<strong>of</strong> the POs to better deal with chang<strong>in</strong>g conditions and uncerta<strong>in</strong>ties <strong>in</strong><br />

forest <strong>management</strong>.<br />

ACM concept and processes are not without limitations. To produce<br />

positive outcomes, the processes have to be facilitated skillfully. This<br />

requires experience, time and resources. ACM also depends on the<br />

will<strong>in</strong>gness <strong>of</strong> <strong>community</strong>, government and nongovernmental <strong>in</strong>stitutions<br />

to communicate, treat one another as equal partners, collaborate, learn and<br />

improve their forest <strong>management</strong> strategies along the way. Given all these<br />

key <strong>in</strong>gredients, however, ACM could substantially improve <strong>community</strong><br />

forestry <strong>in</strong> the Philipp<strong>in</strong>es.<br />
