1) Survey of hazardous chemicals used in Eritrea<br />
C<strong>on</strong>tribute to Article 7(c) and this acti<strong>on</strong> is also inline with<br />
the Rotterdam c<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Hazardous chemical and<br />
pesticides which is also adopted by CBD decisi<strong>on</strong> V/5 and<br />
Eritrea is signatory.<br />
2) Develop c<strong>on</strong>trol procedures for hazardous chemicals<br />
used in Eritrea<br />
C<strong>on</strong>tribute to Article 8(l) and also inline with the<br />
Rotterdam c<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Hazardous chemical and<br />
pesticides.<br />
Progress of Acti<strong>on</strong>s implementati<strong>on</strong> & Sources of Funding<br />
• Regulatory services Department of the MoA in collaborati<strong>on</strong> with other relevant<br />
nati<strong>on</strong>al instituti<strong>on</strong>s have c<strong>on</strong>ducted an inventory of hazardous chemicals in 2007. As<br />
per this inventory 246 t<strong>on</strong>s of hazardous chemicals were registered in 294 stores all<br />
over the country in 2007. By this acti<strong>on</strong> the locati<strong>on</strong>s, type and amount of hazardous<br />
chemicals found in the country have been well documented and found to be a good<br />
ground for future acti<strong>on</strong>.<br />
Funding - FAO and Domestic (government treasure)<br />
• Regulati<strong>on</strong>s for importati<strong>on</strong>, handling, use, storage, and disposal of pesticides have<br />
been enacted in 2006 under Legal Notice No 114/2006. In this Legal Notice, 85 types<br />
of pesticides are included as a nati<strong>on</strong>al list of pesticides allowed for use.<br />
• As a c<strong>on</strong>tinuati<strong>on</strong> to the development of legal and regulatory framework in line with<br />
the regulatory framework RSD of MoA with financial and technical support from<br />
FAO has initiated a project to safeguard the obsolete and hazardous chemicals that are<br />
found in 9 different locati<strong>on</strong>s and categorized as high risk.<br />
• RSD of the MoA in collaborati<strong>on</strong> with FAO is in the process of preparing a project<br />
proposal with estimated budget of 2.5 milli<strong>on</strong> Euro aiming at<br />
o Safeguard the remaining 285 hazardous chemical storage sites as well<br />
as disposing of all obsolete chemicals.<br />
o Develop a safe pesticide management system<br />
o Develop integrated pest management (IPM)<br />
• DoE has drafted regulati<strong>on</strong> and submitted to Minstry of Justice that serves as<br />
regulatory framework <strong>on</strong> the importati<strong>on</strong> of chemicals.<br />
• The project proposal will be submitted to GEF for funding.<br />
