The Victorian Government has committed to introducing a property based levy to fund fire services. The<br />

Government released an options paper in mid 2011, which confirmed its preference for councils to collect the<br />

new levy on behalf of the State.<br />

In order for the system to become operational by 1 July <strong>2013</strong>, the Victorian Government will need to<br />

introduce legislation in the first half of <strong>2012</strong>. Council opposes this initiative and supports the role of the State<br />

Revenue Office in administering any change in how the Fire Services Levy is collected.<br />

Council will be required to tender for 2014 Revaluation contract during <strong>2012</strong>-<strong>2013</strong>. The existing contract with<br />

Westlink Consulting as contract valuers concludes with the <strong>2012</strong> level valuations.<br />

This <strong>Rating</strong> Strategy is now generally available and will be placed at all Council Customer Service Centres<br />

and be published on Council’s web site at www.geelongaustralia.com.au.<br />

Finally, it is acknowledged that the Strategy will not address everyone’s concerns in respect to revaluations,<br />

setting of differential rates and charges and particularly the “rates shock” issues that will occur from time to<br />

time. However, the Strategy has been prepared based on consultation and legal advice and is considered to<br />

be within the framework of the legislation (which is a property taxation system based on valuation).<br />
