The following recommendations address the development and implementation of: management<br />

PP/WM policy; monitoring programs that will provide data to assist in evaluating the feasibility and<br />

success of PP/WM techniques; PP/WM and water conservation goals; employee training; and<br />

preventative and corrective maintenance program.<br />

1. PPIWM and <strong>Watcr</strong> Conscrvation Policy -11le JISICO management should establish a PP/WM<br />

and water conservation policy as part of JISICO management operating philosophy and<br />

distribute it to all employees. Implement the policy through specific goals and targets. Make<br />

it each person's responsibility to identify PP/WM and water conservation opportunities and<br />

implement any established PP/WM and water conservation measures. Show management<br />

commitment to the policy by implementing the following actions:<br />

• Designate a PP/WM and water conservation coordinator to effectively implement the<br />

program.<br />

• Publicize success stories and reward employees that identify cost effective PP/WM<br />

opportunities.<br />

• Implement the PP/WM and water conservation programs through employee training,<br />

awareness, and incentives.<br />

• Perform periodic assessment of the PP/WM and water conservation accomplishments by<br />

key management personnel, the coordinator, and independent experts.<br />

• Reinforce the policy and company commitment through management and employee<br />

meetings.<br />

2. Monitoring Program - Increased monitoring of water use and wastewater disposal is particularly<br />

important for the JISICO facility due to the current lack of data in these areas. Specifically, the<br />

JISICO facility should begin routine monitoring of key water usage activities and wastewater<br />

discharges. This will assist the facility in more accurately targeting areas of concern, and will<br />

provide baseline data for overall plant performance. In addition, prior to initiating specific<br />

PP/\VM activities, JISICO should evaluate the baseline characteristics of the wastewater (or<br />

water consumption activity) to be corrected. 11lis baseline data can then be llsed to measure<br />

the initial success of the PP/WM or water conservation technique, and can also be used to<br />

ensure that the technique continues to perform successfully over time.<br />

• Develop and implement a plan to install flow measuring devices on the following water<br />

or wastewater lines:<br />

Rolling mill wastewater discharges onto the ground (irrigation);<br />

Cooling water make-up to power station;<br />

Cooling water make-up to oxygen plant; and<br />

Cooling water make-up to the reheating furnace.<br />

All flows from the above devices and the existing meters to the furnace and rolling mill<br />
