• To avoid c<strong>on</strong>flicts that may arise between different land use interests.<br />
The policy has expressed the governments percepti<strong>on</strong> of the directi<strong>on</strong> to be taken <strong>on</strong><br />
major issues related to a) agricultural land use; b) rangeland; c) forest land; d) urban<br />
and built up land use; e) coastal land; f) water bodies, g) c<strong>on</strong>servati<strong>on</strong> area; h) wetland;<br />
i) Heritage sites; j) mineral areas; and k) barren land.<br />
3.3 Synergy between the Envir<strong>on</strong>mental <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>s (UNCCD,<br />
UNCBD, UNFCCC)<br />
3.3.1 Preparati<strong>on</strong> of Nati<strong>on</strong>al Acti<strong>on</strong> program (NAP)<br />
In pursuant to Article 5 of the c<strong>on</strong>venti<strong>on</strong> to UNCCD, Eritrea in 2002, have prepared a<br />
nati<strong>on</strong>al acti<strong>on</strong> program (NAP) that identifies factors c<strong>on</strong>tributing to desertificati<strong>on</strong> and<br />
practical measures necessary to combat it and mitigate the effect of drought. NAP has<br />
given particular attenti<strong>on</strong> to preventive measures. The acti<strong>on</strong>s under NAP have entailed<br />
both policy and instituti<strong>on</strong>al measures to facilitate the establishment of an enabling<br />
envir<strong>on</strong>ment at the nati<strong>on</strong>al level for sustainable resource use, as well as local level<br />
development activities to preserve and/or restore the resource base and improve<br />
livelihood security of the affected populati<strong>on</strong>s. In relati<strong>on</strong> to biodiversity c<strong>on</strong>servati<strong>on</strong><br />
and sustainable use NAP has:<br />
• Identifies key c<strong>on</strong>cerns and threats to flora and fauna;<br />
• Emphasized the need for creati<strong>on</strong> of protected area system (in situ c<strong>on</strong>servati<strong>on</strong>) and<br />
identified four priority areas for c<strong>on</strong>servati<strong>on</strong> of biodiversity (The Semenawi Bahri,<br />
North of the river setit, reverine habitat al<strong>on</strong>g the Gash and Barka Rivers and the<br />
Buri Peninsula);<br />
• Proposed acti<strong>on</strong>s that make effective enough the traditi<strong>on</strong>al practices and customary<br />
laws in c<strong>on</strong>serving and sustainable use of the natural flora and fauna of Eritrea;<br />
• Recommend acti<strong>on</strong>s that strengthen the ex-situ c<strong>on</strong>servati<strong>on</strong> capacity of the nati<strong>on</strong><br />
<strong>on</strong> biodiversity resources;<br />
• Identify acti<strong>on</strong>s related to laws that promote the c<strong>on</strong>servati<strong>on</strong> and sustainable use of<br />
biodiversity;<br />
• Identify ways to establish internati<strong>on</strong>al cooperati<strong>on</strong> with internati<strong>on</strong>al organizati<strong>on</strong>s<br />
with respect to technical assistance, scientific research and financial support; and<br />
• Identify acti<strong>on</strong>s required to improve, c<strong>on</strong>serve and use sustainably the agricultural,<br />
livestock, rangeland and forest resources of the country.<br />
To speed up the implementati<strong>on</strong> of the Nati<strong>on</strong>al Acti<strong>on</strong> Plan (NAP) Eritrea has<br />
developed 20 project profiles that are priority area for immediate acti<strong>on</strong>. These profiles<br />
are documented in an elaborative format that could make them favorably c<strong>on</strong>sidered by<br />
financial instituti<strong>on</strong>s, d<strong>on</strong>ors, etc. Out of these 20 projects 16 of them will directly<br />
c<strong>on</strong>tribute to the implementati<strong>on</strong> of CDB articles while at the same time addressing<br />
land degradati<strong>on</strong> and/or impact of climate change issues. These are:<br />
• Mapping and land classificati<strong>on</strong> for resources assessment,<br />
