<strong>Kosovo</strong>. Compla<strong>in</strong>ts or not, it is likely that Belgrade's fund<strong>in</strong>g for <strong>Kosovo</strong> will go fur<strong>the</strong>r down <strong>in</strong> <strong>the</strong> future<br />
as Serbia is currently fac<strong>in</strong>g a budget crisis (ICG, 2009).<br />
Despite <strong>the</strong> cases of fake jobs <strong>in</strong> <strong>the</strong> north, <strong>the</strong>re is still a severe lack of jobs on both sides of <strong>the</strong> river. People<br />
are drift<strong>in</strong>g to wherever <strong>the</strong>re is money. The ICG (2005) expla<strong>in</strong>s how hard-l<strong>in</strong>er Milan Ivanovic and <strong>the</strong><br />
SNC got more control of <strong>the</strong> limited budget resources and opportunities for jobs (<strong>the</strong> hospital is now one of<br />
<strong>the</strong> biggest employers <strong>in</strong> <strong>Mitrovica</strong> north) <strong>the</strong>ir loyalty bases also grew, reduc<strong>in</strong>g <strong>the</strong> <strong>in</strong>fluence of <strong>the</strong> more<br />
moderate Oliver Ivanovic (ICG, 2005). This economic flow can just as easily po<strong>in</strong>t people <strong>in</strong> <strong>the</strong> o<strong>the</strong>r<br />
direction it seems. “O<strong>the</strong>rs, while worry<strong>in</strong>g about <strong>in</strong>dependence, say, "if only I had a job, I wouldn't care<br />
much about <strong>the</strong>se th<strong>in</strong>gs" (ICG, 2005). The ICG reports for <strong>the</strong> first time <strong>in</strong> 2005 about <strong>the</strong> <strong>the</strong>n new<br />
phenomenon that Albanians and Serbs are go<strong>in</strong>g to each o<strong>the</strong>r for jobs. Examples are given of an Albanian<br />
woman who started a new multi-language magaz<strong>in</strong>e and received many applications from north <strong>Mitrovica</strong><br />
Serbs. A Serb own<strong>in</strong>g a construction company <strong>in</strong> north <strong>Mitrovica</strong> saw Albanians com<strong>in</strong>g to him for work.<br />
"They have stopped car<strong>in</strong>g altoge<strong>the</strong>r who I am and started focus<strong>in</strong>g fully on <strong>the</strong> bus<strong>in</strong>ess” (ICG, 2005). By<br />
2008 <strong>the</strong>se Albanian workers <strong>in</strong> <strong>Mitrovica</strong> north were common faces among <strong>the</strong> local population and hired<br />
often by local Serbs because of <strong>the</strong>ir lower wages and alleged higher quality work (field notes).<br />
These examples of Albanian-Serb cooperation when it comes to jobs shows that people <strong>in</strong> <strong>Mitrovica</strong> are -<br />
despite all <strong>the</strong> pressures, from <strong>in</strong>tra-community rules to hard-l<strong>in</strong>e politicians and biased media - will<strong>in</strong>g, and<br />
able to cooperate. The same basic pr<strong>in</strong>ciple is at work <strong>in</strong> <strong>the</strong> <strong>in</strong>ter-ethnic trad<strong>in</strong>g bus<strong>in</strong>ess, be it a bit more<br />
complex, as will be seen <strong>in</strong> <strong>the</strong> results.<br />
