國家示範性高職院校建設計畫的政策解讀 National Demonstration Higher Vocational Schools in China: policy background, aims, content and implementation 宗秀秀 (華南師範大學) Zong Xiu-xiu (South China Normal University) Abstract China's rapid economic development has meant that higher vocational education has been given substantially greater importance in that country's education strategy. National Demonstration Higher Vocational Schools have been established since 2006. This paper discusses the related policy’s background, aims and main content. Some problems in the implementation of the policy are identified, with the aim of contributing to the better realization of the policy goals and the further development of higher vocational education in China. 摘要隨著經濟的高速發展,我國大陸的高職教育也日益受到重視。國家示範性高職院校建設的計畫從 2006 年正式啟動,目前還在實施中。本文主要闡述了此政策出臺的背景、主要內容和目標,並在此基礎上提出政策執行中應注意的問題,以期能夠為更好地實現政策目標,推動高職教育的發展提供參考。近年來,隨著經濟的不斷發展,職業教育也隨之發展起來,國家政府也越來越重視職業教育的發展,尤其是高等職業教育的發展深受關注。2006 年 11 月 3 日,教育部、財政部在《關於實施國家示範性高等職業院校建設計畫加快高等職業教育改革與發展的意見》(教高 [2006] 14 號)中明確提出:“十一五”期間,國家財政將投資20億建設100所國家示範性高等職業院校。所謂示範性高等職業院校即很好地實現高職院校培養目標的院校。這項被稱為高職“211工程”的國家示範性高等職業院校建設計畫的政策的具體內容是什麼呢?本文將從一下幾方面進行解讀: 一、政策出臺的背景 (一)經濟背景職業教育的發展與經濟密切相關,產業結構將影響和制約著人才結構,而人才的需求主要是通過職業教育來培養的,因而,產業結構的發展變化將影響到職業教育的調整。下面我們先來看一下我國大陸1978年以來產業結構的演變情況: 33
