30 Goal To represent community interests and provide leadership in an open and accountable way, utilising resources effectively in the delivery of responsive services. Above: Council sought to maintain strong community engagement during the flood events during 2010- 2011. Council chaired this flood update meeting at Kerang Memorial Hall attended by lead agencies. ACHIEVEMENTS √ Council demonstrated strong and effective leadership in its actions and communications in the preparation, response and recovery phases of the January 2011 floods. Council continues to offer a high level of support in assisting the community in the recovery phase. √ Council facilitated and welcomed tours by a number of high profile visitors, including HRH Prince William and Governor-General Quentin Bryce. These visits assisted greatly in boosting morale during and following the flood. √ Council endorsed the principles of the Victorian Local Government Women’s Charter in the Year of Women in Local Government. Council endorses the intention to act on the Charter with support from the funded project and the Women’s Participation in Local Government Coalition partners. √ In the past year Council advocated on behalf of the Gannawarra community to Ministers and Senior Government officials and in the form of submissions on the proposed Murray-Darling Basin Plan, the Australian Locust plague, primary health care, natural gas, key transport routes, additional recurrent funding for smaller rural shires, levee banks, flood warnings and response, flood relief and flood recovery. √ Council endorsed the Loddon Mallee Regional Strategic Plan (Northern) as representing the aspirations and key strategic directions required for a prosperous, liveable and sustainable region and committed to ongoing involvement in the implementation and ongoing future refinement of the Plan and the planning process. √ Upgrading of the Council website to be more user-friendly and incorporating a real time on-line customer service facility and customer action request facility. √ Council adopted a new Communication Strategy 2011 – 2014 including the implementation of social media. √ Council presented a quarterly financial report in addition to a review of the current year budget as at 31 December each year to ensure that the forecast results as of 30 June was achievable. √ Council is required by the Valuation of Land Act 1960 to carry out a General Valuation of all rateable land within its municipal district as at 01 January in every even calendar year and for it to be returned to the Council before 30 June in that year. On 16 February 2001 Council resolved to accept the tender from LG Valuation Services Pty Ltd to provide valuation services for the period 01 January 2011 to 31 December 2012. These services included the return of the 2012 General Valuation. PERFORMANCE REPORT consolidating our future √ Council communication campaigns in 2010/2011 included those on locusts, rates strategy, roads strategy, flood relief, and flood recovery. Mediums included Council website, media releases, Frequently Asked Questions, media briefings, regular radio segments, radio interviews, Gannawarra Gazette inserts, rate inserts, messages on hold information, television coverage, newsletters, handouts and advertising. √ Council’s 2010 Annual Report was recognised with a Bronze award in the Australasian Reporting Awards. √ Council continued to support a scholarship programme for three local students undertaking Engineering and Town Planning studies as an innovative approach to workforce retention.
