6 Lalbert GANNAWARRA SHIRE ANNUAL REPORT 2011 COUNCILLORS AND WARDS The Gannawarra municipality is one of 79 municipalities in Victoria. The people of Gannawarra have elected seven representatives from four wards onto the Gannawarra Shire Council: Cr Max Fehring (Patchell Ward), Cr Glenn Hall (Yarran Ward), Cr Oscar Aertssen (Murray Ward), Cr Lui Basile (Patchell Ward), Cr Keith den Houting (Patchell Ward), Cr Neil Gannon (Avoca Ward) and Cr Neville Goulding (Yarran Ward). AVOCA WARD Quambatook Mystic Park Lake Charm Murrabit As is appropriate under the Local Government Act 1989 Councillors elect a Mayor in December each year. Cr Keith den Houting served as Mayor and Cr Neville Goulding as Deputy Mayor from June to December 2010. Cr Max Fehring was elected Mayor and Cr Glenn Hall was elected Deputy Mayor in December 2010. Council elections are held every four years. Elections were conducted in November 2008 and the next election will be held in November 2012. Gannawarra Shire is divided into four ‘wards’ or areas. Each ward has different numbers of people living in it and differing levels of infrastructure. Avoca Ward includes Lake Charm, Lalbert, Mystic Park and Quambatook; Murray Ward includes Koondrook and Murrabit; Patchell Ward includes Kerang and Macorna; and Yarran Ward includes Cohuna and Leitchville. Avoca and Murray Wards are each represented by one Councillor, Yarran Ward by two Councillors, and Patchell Ward by three Councillors. Council holds its ordinary monthly meeting at 7.30pm on the third Wednesday of each month at the Council Chambers in Victoria Street, Kerang, or in one of the towns and communities spread throughout the Shire. The schedule of meetings and venues, together with the agenda for each meeting, is available on the Council website or from Council’s Customer Service offices in Kerang and Cohuna (contact details back cover of this report). Following is an introduction to each of the Councillors now serving on Gannawarra Shire Council. CR MAX FEHRING MAYOR Patchell Ward First elected: 2003 (Mayor: December 2010 – current) Portfolios (up to December 2010): • Assets and Infrastructure Portfolio – Wakool/Gannawarra Planning Resources Committee – Asset Naming Committee – Mystic Park Cemetery Trust • Sustainability Portfolio • Finance and Corporate Portfolio – Internal Audit Committee Council delegate (from December 2010): • Municipal Association of Victoria (MAV) • Murray River Group of Councils (MRGC) • MAV Loddon Campaspe Mayor and Chief Executive Officer Forum • MAV Rural Councils Victoria Cr Max Fehring was elected Mayor in December 2010. He and his wife Denise are dairy farmers and have four sons. A Churchill Fellow and a Centenary Medal recipient for Community Service, Cr Fehring is a strong advocate for his community and for transparent and consultative water reform. He is a former United Dairy Farmers of Victoria President, and former board member of both the Geoffrey Gardiner Dairy Foundation and Grampians Wimmera Mallee Water. CR GLENN HALL DEPUTY MAYOR Yarran Ward First elected: 2008 (Deputy Mayor: December 2010 – current) Portfolio/Council delegate: • Assets and Infrastructure Portfolio – Leitchville Pool Committee – Asset Naming Committee – Mystic Park Cemetery Trust • Community Portfolio – Cohuna ECA Centre Committee of Management – Cohuna Recreation Reserve Committee of Management • Economic Prosperity Portfolio – Tourism Advisory Committee Chair (from December 2010) – Gateway to Gannawarra Education, Cultural and Heritage Centre Reference Group • Flood Recovery Committee Chair Although he grew up in Melbourne, Cr Glenn Hall has spent all of his working life in rural Victoria, except for twelve months of National Service in Papua New Guinea. Cr Hall chose secondary school teaching as a career, teaching mainly Mathematics and Science. He was appointed Principal of Cohuna Secondary College in 1991, and held this position for sixteen years.
