nationalists” because he believes <strong>the</strong>y really don't care about <strong>the</strong> enclaves. He says this because Serbs from<br />

<strong>Kosovo</strong> North want <strong>the</strong> nor<strong>the</strong>rn part to belong to Serbia but if that would happen <strong>the</strong> Serbs <strong>in</strong> <strong>the</strong> enclaves<br />

would be completely separated and would <strong>the</strong>refore be <strong>in</strong> an even worse position. “But Serbs from Nor<strong>the</strong>rn<br />

<strong>Kosovo</strong> only seem to care about <strong>the</strong>mselves and what is best for <strong>the</strong>m. Also <strong>the</strong> liv<strong>in</strong>g conditions <strong>in</strong> <strong>the</strong> Serb<br />

enclaves are a lot worse, and so <strong>the</strong>y more often have to cooperate <strong>with</strong> Albanians because <strong>the</strong>y can’t make it<br />

on <strong>the</strong>ir own. Then Nor<strong>the</strong>rn Serbs call <strong>the</strong>m traitors for this but <strong>the</strong>y talk from a luxury position because<br />

<strong>the</strong>y receive all <strong>the</strong> support from Belgrade, and at <strong>the</strong> same time are also work<strong>in</strong>g <strong>with</strong> Albanians<br />

<strong>the</strong>mselves.” This is underl<strong>in</strong>ed by respondent #10, a Serb who travelled a lot through <strong>Kosovo</strong> for his work<br />

at an NGO. “<strong>the</strong>y (Serbs from <strong>the</strong> north) are very selfish, <strong>the</strong>y do not care about <strong>the</strong> Serbs south of <strong>the</strong> Ibar. ”<br />

So, <strong>the</strong> situation and attitudes of Serbs <strong>in</strong> <strong>Mitrovica</strong> and <strong>the</strong> north of <strong>Kosovo</strong> <strong>in</strong> general are very different<br />

from <strong>the</strong> Serbs <strong>in</strong> <strong>the</strong> enclaves. Not only because of <strong>the</strong> different geographical position, <strong>in</strong> <strong>Mitrovica</strong> north<br />

<strong>the</strong> situation is <strong>in</strong>fluenced by Belgrade <strong>in</strong> several ways. By provid<strong>in</strong>g “double” salaries, through politics and<br />

media, as discussed above, and by plac<strong>in</strong>g radical Serbs <strong>in</strong> <strong>in</strong>fluential positions. These <strong>in</strong>fluential positions<br />

can be <strong>in</strong> politics, or <strong>in</strong> public <strong>in</strong>stitutions as for example <strong>the</strong> director of <strong>the</strong> university and <strong>the</strong> hospital are<br />

placed by Belgrade. These people have a lot of power. It is said that <strong>the</strong> director of <strong>the</strong> hospital controls who,<br />

when and where <strong>the</strong>re are protests and who people (have to) vote for. He has this k<strong>in</strong>d of power because jobs<br />

are so scarce that a simple threat of be<strong>in</strong>g fired is enough to get people to do what he wants (CARE, 2006 &<br />

ICG, 2009). The radical politicians make sure <strong>the</strong> situation rema<strong>in</strong>s tense, <strong>the</strong> <strong>enemy</strong> image stays <strong>in</strong>tact and<br />

that people who want to relax relations <strong>with</strong> Albanians are punished. “...get rid of 'Marko Jaksic', a big boss<br />

<strong>in</strong> <strong>Mitrovica</strong> – a very bad guy – put <strong>the</strong>re by Belgrade. The people are constantly fed stuff like how <strong>the</strong><br />

Albanians will kill <strong>the</strong>m. But at <strong>the</strong> same time <strong>the</strong>y are afraid of o<strong>the</strong>r Serbs who might burn down <strong>the</strong>ir car if<br />

<strong>the</strong>y work <strong>with</strong> Albanians” (respondent #14).<br />

This <strong>in</strong>fluence of Belgrade's radicals also affects <strong>in</strong>ter-ethnic trade <strong>in</strong> a negative way. The only <strong>in</strong>ter ethnic<br />

cooperation <strong>in</strong> <strong>Mitrovica</strong> is trade. A small group of Serbs control <strong>the</strong> situation. If <strong>the</strong>y say 'no' it is no, <strong>the</strong>re<br />

is noth<strong>in</strong>g to be done” accord<strong>in</strong>g to respondent #17, an Albanian liv<strong>in</strong>g <strong>in</strong> <strong>Mitrovica</strong> North . He also gives an<br />

example of when this small group of <strong>in</strong>fluential Serbs say <strong>the</strong>re will be no trade <strong>in</strong> Bošnjačka Mahala (an<br />

Albanian populated area <strong>in</strong> <strong>Mitrovica</strong> North where Serbs often go to <strong>the</strong> market) on Saturday <strong>the</strong>n suddenly<br />

it is empty that day. There is cooperation but this is h<strong>in</strong>dered by <strong>the</strong> radical w<strong>in</strong>g which keeps people from<br />

relax<strong>in</strong>g (respondent #17). The <strong>in</strong>fluence of <strong>the</strong> Kosovar government is less negative, but respondent #17<br />

admits that <strong>the</strong> government could do more <strong>in</strong> South <strong>Mitrovica</strong> to help cooperation. As an example he says<br />

that <strong>the</strong> church <strong>in</strong> <strong>Mitrovica</strong> south could be renovated to send <strong>the</strong> right signal.<br />

It has been discussed <strong>in</strong> this paragraph how both governments (Prist<strong>in</strong>a and Belgrade) <strong>in</strong>fluence <strong>in</strong>ter-ethnic<br />

relations is a different way. Currently, especially Belgrade's policies are obstruct<strong>in</strong>g <strong>in</strong>ter-ethnic contact and<br />

cooperation <strong>in</strong> <strong>the</strong> north of <strong>Kosovo</strong>. In <strong>the</strong> Serbian enclaves <strong>the</strong>ir <strong>in</strong>fluence is weaker and more cooperation<br />
