particularly important, and better regional integration of regional markets could provide<br />

important outlets <strong>for</strong> increased grain production in some countries.<br />

Second, there is a high payoff to reducing transaction costs in agricultural<br />

markets. In the short-run, rapid increases in agricultural production can lead to sharp<br />

price declines where markets are thin and under-developed. Reduced marketing costs are<br />

crucial to reducing consumer food prices, while raising producer incomes in the longer<br />

run as well. Operationally, public investments in marketing infrastructure (roads,<br />

electricity, telecommunications) involve tough choices and will require rigorous costbenefit<br />

analysis to assess priorities <strong>for</strong> investment across regions (e.g., near urban centers<br />

and ports to promote international trade versus building roads in more isolated areas) and<br />

types of investment (e.g., building feeder roads versus main roads). Policy frameworks<br />

that encourage private investments in cold storage and agricultural processing activities<br />

are also needed. Thus, well-designed investments in infrastructure and policy re<strong>for</strong>ms<br />

that lead to reductions in transaction costs have the potential to benefit a wide spectrum<br />

of agricultural (and non-agricultural) activities, and avoid the problem of requiring the<br />

government to pick “winners” among competing crops or agricultural activities.<br />

Finally, without growth in the non-agricultural sector, gains in overall incomes<br />

and calorie consumption <strong>for</strong> SSA as a whole will be limited. Thus, investments in<br />

agriculture and other ef<strong>for</strong>ts to promote higher agricultural productivity growth need to<br />

be complemented with policies and investments to spur non-agricultural growth.<br />

Moreover, investments in rural infrastructure can help to maximize positive linkage<br />

effects of agricultural growth. Agricultural growth can play a major role in increasing<br />

food production, but sustained increases in incomes and reductions in poverty are likely<br />

to require a combination of labor-intensive growth in both agricultural and nonagricultural<br />

activities.<br />
