A few of the changes came when the three new commissioners took office last May. First to go were the deputy commissioners, private secretaries, the tax assessor and city purchasing agent. During the summer a few others-j^ho could not work with the new commissioners departed for friendlier surroundings. The announcement of other more far-reaching personnel changes will more than likely come at an announced time and will, in some cases, be accompanied by the departmental reorganization of remaining employees. Affected by the shake-up will be some sacred cows who survived even two previous terms with Mayor B. Thomas Waldman. Feeling vibrations of the reorganization will be everyone from department heads to clerks. The reason for the changes is sim- ple. Some employees have been around too long and have lost their effectiveness. The demands of their jobs have changed, but they have not. Others simply cannot work with the commissioners. All of these changes must be within the laws of New Jersey Civil Service, a system that while it protects workers from political retaliation, also protects the lazy or inefficient who somehow manage to work their way into governmental service. Appointments to the myriad of city boards and authorities are being carefully reviewed by the commissioners. Changes can be expected in this area, too, and the new administration has already promised the creation of a master board, a Tax- payers Committee. It is a political fact of life that . elected officials must surround themselves with workers and ap- pointees who will carry out their programs and remain faithful. A team of commissioners with an announced game plan would be foolish to take the field with the other team's players. Yet there is more to it than that. And it is aptly stated by Waldman, who took a breather from public life in 1967 after two terms as commissioner announcing, "it is now time for a new face with new ideas to come forward." Authority woes ie Ocean City Parking Authority's five |ots scattered throughout the city, while managing to keep their heads above water financially, are not the resounding success envisioned at the "time they weTe constructed three years ago. At that time, when others were calling the lots the savior of the center city business district, Mayor Robert L. Sharp honestly said it would take five jtfears for the lots to pay their own way. Now it appears the Authority may never be financially able to make it because of a massive $250,000 loan that must be paid back to the city in progressively larger amounts each year. With existing revenues, the Authority is barely able to pay off the hterest on the loan. Undoubtedly the two lots in the 700 and 800 blocks of Central av. have made shopping easier at Asbury av. Stores. And most of the unsightly garage entrances to these stores, exposed when rooming houses gave way to the lots, have been improved. Still the Authority languishes. Possibly due to the seasonal nature of their business at 6th and 59th st. But more than likely from the poor » placement of the 7th st. lot and a smaller one in the 600 block of Asbury av. Another boardwalk lot near 9th st. was planned, but the city rightfully balked at,, lending more money to the fledgling Authority. ., • . / Authority secretary David N- Blyler blames poor police enforcement on the lots for some of the revenue shortage. This can't be entirely the case since just last week Authority Cf ' Howard Cates' own car was on one of the lots. Blyler indicated that at meetings the Authority members plan to consider selling the small Asbury av. lot and will discuss the possibility of removing the meters and installing gates on the other lots. This would appear to be a step in the right direction. an icketed future Dependability all year It is comforting to most residents of this city that the emergency services geared to the busy summer season are just as fast and dependable during the off-season as well. : The well coordinated rescue of a family of four who were dumped into the ocean off Seaspray rd. when their small outboard boat capsized is ample evidence that the preparedness of the Coast Guard, Rescue Squad, Beach Patrol and Police Department does not suffer when the crowds leave on Labor Day. Lifeguards at a nearby beach were in the water within seconds of the Thats' a fact mishap and minutes later both the police and Rescue Squad arrived. Instantly two cutters were dispatched from the Coast Guard station here and were racing through a rough inlet to the swamped craft. A Coast Guard helicopter from Cape May was on the scene in less than half-an-hour. hi times of personal trouble or natural disasters, services provided by these agencies and organizations have made the going easier for many local residents. It is reassuring they don't experience the end of the season let-down that*is common in a resort town. Changes fo be made Forum and Agin' 'Em Editor, Sentinel-Ledger: I am compelled to write in answer to the further unfounded, uninformed, and incorrect statements and accusations by Jonathan Sayre, of the Izaak Walton League, concerning the dredging program,; ..,'. Mr. Sayre^iftccuse^ ?6ce^ri City of "ecological'rape," and says that because of the mass of testimony by conservation experts, the program should be abandoned. The truth is that the dredging program is greatly improving and preserving the bay and its fragile ecological system. Mr. Sayre refers to mass of testimony by conservation experts against the dredging permit. This is the tragic, uninformed, incorrect kind of accusation that, has caused Ocean City taxpayers many extra thousands of dollars * because of delays and threats to this program. The further truth is that there has never been one so-called conservation expert or member of the Natural Resources Council who has ever studied the actual dredging operation, inspected the dredged area, or checked to see the results after the area has been dredged. No concrete, proven, substantiated fact of damage has ever been presented by anyone in regard to this program. Our bay is rapidly filling with mud, silt and sand, and is 90 percent non-navigable at low tide, and many areas are already mud flats. The dredging is clearing out and improving the bay for .boating and fishing, and is preserving the ecological system. Mr. Sayre suggests our business and residential beaches* be re-zoned and .changed to "comparatively low-cost recreational development." Mr. Sayre sees the preservation of Ocean City in danger and that there is no time for "pettiness and name- calling on the part of any of its people." ••••»•• It is because of uninformed people outside of Ocean-City making • unproven, ' un- substantiated and incorrect statements, that Ocean City and its right to improve its bay and protect its beachfront property is being adversely affected. Larry Wells member, Beach Advisory Committee Editor, Sentinel-Ledger: At long last I have caught up with y6ur article reflecting your nostalgic and affectionate memories of Hap Farley. Your euphoric ramblings about one of the longest surviving political bosses and leader of one of the most corrupt political machines in the country has, as you anticipated, almost gagged me. It brought tears to my eyes when I read how he gave somebody cash to go to Maryland to get married. It recalls the sworn testimony of Francis X. Smith before the Kefauver Committee, who testified on the records of that Committee that he paid Farley $250 as a bribe to operate a boardwalk game and Farley in return gave his child a nickel for an. ice cream cone (this gives you some idea .how long ago it was). This is about the rate of return in the case of political bosses. Many people have lauded and praised the accomplishments of Mussolini because he got the trains to run on time, Hitler because he built the Autobahn, Nebuchadnezzar because he erected the Hanging Gardens of Babylon, Cheops who built the Pyramids and Frank Hague, who built the Margaret Hague Medical Center in Jersey City. The latter multtanillion dollar project, by the way, serves the same purpose as the Pyramids, in that it is a tourist attraction and no longer used for medical purposes or, for that matter is even occupied. The fact remains that all of the aforesaid were brutal dictators and had no regard for the inherent, God given rights of their constituents. Maudlin, ill based nostalgia like yours is just one of the contributions to the lack of faith and confidence in our very form of government that abounds in this country today. Farley is the third political leader of a machine which is over 70 years old. Despite a substantial tax revenue that is unavailable to all municipalities in the State of New Jersey, the city is virtually bankrupt, its tax rate is one of the highest and it can not, after six or seven years, attract anyone to build in the area that has been demolished for urban renewal purposes. Its crime rate, disease rate and poverty rate are i extremely high. It certainly has a great Con- vention Hall (partially pre- Farley) and other public buildings, but these seem to abound in politically dominated areas. The answer is that there is great profit and graft at- tendant to their construction. Esposito, Assistant Professor of the Department of Educational. Arts and System^ at Newark State. College in Union N.I. Mr; Esposito is the son of Mr. and Mrs. John Esposito of 1308 Simp- son av. It seems that Mr. Esposito enjoys reading "accounts of the people and politics of Ocean City" in this column. This makes us feel good. Esposito is also a writer of sorts and pens a weekly column called "Your Central New Jersey" for the New Brunswick Home News. An enclosed sample of the column was all about Ocean City. Mr. Esposito was born and raised in Ocean City, graduating from high school here in 1959. He has sand in his shoes and can't get it out. "I really miss the quiet Ocean City winters the most since we have been living hi Somerset. I try tp bring my wife and daughter to Ocean City as frequently as possible," Esposito said. > MARVIN PERSKIE -Elsewhere on this page is a reply from Wildwood attorney Marvin D. Perskie to a hews feature penned by vacationing Editor Vince Michelette. Perskie had written us last week asking for a copy of the article which appeared on this page in late August. Marvin Perskie is a former Cape May County Assemblyman, who in 1966 decided he wanted to run against State Senator Frank S. Farley of Atlantic County for the State Senate. Farley is the object of Michelette's article. The managing Editor paints a rosy picture of Farley as he knew him as a youth. Perskie's reply is not so rosy. Shortly after Perskie announced his intention to run against Farley, the Senatorial District was reapportioned again and Perskie was left out in the cold in his feud with Farley. We have no intention of getting involved in the Perskie-Michelette controversy over whether or not Farley is a big bad wolf. We will let you, the readers, decide for yourselves. ' EARLY BIRD LEWIS -The other day City Com- missioner Robert E. Lewis bounced into our office to present us with pur first 1972 calendar. Sitting in the sweltering heat of an early September day we started to laugh when we noticed the red and green Christ- mas trees and the words "season's greetings from your New York Life Agent." When we regained our composure we realized that aside from the bad timing Commissioner Lewis did us a favor. We don't have any other 1972 calendars and in this business often times we have to refer several months or years ahead. Also the calendar has a pretty picture on each page. We can't wait for July and September to roll around next year. In fact we like the pictures for those two months so much we may display July for the first half of the year and September for the remaining six months. That solution would put us in the same classification with Editor Vince Michelette, who has a calendar with pretty pictures put out by a. well-known .oil company..
