seen as a “traitor”, or anyth<strong>in</strong>g like that. From <strong>the</strong>se different op<strong>in</strong>ions should be concluded that <strong>the</strong><br />

western view of 'reconciliation' is perhaps too optimistic and we should <strong>the</strong>refore start aim<strong>in</strong>g at just<br />

“peaceful relations”. There should also be more attention for this division <strong>in</strong> attitudes between locals and<br />

<strong>in</strong>ternationals regard<strong>in</strong>g <strong>in</strong>ter-ethnic relations because now it seems as if western ideals are placed on an<br />

society where <strong>the</strong>y – at least for now – will not fit.<br />

The north of <strong>Kosovo</strong> has a reputation of be<strong>in</strong>g lawless area <strong>with</strong> much crim<strong>in</strong>al activities go<strong>in</strong>g on 23<br />

. A part<br />

of <strong>the</strong>se illegal activities lie <strong>in</strong> <strong>in</strong>ter-ethnic trade as well. The crim<strong>in</strong>als engag<strong>in</strong>g <strong>in</strong> this illegal trade benefit<br />

from <strong>the</strong> current destabilised condition of <strong>the</strong> north of <strong>Kosovo</strong> and because of this contribute to it. On top of<br />

that <strong>the</strong>y have ties <strong>with</strong> radical politicians and o<strong>the</strong>r people <strong>in</strong> power who obstruct an improvement of <strong>in</strong>terethnic<br />

relations. Although <strong>the</strong> majority of people suffer under <strong>the</strong> current situation <strong>in</strong> <strong>Mitrovica</strong>, this small<br />

m<strong>in</strong>ority benefits from it and will do anyth<strong>in</strong>g <strong>in</strong> <strong>the</strong>ir power to make sure noth<strong>in</strong>g changes. It is clear that<br />

this illegal part of <strong>in</strong>ter-ethnic trade only damages <strong>in</strong>ter-ethnic relations, and <strong>the</strong>refore a dist<strong>in</strong>ction has to be<br />

made between legal, grey and illegal trade. This illegal part of <strong>in</strong>ter-ethnic trade was not part of my studies,<br />

partly because of obvious safety concerns. This means I cannot elaborate on it fur<strong>the</strong>r, but it should be clear<br />
