4.3. C<strong>on</strong>clusi<strong>on</strong>s<br />
4.3.1. Assessment of the Implementati<strong>on</strong> of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g><br />
Eritrea approved the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> (CBD) <strong>on</strong> 21st March 1996.<br />
Thereafter, Eritrea has taken significant measures in the c<strong>on</strong>servati<strong>on</strong> and sustainable<br />
use of biodiversity. Eritrea also believes that it has made c<strong>on</strong>siderable effort to<br />
implement the three objectives of the c<strong>on</strong>venti<strong>on</strong> and towards achieving the CBD’s<br />
2010 target and the strategic plan of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>. This was made by designing the<br />
NBSAP as an integral part of the nati<strong>on</strong>al sectoral plans and programs which would be<br />
m<strong>on</strong>itored and followed up by the respective sector instituti<strong>on</strong> as part of their<br />
instituti<strong>on</strong>al mandates.<br />
With in the terrestrial biodiversity the expansi<strong>on</strong> of permanent enclosures jointly with<br />
the introducti<strong>on</strong> and expansi<strong>on</strong> of improved traditi<strong>on</strong>al stoves has c<strong>on</strong>tributed<br />
significantly in improving the vitality and integrity of the habitat as well as the<br />
regenerative capacity of the forest resources of Semenawi Bahri (Green Belt Area) and<br />
the revival of wildlife species like Felis pardus, Tragelaphus strepsiceros, Sylvicapra<br />
grimmia and Oreotragus oreotragus and many bird.<br />
The Eritrean Coastal Marine and Islands Biodiverstiy (ECMIB) project which was<br />
funded by GEF implemented by UNDP and executed by Ministry of Fisheries has<br />
c<strong>on</strong>tributed by initiating the establishment of the baseline data of the CMI biodiversity,<br />
developing Integrated Costal Area Management (ICAM), identificati<strong>on</strong> of protected<br />
areas and developing their management plan; increase public awareness of CMI<br />
biodiversity value. It has also brought noticeable impact <strong>on</strong> the level of individual and<br />
instituti<strong>on</strong>al capacity to the Ministry of fisheries. The substantial amount of work with<br />
communities including socio-ec<strong>on</strong>omic surveys, awareness raising programmes, the<br />
sharing of informati<strong>on</strong> has also c<strong>on</strong>tributed for current status trend of Eritrea’s Marine<br />
biodiversity which is believed to be still in good c<strong>on</strong>diti<strong>on</strong>.<br />
High awareness and sensitizati<strong>on</strong> of policy and decisi<strong>on</strong> makers was made <strong>on</strong> the<br />
importance of reverine forest c<strong>on</strong>servati<strong>on</strong> and sustainable use. The Number of<br />
trainings and sensitizati<strong>on</strong> workshops c<strong>on</strong>ducted during the preparati<strong>on</strong> of the<br />
management plan and effort made to implement the NBSAP have c<strong>on</strong>tributed<br />
significantly in sensitizing and bringing attitude change <strong>on</strong> policy and decisi<strong>on</strong> makers<br />
at regi<strong>on</strong>al and nati<strong>on</strong>al level in particular and the community in general <strong>on</strong> sustainable<br />
use of the Doum palm forest and <strong>on</strong> the importance of reverine forest c<strong>on</strong>servati<strong>on</strong> and<br />
sustainable use.<br />
Despite these progresses there are still many gaps that need be addressed, including:<br />
• Shortage of fund to develop project proposals attractive for funding and implement<br />
and m<strong>on</strong>itor already <strong>on</strong> going programs related to the c<strong>on</strong>servati<strong>on</strong> and sustainable<br />
use of biological diversity;<br />
• Low level of communicati<strong>on</strong> and follow up of the implementati<strong>on</strong> of NBSAP;<br />
• Limitati<strong>on</strong> <strong>on</strong> human and instituti<strong>on</strong>al capacity: despite the effort made by the GoSE<br />
to strengthen its instituti<strong>on</strong>, there is still significant gap in human and instituti<strong>on</strong>al<br />
capacity compared the tasks the nati<strong>on</strong> has to undertake in in-situ c<strong>on</strong>servati<strong>on</strong>, ex-<br />
