1. PURPOSE<br />
To ensure that Council has a sound basis on which to develop the various charging features when<br />
determining its revenue strategies and ensure consistency with provisions of the Local<br />
Government Act.<br />
2. SCOPE<br />
The policy applies to Council when considering and determining the annual budget or special rates<br />
and charges throughout the financial year.<br />
Council officers must consider the application of this policy when:<br />
• Preparing revenue models or raising charges, or<br />
• When dealing with any proposed or existing commercial enterprises.<br />

4. DEFINITIONS<br />
Differential Characteristics<br />
Residential Land - means any land that:<br />
Does not have the characteristics of Vacant Land; and<br />
Is used exclusively for residential purposes.<br />
Vacant Land - means any land that:<br />
Does not have the characteristics of:<br />
i. Farm Land, or<br />
ii. Residential Land; and<br />
On which no building is erected save for any uninhabitable shed or shelter that does not exceed<br />
more than 5% of the total area of the land.<br />
Commercial Land – means any land that:<br />
Does not have the characteristics of:<br />
i. Farm Land; or<br />
ii. Vacant Land; or
