Management and Reactor Safety devision took over the responsibility for the German<br />

Support Programme coordination within <strong>Forschungszentrum</strong> <strong>Jülich</strong>.<br />

Since its establishment, the programme has comprised more than 150 tasks, providing<br />

research and development, training of IAEA staff, consultancy support, and the secondment<br />

of 17 cost-free experts to the IAEA. The achievements have been documented in almost 380<br />

reports. Most of the technical developments have been implemented by the IAEA for routine<br />

inspection use. The European Atomic Energy Community (Euratom) started implementing<br />

safeguards instrumentation developed under the German Support Programme in a larger<br />

scale only after entering into force of the NPT Additional Protocol.<br />

In <strong>2010</strong>, the German Support Programme consisted of 27 active tasks, among them the<br />

development of containment and surveillance systems (DCM-C5, EOSS), development of<br />

nuclear measurement methods and techniques (LIBS, DMCA, HM-5, Krypton-85 analysis),<br />

geophysical measurements for detecting undeclared activities, satellite imagery analysis (<br />

Fig. 10) and the estimation of optimal inspection strategies by statistics and game theory.<br />
