exp<strong>and</strong> its fund<strong>in</strong>g for SGs <strong>in</strong> <strong>northern</strong> <strong>Kenya</strong>. It will be important to consider<br />
how the traditional SG model could be adapted to accommodate the large<br />
Muslim population <strong>in</strong> the region <strong>and</strong> to avoid some of the early challenges<br />
faced by CARE <strong>in</strong> promot<strong>in</strong>g lend<strong>in</strong>g with<strong>in</strong> the SG. In some areas the fears<br />
have dissipated once members become more familiar with the SG model,<br />
while <strong>in</strong> others members have made more fundamental changes to the nature<br />
of the SG.<br />
iv. Promot<strong>in</strong>g <strong>in</strong>come-generat<strong>in</strong>g activities<br />
Small-scale <strong>in</strong>come-generat<strong>in</strong>g activities (e.g. petty trad<strong>in</strong>g) are typically<br />
critical for very poor households to diversify their <strong>in</strong>come, reduce their<br />
vulnerability <strong>and</strong> establish more regular <strong>in</strong>come flows. Though profit marg<strong>in</strong>s<br />
from these <strong>in</strong>come generat<strong>in</strong>g activities are often small, low barriers to entry<br />
<strong>and</strong> their contribution to creat<strong>in</strong>g a more even <strong>in</strong>come mean they can be a<br />
useful <strong>in</strong>termediate step on the path to economic empowerment for many<br />
households. Participation <strong>in</strong> SGs can support households to make these<br />
<strong>in</strong>vestments. Trade <strong>in</strong> consumables such as foodstuffs (maize, sugar, salt,<br />
tea leaves), drugs (tobacco, khat) as well as new <strong>and</strong> used cloth<strong>in</strong>g is very<br />
important for many of the region’s <strong>in</strong>habitants. There are also opportunities<br />
for redistributive trade <strong>in</strong> these commodities, which while more lucrative,<br />
requires more significant capital. Experience elsewhere suggests SG members<br />
frequently launch IGAs spontaneously once they have pooled liquid capital<br />
<strong>and</strong> their tolerance for risk <strong>in</strong>creases.<br />
There is little benefit to be ga<strong>in</strong>ed by <strong>FSD</strong> focus<strong>in</strong>g on select<strong>in</strong>g <strong>and</strong><br />
promot<strong>in</strong>g specific IGAs as the barriers to entry are so low. In addition to<br />
improv<strong>in</strong>g access to f<strong>in</strong>ance through <strong>in</strong>itiatives such as sav<strong>in</strong>gs groups, <strong>FSD</strong><br />
may add value by establish<strong>in</strong>g l<strong>in</strong>ks between SG members <strong>and</strong> providers of<br />
bus<strong>in</strong>ess development services. These might <strong>in</strong>clude bus<strong>in</strong>ess plann<strong>in</strong>g <strong>and</strong><br />
opportunity identification that households can use to select <strong>and</strong> develop IGAs.<br />
SG-facilitat<strong>in</strong>g agencies <strong>in</strong>clud<strong>in</strong>g CARE have their own bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g<br />
modules that they provide to SGs dur<strong>in</strong>g their formation. While the evidence<br />
for the effectiveness of generic BDS is generally weak, its application with SG<br />
members may be an exception.<br />
v. Invest<strong>in</strong>g <strong>in</strong> promot<strong>in</strong>g promis<strong>in</strong>g value cha<strong>in</strong>s<br />
As households become more economically stable, their capacity to entry or to<br />
upgrade their engagement <strong>in</strong> value cha<strong>in</strong>s beg<strong>in</strong>s to grow. <strong>FSD</strong> can contribute<br />
by support<strong>in</strong>g strategic <strong>in</strong>vestment <strong>in</strong> the high potential value cha<strong>in</strong>s<br />
highlighted above <strong>in</strong> section (v). Experience from other f<strong>in</strong>ancial graduation<br />
<strong>in</strong>itiatives highlights the importance of focus<strong>in</strong>g on multiple, complementary<br />
value cha<strong>in</strong>s. This ‘portfolio approach’ has the advantage of reduc<strong>in</strong>g household<br />
risk, generat<strong>in</strong>g opportunities that cater to both genders, simultaneously<br />
support<strong>in</strong>g <strong>in</strong>come generation <strong>and</strong> food security, <strong>and</strong> contribut<strong>in</strong>g to <strong>in</strong>come<br />
smooth<strong>in</strong>g (Development Alternatives Inc., 2011; Fowler <strong>and</strong> Endalamaw,<br />
2011: 5). The appropriate development strategies will vary for each value<br />
cha<strong>in</strong>, as they will be tailored to address<strong>in</strong>g the specific constra<strong>in</strong>ts prevent<strong>in</strong>g<br />
access to market opportunities. Value cha<strong>in</strong> development requires significant<br />
facilitation skills <strong>and</strong> thus needs to be undertaken by agencies with specialised<br />
skills <strong>and</strong> experienced staff.<br />
vi. Encourag<strong>in</strong>g appropriate credit products<br />
Limited access to credit <strong>in</strong> <strong>northern</strong> <strong>Kenya</strong> is a constra<strong>in</strong>t to bus<strong>in</strong>ess <strong>in</strong>vestment<br />
<strong>and</strong> value cha<strong>in</strong> upgrad<strong>in</strong>g. Although credit is generally <strong>in</strong>appropriate for the<br />
very poor <strong>in</strong> the <strong>in</strong>itial stages of a f<strong>in</strong>ancial graduation strategy, its importance<br />
grows as households ga<strong>in</strong> <strong>in</strong>creas<strong>in</strong>g confidence <strong>and</strong> will<strong>in</strong>gness to <strong>in</strong>vest.<br />
Although SGs play an important role <strong>in</strong> assist<strong>in</strong>g households to mobilise liquid<br />
assets, their f<strong>in</strong>ancial products are less well suited to support<strong>in</strong>g <strong>in</strong>vestment<br />
<strong>in</strong> larger assets. Complementary sources of credit for <strong>in</strong>vestment are therefore<br />
needed. <strong>FSD</strong>’s role <strong>in</strong> support<strong>in</strong>g f<strong>in</strong>ancial sector development makes it<br />
ideally suited to contribut<strong>in</strong>g <strong>in</strong> this area. Work<strong>in</strong>g with banks, MFIs <strong>and</strong> other<br />
f<strong>in</strong>ancial <strong>in</strong>stitutions to develop loan products that meet the <strong>in</strong>vestment needs<br />
of dynamic value cha<strong>in</strong>s (e.g. beehives, fish<strong>in</strong>g boats, milk chillers), supports<br />
households to enter <strong>and</strong> exp<strong>and</strong> their engagement <strong>in</strong> high-return economic<br />
opportunities. In do<strong>in</strong>g so, it is important that <strong>FSD</strong> looks for models that do<br />
not unnecessarily <strong>in</strong>crease risk. For <strong>in</strong>stance, <strong>in</strong> some cases the provision of<br />
credit to SGs that is guaranteed by the whole group has been found to lead to<br />
member drop-out <strong>and</strong> group dissolution (Rippey <strong>and</strong> Fowler, 2011: 22-25).
